1 INTERACTIVE ONLINE BIKE MAP DEVELOPMENT REQUEST FOR INFORMAL BIDS February 29 th, 2016 The Tahoe Regional Planning Agency/Tahoe Metropolitan Planning Organization (TRPA/TMPO) and the Lake Tahoe Bicycle Coalition (Bike Coalition) are requesting bids for a consultant, or team of consultants, with software development and mapping expertise. The consultant(s) will work with the Bike Coalition, in partnership with and with funding from TRPA, to create an interactive, online bike map for the Tahoe Basin. The online bike map will replace the Bike Coalition s current online version of its Bikeways Map - a static map, posted as a PDF at tahoebike.org. The updated map will be accessible via computer or mobile device (responsive), allow trip planning based on destination, most direct route, and facility type (bike path versus bike lane), and allow cyclists to report unsafe conditions and incidents, as well as request infrastructure improvements. A list of the desired map functionality, as well as examples of representative interactive, online bike maps have been provided as a reference in this spreadsheet: The final product will provide the basis for an updated paper map and potential mobile app in the future. The budget is not to exceed $8,550. 2 Informal Bid Requirements: Interested firms and organizations should submit bids of no more than ten (10) pages in length, less is fine. In the bid, please include the following: 1. Project Approach: Indicate the types of services that you could provide that are listed in the Project Tasks section of this RFP. Describe how you intend to approach the project, specifically stating the platforms on which you propose to design the interactive, online map. Explain why your proposed platform will best meet the desired functionality, ease of maintenance, and longterm usefulness. 2. Qualifications: State your and subcontractor s qualifications. Describe relevant projects, clients, the experience and professional certifications/credentials of key personnel. 3. Readiness and Ability: Describe your readiness and ability to respond to work orders and complete assigned tasks on a timely basis. All products and billing for this project must be completed by June 30, 2016; there will be no exceptions. 4. Budget: Include a detailed budget by task that also includes a schedule of billing rates. Budget is not to exceed $8, If applicable, please provide separate staff billing rates for travel. a. Please provide a functionality cost estimate - a cost for each website/map function described in the Project Tasks section of this RFP. The TRPA/Bike Coalition may choose a set of functions based on priority and funding. 5. References: Provide the name and contact information of at least two individuals or organizations that can provide feedback on past project performance. Evaluation Process & Contracting Timeline: The selection process is likely to be completed within 10 days following the close of the deadline. The following steps will be used to select consultants: 1. Initial Screening: A team of evaluators including the Bike Coalition and TRPA/TMPO will review and evaluate proposals using the following criteria: Proposal content, project approach, qualifications, references, cost, and ability to meet task deliverable schedule. 2. Interviews: Applicants that meet the initial screening criteria may be invited to interview with TRPA/TMPO and the Bike Coalition in person or by phone at TRPA s and Bike Coalition s discretion. It is possible that the selection of a Consultant will be based solely on the written RFP response. Request for Informal Bids for Bike Map 2

3 3. Contract: The successful consultant will be asked to enter into the Standard TRPA Two Party Consultant Services Agreement. The Agreement is a not to exceed and will end on June 30, If an insufficient number of proposals are received in response to this RFP, or if the selected contractor(s) and TRPA are unable to agree to the terms of the master services agreement contract, TRPA reserves the right to disqualify the contractor(s) and reissue the RFP in whole or in part. Expertise: Applicants can submit collaborative responses in which two or more entities combine their qualifications and expertise into one submission. Submissions will also be accepted from single entities that do not meet all of the required qualifications, however these applicants should indicate the skill sets and expertise from other entities needed to complete the project requirements. The required and desired qualifications are outlined below. Required Expertise Expertise in development with ArcGIS, Web APIs, or similar web mapping applications (i.e. Google Maps API). Experience in website design (front end and back end) and maintenance using relevant platforms. Expertise in database design and management, including spatial data, tabular data, and website integration; and reporting functionality. Mobile-friendly platform design: application will be responsive. Desired Expertise Familiarity with bicycle infrastructure planning and design. Familiarity with the Tahoe region or similar geographic and socioeconomic areas. Proposed Scope of Work: The objective of this project is to create an online, interactive bike map, providing a user experience that people are familiar and comfortable with; and will be based on the existing TRPA/TMPO GIS bike facility data for the Tahoe region (publically available and currently displayed on a static map here: Leveraging existing platforms, like Google Maps API, ArcGIS web services or existing open-source software, should allow the consultant to quickly and affordably create an interactive and usable wayfinding tool for the Tahoe region. All software platforms selected by the consultant shall be publicly available (i.e., no custom software). All web applications must be compliant with Microsoft ASP.NET. Depending on the platform technology chosen, the application must be compliant with platform vendors standards. The consultant will be Request for Informal Bids for Bike Map 3

4 required to provide all source code, with programmer s comments and documentation, and all database diagrams before final acceptance. Task 1: Project outline/wireframe (March 2016) Consultant will review design and platform options, as well as existing data, with the Bike Coalition and TRPA. Task 1 Deliverable: Project Outline Memo which includes a list of included functions (from Task 2 below, as determined by RFP response), project outline/wireframe, including platform and software description, user input functionality, back end/database structure with reporting/export functionality. Task 2: Web-based map design and development (March-April 2016) Consultant will complete both front end user interface design, as well as back end database server design. A beta version of the map will be released by early May. A list of requested map functionality and examples of existing interactive online bicycle maps can be found at Please respond with a functionality cost estimate breakdown - provide a cost per function (or group of functions) listed below. Note that the current funding for this project is not to exceed $8,550, but the Bike Coalition may pursue additional funding to incorporate a broader suite of functions in the future. For this reason, please include in the proposal a modular approach for project scoping and design. Task 2 Deliverable: Functioning Beta Map that includes: Web-based map / webpage with a map of all bike facilities in the Tahoe region. Specific functions should include: o While viewing and browsing map - ability to toggle on/off the classes of bike facility (I, II, III: separated path, lane on roadway, route on roadway), type of surface (paved, dirt), as well as proposed bike facilities (all TRPA GIS files are currently categorized like this). o Display user s current location on map o Downloadable/printable map - ability to download or print map as a PDF file. o Display bike parking (bike rack locations) - ability to toggle on/off for display and ease of updating o Display bike shops and rental locations - ability to toggle on/off for display and ease of updating o Fully responsive, mobile-friendly Wayfinding functionality within the map - ability to enter start and endpoints and create route. Search information (points A and B at the least) will be stored in a back end server database. Specific functions should include: o Choose route based on criteria (e.g. Class I only, fastest/safe/safest, hilly/flat) o Display route s elevation profile Request for Informal Bids for Bike Map 4

5 o o o Display user s current location on map Export route information to a mobile device, for offline use Fully responsive, mobile-friendly User reporting functionality within the map - ability for user to report unsafe conditions (potholes, construction zone, dangerous intersections), accidents/incidents, request bike parking, request infrastructure additions or upgrades, and submit feedback on the map and tools itself. Ability for user input to be toggled on/off for viewing. All input must be stored in and accessible from back end database. Specific functions should include: o Ability for the user to easily tag a location by dropping a pin, as well as enter an address or intersection. o Ability for the administrator (Bike Coalition) to modify or remove user input that is displayed on the map o Alerts to the administrator when input is submitted o Fully responsive, mobile-friendly Basic reporting function in order to download/export data for Bike Coalition analysis and to share with interested stakeholders, like TRPA. Specific functions should include: o Basic query function o Login/accessibility control Task 3: Refinement through iteration and testing (May 2016) The Bike Coalition, TRPA/TMPO and stakeholders will provide feedback and comments on the beta version. Consultant will refine the map for final release by early June. Response to comments and release of a refined, updated version of the map. Responses to issues and reasonable change requests correlated to consolidated feedback from testers, provided to consultants by the Bike Coalition. Task 3 Deliverable: Final Interactive Online Bike Map Task 4: Maintenance plan and resources (June 2016) Task 4 Deliverable: User Guide for updating map with new facilities (bike paths/routes, racks, and shops), accessing and exporting information reported through the reporting tool, and references for data sources. The user-guide should also include clear roles and responsibilities if a partnership between LTBC & TRPA/TMPO is necessary for on-going maintenance and update of the site. The timeline for completion of this project is tight. All funds must be expended by June 30, There will be no exceptions. The project planning and design, working with TRPA and the Bike Coalition, will be completed by the end of March (the Bike Coalition has already conducted much of the research). The map and associated tools will be functional by the beginning of May with testing, feedback, and refinement Request for Informal Bids for Bike Map 5

6 throughout May. Public deployment will be at the beginning of June and consultant will complete any final refinements or fixes and create a User Guide throughout June.
