1 Property Name: Terraces at Lawson Creek Resident Screening and Selection Process Terraces at Lawson Creek Thank you for applying to live within our community. Quantum Management Services, Inc. is an Equal Housing Opportunity provider and seeks to process all applicants in a fair and consistent manner. Terraces at Lawson Creek has 24 income restricted units and 16 market rate units. All income restricted households must meet the Income limits per the Alaska Housing Finance Corporation in place at time of application. BE ADVISED: Incomplete, inaccurate or falsified information will be grounds for a decline response regarding your rental application or termination of your tenancy if discovered after the tenancy commences. Any applicant that is a current illegal drug user, addicted to a controlled substance or has been convicted by any court of competent jurisdiction of the illegal manufacture or distribution of a controlled substance shall be declined. Any individual whose tenancy may constitute a direct threat to the health or safety of an individual, or whose tenancy would result in physical damage to the property of others will be declined. OCCUPANCY POLICY Occupancy is based on the number of bedrooms in an apartment. 2 persons per bedroom plus one more person are allowed in each household (three residents in a one bedroom, five residents in a two bedroom, seven residents in a three bedroom). APPLICATION PROCESS Complete the application (one for each adult) and submit to Management. You will then be called based on the interest list and asked to provide additional eligibility documentation and pay your nonrefundable screening fee of $40. Be prepared to wait 5-7 days for your application to be processed - longer if the application is incomplete or if information provided is difficult to verify. All verification forms including, but not limited to, Income Verifications, Employment Verifications and Asset Verifications must be completed by qualified third parties before your application can be approved. GENERAL REQUIREMENTS Applicants must be at least 18 years of age or married or emancipated. To initiate the application process, two forms of identification will be required. These are: Picture identification plus another form of positive identification. Acceptable forms of picture identification include: a valid, birth certificate, state-issued driver's license, Identification card, social security card or a passport. Acceptable forms of positive identification (other than picture ID), include: An Individual Tax payer Identification Number (ITIN), valid Social Security number, visa or legal alien documentation. Copies of identification may be required. Information from such identification will be required to appear on the application and will be used to complete the screening process. 1

2 FOR INCOME RESTRICTED HOUSEHOLDS ONLY: Terraces at Lawson Creek Student Status: Households comprised entirely of full-time students are not eligible for tenancy at Terraces at Lawson Creek per IRS Section 42 guidelines unless you meet one of the exceptions: 1. At least one adult in the unit is married, not necessarily to another adult living in the unit, and they have filed a joint federal tax return the previous year. 2. The household consists of one single parent and at least one child, neither of who is listed as a dependent on another person's (outside of the household) most recent tax return. 3. A household member is a recipient of Aid to Families with Dependent Children (AFDC) or Temporary Assistance for Needy Families (TANF). 4. A household member if a participant in a federal, state or local job training program comparable to those funded by the Job Training Partnership Act (JTPA). 5. The full-time student who is a student who previously received Foster Care assistance under Title IV of the Social Security Act (under parts 8 or E). OCCUPANCY PREFERENCE BE ADVISED: An occupancy preference will be maintained for persons meeting the Agency s definition of the term homeless. Eight units will be set-aside in the complex for households containing persons with disabilities. SCREENING CRITERIA IDENTITY VERIFICATION: Government issued photo identification will need to be presented by all applicants. CONSENT TO VERIFY CREDIT AND CRIMINAL BACKGROUND All applicants must agree to the following by executing a rental application form: I hereby consent to allow Management through its designated agent and its employees, to obtain and verify my credit information, criminal background check, and landlord references for the purpose of determining whether or not to lease an apartment to me. I understand that should I lease an apartment, Management shall have a continuing right to review my credit information, rental application, and criminal background, payment history and occupancy history for account review purposes and for improving application methods. 2

3 REVIEW OF YOUR CONSUMER CREDIT REPORT, CRIMINAL BACKGROUND SEARCH, AND LANDLORD REFERENCES: Each applicant s tenant screening report will be reviewed for two types of adverse information: Negatives and Terminals. If three or more Negative items are found in a report with no extenuating circumstances, the applicant shall be denied. Negatives- The following shall be considered Negative items: 1. Any credit account that has more than five 30-day late payments in the last three years. 2. Any credit account that has more than one 60-day late payment in the last three years. 3. Any credit account that has more than one or more 90-day late payments in the last three years. 4. Any credit account that is currently repeated more than 30-days late. 5. Any credit account which is rated as having gone to collection. 6. Any collection(s), judgment, bankruptcies or lien(s) with within the last seven years. 7. Any landlord reference that includes more than two late rent payments in a year. 8. Any instance of a damage deposit which was not returned due to damage to the rental unit. 9. Any instance of a proper Notice of Intent to Vacate not being given. 10. Any instance of unauthorized pets or people occupying a unit rented to the applicant. 11. Any bank reference which shows more than one NSF check in the last twelve-(12) months. Terminals the following items shall be considered Terminal, and shall be sufficient to deny the application: 1. Any open bankruptcy (a bankruptcy to which new claims can still be added) 2. Any collection filed by a property management company 3. Any eviction or Unlawful Detainer action 4. Any current 7-day Notice 5. Any conviction for the selling of drugs, or possession of drugs with intent to sell 6. Any gross distortion of the truth by the applicant on the written application 7. Any conviction for criminal activity, including any open active cases. 8. A total of $10,000 or more in collections excluding medical and/or student loans 9. Two or more charges for Domestic Violence, and/or two or more petitions filed for Orders of Protection. 3

4 DISABLED ACCESSIBILITY Quantum Management Services, Inc. allows existing premises to be modified at the full and complete expense of the disabled person, if the disabled person agrees to restore the premises at their own expense to the pre-modified condition. Quantum Management Services, Inc. Requires: The applicant to seek the landlord's written approval before making modifications. Reasonable assurance (in writing) that the work will be performed in a professional and workmanlike manner. Names of qualified contractors that will be used must be provided to management. Appropriate building permits and the required licenses must be made available for inspection by the landlord. REJECTION POLICY You have the right to dispute the accuracy of any information provided to the landlord by a screening service. If your application is denied due to unfavorable information received during the screening process you will be notified in writing. 1. Contact the community manager where you applied to obtain a copy of your screening and the reason for denial. 2. Contact the credit reporting agency to identify who is reporting unfavorable information. 3. Correct any incorrect information through the credit reporting agent as per their policy. 4. Request the credit reporting agency submit a corrected credit check to the appropriate screening company. 5. Upon receipt of the corrected and satisfactory information, your application will be evaluated again for the next available apartment. 4

Please indicate in the letter which apartment community you have applied to and include any backup documentation to support your appeal request. Your application will be reviewed, and you will be notified of the outcome of the review.
