The MITRE Corporation (McLean, VA) BusinesslEconomic Analyst, Principal July October 2008 MITRE's Center for Enterprise Modernization (CEM) works in partnership with the government applying systems engineering and advanced technology to address issues of national importance. o Support IRS Executives with establishing the processes, procedures, and standards. Conduct special studies, assessments, and planning as needed to advise the senior leadership about future opportunities, assignments, and management technologies. Managed the development of a Concept of Operations (ConOps) for a major directorate that covered scope of services, organizational responsibilities, resource and skill requirements, stakeholders, and supporting business processes and information items. o Led the effort to design and implement the PMO IT project Health Assessment Program. The Health Assessment Program established a repeatable process for assessing the "health" of IT development, maintenance, and service projects both within the agency's IT portfolio. This effort provides independent, early warnings to agency managers and governance organizations concerning projects facing unusual challenges with high potential to impact filing season or other critical IRS functions. o Supported an effort to perform Independent Baseline Validations (!BV) on three major IRS Programs. Worked closely with the assessment team and Program representatives (both government and contractor) to determine whether the Programs possess the project planning capabilities necessary to accurately measure earned value and permit the effective use of earned value as a tool in monitoring and executing each IT investment. Supported the development of "Findings" documents which detail the results of the!bv and provide recommended for corrective actions. US Department of Health and Human Services o Provides acquisition support for current source selection efforts by leading and managing tasks as appropriate. Provided program support and guidance to the Department of Health and Human Services (HHS) in its efforts to develop and implement a successful Earned Value Management System that is ANSI-EIA Standard 748 compliant and meets OMB and Executive Order objectives. o Provided direct executive level business project management to the Internal.~ Revenue Service (IRS) Web Services programs effort to re-compete the Page 2 of5

Specifically, provided focused business analysis and lead the development ofan IRS Case for Action, to include cost definition and justification, which will directly impact future IRS procurement and strategic Management decisions. Delivered cost and budgetary analysis support to the IRS customer, specifically, developing cost estimates for various procurement scenarios, providing direct input and support during the development ofcost estimates, and working closely with the customer to develop the budget formulations and documentation for the Office ofmanagement and Budget (OMB). Science Applications International Corporation (SAlC) (Vienna, VA) Senior Information Technology Specialist September July 2005 SAIC is a Fortune 500 scientific, engineering and technology applications company that uses its deep domain knowledge to solve problems of vital importance to the nation and the world, in national security, energy and the environment, critical infrastructure, and health. National Archives and Records Administration (NARA) o Supported National Archives and Records Administration (NARA) efforts to develop an Operation Plan and Architecture to support the agencies expanding IT network and operations directorate. Perform high-level assessment ofcurrent NARA systems, procedures, and processes, and suggest improvements based on industry best practices. Supported Government IT Managers efforts to manage the agency's network infrastructure and govern the NARA enterprise. Provided technical procurement assistance to the Government for the procurement of scalable network monitoring applications capable ofkeeping pace with the enhancements planned for NARA systems. o Planned and executed major hardware procurement ofit equipment to support an Enterprise-wide system upgrade. Coordinated hardware and software vendors, as well as on site IT staff, to orchestrate the system upgrade within established timeframes and budget constraints. Successfully managed the deployment ofthe system upgrade consisting ofnearly $4 million in equipment and labor. o Provide direct programmatic and process management support and executive level business project management to the Internal Revenue Service (IRS) Director, End-User Equipment and Services (EUES) Division to assist in managing 3,500 employees. Also supported the Division with strategic planning and plan implementation, writing and dissemination of policy statements, and creating executive level briefings and white papers for the Division Director. Research and generate responses to senior executive level inquiries pertaining to division initiatives, projects, and positions. Support completion of special projects assigned by the IRS Commissioner, with short suspense dates. o Instrumental in planning, coordinating, and executing the IRS-wide Computer Workstation Refreshment Program, slated to deploy over 60,000. Assisted with the IRS Workstation Refreshment Program Manager in managing the IT hardware Page 3 of5

4 refreshment efforts to include interacting with IRS field representatives, coordinating the tracking and reporting ofdata associated with the execution of the Program. U.S. Navy, Naval Nuclear Propulsion Program (Washington, DC) Naval Officer, February January 2001 The Naval Nuclear Propulsion Program is a joint program between the Department of Energy and the Department ofthe Navy. The Naval Nuclear Propulsion Program maintains all nuclear power plants onboard U.S. Navy ships and submarines. As Head of Strategic Financial Planning, prepared and maintained $6.5 billion six-year strategic financial plan requiring coordination among senior executives, financial managers, and prime contractors. Interacted with Congressional, Defense Department, and industry executives to formulate corporate planning and implement organizational policy. Represented Naval Nuclear Propulsion Program on Executive Task Forces and Boards resulting in reengineered programs and policies. Provided oversight ofprime Contractor provisioning, procurement, and outfitting of reactor plant repair parts, ensuring on-time delivery of over 4,000 reactor plant components and material issue per month. Coordinated efforts offour reactor plant planning yards, four prime contractors, and the Naval Inventory Control Point to streamline and optimize NAVICP material support. This resulted in 98% ofrequisitions being filled from on-hand material, while also reducing excess inventories by 22% over three years. Supervised contractors and government employees at various locations, ensuring timely identification and procurement ofmaterial supporting shipboard maintenance work.
