1 Tim Regal TEA, Division of Educator Leadership and Quality September 29, Texas Education Agency District HQ requirements are based on the acceptance of NCLB Title I, Part A funds. Districts that cannot document the HQ status for their teachers are out of compliance, and put themselves at risk during state and federal monitoring activities. Requirements HQ Definition: A. Has obtained full Texas teacher certification, B. Holds a minimum of a bachelor s degree, and C. Has demonstrated subject matter competency in each of the assigned academic subjects. 1

Certification Has obtained full Texas teacher certification: Including special education certification if required for assignment nothad requirements waived on an emergency, temporary, or provisional A. Certification A Probationary meets the HQ Certification Requirement. Elementary Sp Ed teachers must have BOTH a Special Education and Generalist Certification, if they are the teacher responsible for delivering core academic curriculum. Secondary Sp Ed teachers MAY require a Special Education and Subject Area Certification (grades 6-8 math and ELAR can be covered by EC-12 SPED exam). Elementary HQ defines Elementary as grades PK-5, regardless of the configuration of the campus. 2
3 Elementary A teacher in the General Elementary Curriculum (PK-5) must pass either the EC-6 Generalist or 4-8 Generalist. Note the grade bands matter a 4-8 Generalist only HQs someone for elementary grades 4 and 5. Elementary HQ isn t concerned with the language of instruction, only the content. ESL and Bilingual are not considerations for HQ. Elementary If departmentalized outside of the General Elementary Curriculum (i.e. music, art, theatre arts), the appropriate TExES subject area exam meets the HQ requirement. 3
4 Secondary TExES content exam for a certification area appropriate to the teaching assignment; OR Academic major or graduate degree or the coursework equivalent to an undergraduate academic major. Secondary Passing a Secondary TExES content exam demonstrates subject competency for all secondary assignments covered by the exam. A 4-8 Subject Specific exam demonstrates subject competency for 6-8 grades subject assignments. Secondary Passing a 4-8 Generalist demonstrates subject competency for 6-8 math, science, social studies, and ELAR. Passing TExES Sp Ed EC-12 demonstrates subject competency for 6-8 Sp Ed math and ELAR. 4
5 Secondary Coursework equivalent to an undergraduate academic major is defined as 24 hours/12 of which are Junior and Senior level courses. Secondary Coursework must be specific to discipline of an assignment. i.e. 24/12 in Chemistry does not demonstrate subject competency in any other Science discipline. i.e. 24/12 in History does not demonstrate subject competency in any other Social Studies discipline. It is up to the district to ensure that a teacher meets the HQ requirements, including the demonstration of subject competency. i.e. Passing the 4-8 Math exam meets requirements for 6-8 grade math assignment, but not a 4-5 assignment. 5
6 Guidance Document, Question 6 Which teachers are not required to meet the NCLB highly qualified teacher requirements? a) not providing direct instruction and another teacher has responsibility for the design and delivery of instruction, as well as the evaluation of student performance, OR b) the course is not in a core academic subject area as defined by NCLB. Paraprofessionals on a Title I Campus A district is out of Title I compliance if a position that requires a HQ Para does not have an HQ Para. Paraprofessional Requirements apply to paras with an instructional assignment and: All Paras on a Schoolwide Campus Paras funded at least in part by Title I, Part A on a Targeted Assistance Campus 6
7 Paraprofessionals Instructional Support Duties include: One-on-one tutoring Assist in classroom management, such as organizing materials Instructional assistance in a computer lab Support in a library or media center Paraprofessional Requirements an Associate s degree or higher have completed two years of study at an institute of higher education passed a rigorous state or local assessment demonstrating one of the following: 1. Knowledge of and the ability to assist in instructing in the core academic subject areas; 2. Reading readiness, writing readiness, or mathematics readiness, as appropriate Paraprofessional Options: Hire as a Substitute until the Para meets the local assessment requirement. 7
8 Tentative Dates for September 15 Snapshot Date November 17 egrant PR1100 deadline December 15 LEA Public Reporting, Principal Attestations, Continuous Improvement Plan, Letter in Lieu of CIP June 15 End of Year egrant PR1100 deadline FDA is suspended at this time Report the HQ status of each campus in egrants. Part of the NCLB Federal Grant Application. egrant Special Collections section leads to a drop down of campuses. PR1100 Highly Qualified (HQ) Survey District must submit all campuses in the dropdown. The reports for will include the 6 th grade change and a new collection for ACP Probationary HQ. 8
9 PR1100 Highly Qualified (HQ) Survey This is the report that is due at the beginning of the year (November) and end of year (June). 10 Core Subject Area Courses in Career and Technical Education All CTE courses that CAN be offered for graduation credit require a Highly Qualified teacher in the core subject area. Courses in the CTE Cluster can be considered Closely Related for HOUSE determination. Special Education Secondary SpEd secondary teachers must be HQ in all core subjects taught as teacher of record. Flexibility: SpEd assignment exclusively to STAAR-ALT ALT students may meet HQ at the Instructional Level of the Students. Special Education: Flexibility A Special Education teacher is not required to meet HQ requirements in the following assignments: Co-Teaching Role Pull-out Support Life Skills Instruction* * A district must formally define Life Skills to use Life Skills flexibility. 10
