Specific Result(s): SR 2.1 Implement a transformed recruitment plan to attract highly effective educators. Purpose: Review of NCLB Highly Qualified Summary Report 2
3 No Child Left Behind (NCLB) Highly Qualified Teacher Summary Report Section 1119 of the No Child Left Behind Act (NCLB) places particular emphasis on the need for school districts to ensure that teachers of a core academic subject meet certain minimum requirements they need to become effective educators. To achieve this goal, the act requires all teachers teaching core subject academic areas to meet specific competency and educational requirements. Teachers who meet these requirements are considered Highly Qualified. Teachers are required to be highly qualified if they are the Teacher of Record providing direct instruction to students in any core academic subject area, including English, reading or language arts, mathematics, science, foreign languages (languages other than English), civics and government, economics, arts, history, and geography. Highly qualified teachers must: Hold at least a bachelor s degree; Be fully certified to teach in Texas; and Demonstrate competency in their core academic subject area. The data on HCISD teachers was gathered on the snapshot date for this submission, September 16, 215. All campuses have met the requirement of 1 % of core academic subject area teachers meeting the standard of highly qualified for the eighth consecutive year.
