Bose, Secretary Transcontinental Gas Pipe Line Company, LLC Annual Fuel Tracker Filing Ladies and Gentlemen: Pursuant to Section 4 of the Natural Gas Act (NGA) and Part 154 of the regulations of the Federal Energy Regulatory Commission (Commission), Transcontinental Gas Pipe Line Company, LLC (Transco) hereby submits for filing certain revised tariff sheets to its FERC Gas Tariff, Fourth Revised Volume No. 1, which tariff sheets are enumerated in Appendix A attached hereto. The proposed effective date of the attached tariff sheets is April 1, Statement of Nature, Reasons and Basis The instant filing is submitted pursuant to Section 38 of the General Terms and Conditions of Transco s FERC Gas Tariff ( GT&C ), which provides that Transco will file, to be effective each April 1, a redetermination of its fuel retention percentages applicable to transportation and storage rate schedules. The derivation of the revised fuel retention percentages included herein is based on Transco s estimate of gas required for operations (GRO) for the forthcoming annual period April 2009 through March 2010 plus the balance accumulated in the Deferred GRO Account at January 31, Appendix B contains workpapers supporting the derivation of the revised fuel retention percentages. Consistent with the provisions of Section 38 of the GT&C, Transco has made one adjustment pertaining to gas losses at its Eminence storage facility to reflect known variations from actual experience. The System Transportation Deferred GRO Account, detailed on Appendix B, Part 1, Page 2 includes a storage loss adjustment of 2,619,089 dts recorded on Transco s
2 Federal Energy Regulatory Commission February 27, 2009 Page 2 books in December 2008 based on a gas inventory verification study at the Eminence storage facility conducted in November Transco identified a similar storage loss in its annual fuel tracker filing in Docket No. RP (2007 Fuel Tracker Filing). 1 The Eminence storage loss identified in the 2007 Fuel Tracker Filing and the loss identified in the instant filing resulted from gas in storage being forced through the field piping from the high pressure Eminence storage facilities into Transco s lower pressure mainline facilities during times of storage inactivity, and the inability of the existing meters to measure such small quantities of gas flow. On November 7, 2007, Transco submitted a supplemental response in the 2007 Fuel Tracker Filing proceeding stating that it intended to address the issue by making modifications at the Eminence storage facility and that it expected to complete the modifications by October Transco completed the facility modifications as scheduled and subsequent tests indicate that the annual Eminence storage losses are expected to be reduced significantly to approximately 23,000 dts. Therefore, in recognition of this expected reduction, Transco has reduced its estimated GRO for the upcoming annual period by 2,596,089 dts (2,619,089 dts less 23,000 dts). The adjustment is shown on Appendix B, Part 3, Page 1. Proposed Effective Date The revised tariff sheets submitted herein are proposed to be effective April 1, In the event the Commission elects to accept and suspend the revised tariff sheets submitted herein, in accordance with Section 154.7(a)(9) of the Commission s Regulations (Regulations), Transco moves to place such tariff sheets into effect at the end of the applicable suspension period. Materials Submitted Herewith In accordance with Section 154.7(a)(1) of the Regulations, the following material is submitted herewith: (1) Appendix A which contains the enumeration and effective date of the revised tariff sheets, the revised tariff sheets and a redlined version of such tariff sheets in accordance with the provisions of Section (a) of the Regulations; 1 On March 29, 2007, the Commission issued an Order Accepting and Suspending Tariff Sheets and Granting Waiver Subject to Conditions (Transcontinental Gas Pipe Line Corp., 118 FERC 61,260 (2007)). On March 20, 2008, the Commission issued a Letter Order which found that Transco had satisfactorily responded to the issues raised in the proceeding. On May 28, 2008, the Commission issued its Order on Clarification which found that it was appropriate for Transco to include the Eminence Storage Loss amounts in its March 1, 2007 filing.
