2 Dear friends, 2008 was a banner year for Jubilee USA Network. The most exciting moment came in April, when we won passage on the floor of the US House of Representatives of the Jubilee Act. I remember watching C-SPAN in our offices and our team erupting into shouts of joy when the bill finally passed the House by a bi-partisan 2/3rds majority! The Act is ground-breaking legislation that would expand eligibility for international debt relief by up to two dozen low income countries and reform the policies of international financial institutions. This victory was hard won it came after literally five years of policy work and drafting, building political support, and mobilization. And it was only possible with the support of a broad and diverse base of supporters across the United States among faith communities, community groups, and other networks. With this victory, we put the issue of international debt relief and the need for more responsible financial and economic policies for the poorest people back on the policy agenda in Washington, DC. While the Senate adjourned before final passage in that chamber, we are well positioned for success on the legislation in the years ahead. Also in 2008, we spent some time evaluating our work and looking ahead. The result of this effort came in November, when we launched a new strategic plan to guide our work and growth for Building on our core competency and focus on international debt relief as a tool to fight global poverty, the new plan engages Jubilee USA in broader efforts to secure reform of the international financial architecture to the benefit of the poorest countries. This broadened focus became even more critical in light of the onset of the global financial and economic crisis as 2008 comes to a close. 3 IMPACTS OF DEBT CANCELLATION Witness the impact of debt relief in 2008: Nicaragua used its savings to increase investment in health by $54.3 million and in education by $121 million between 2007 and Burundi is using the extra $75 million debt relief has provided towards the abolition of primary school fees and the building of 1,100 primary school classrooms. Sierra Leone is using $33 million freed by debt relief in 2008 to fund an emergency electricity generation program which will double electricity supplies. 4 Representative Spencer Bachus: DEBT RELIEF IS DOLLAR FOR DOLLAR THE MOST EFFECTIVE PROGRAM IN ASSURING OUR NATIONAL SECURITY. Archbishop Desmond Tutu: Too many of the world s poorest children needlessly starve or go without education because too many impoverished nations - even after the laudable debt relief provided to date - are still funneling scarce resources to multilateral banks instead of paying for needs at home. The world community has found crushing debt to be akin to a modern-day apartheid, and has responded with debt cancellation. Unjust debt leaves developing nations at the behest of the powerful. Shall we let the children of Africa and Asia die of curable disease, prevent them from going to school and limit their opportunities for meaningful work - all to pay off unjust and illegitimate loans made to their forefathers? When success comes on expanded debt cancellation, as it did with an end to apartheid, this victory will not be ours alone but will belong to the whole world. Debt cancellation a victory for the world, Baltimore Sun, May 7, 2008 Former Congressman Tony Hall : It might seem crazy to advocate for debt relief abroad, when Congress is negotiating debt relief for our own country. However, since leaving Congress, I am more and more convinced that the value of our leadership in the world is not measured by how we deal with protecting the riches of our wealthy, but rather it is in how we address the needs of the most vulnerable. Debt cancellation is a critical part of the equation when considering ways to end hunger and extreme poverty around the world. Canceling the debts of the most impoverished nations around the world is crucial so these countries can redirect funds to desperately needed investments in education, health care and clean water for their citizens. Jubilee staff member Mercedes Mack at a training organized by Network Council American Friends Service Committee JUBILEE IN 2008 Jubilee USA s work in 2008 included several key elements: education and outreach, policy analysis and advocacy, and strengthening international partnerships. In addition, we engaged in a year long planning process which led to the completion of a new strategic plan for the organization to govern its work for the period from JUBILEE USA NETWORK ANNUAL REPORT PG 5

6 EDUCATION & OUTREACH A central component of Jubilee USA s work is to educate the public and its members about international debt and the impact of international finance on the poorest countries. The Jubilee Congregations program. Jubilee Congregations commit to work for a more economically just world by praying and acting for Jubilee justice. In 2008, 20 new congregations joined the program. Jubilee Sunday. Jubilee Sunday is a way for Jubilee Congregations and other interested churches to highlight the Jubilee call in the form of a service which highlights the issues and engages members in advocacy. On Jubilee Sunday, held this year on April 13, more than 50 churches held Jubilee services. We also distributed new education and worship resources for the April 2008 Jubilee Sunday which included educational background information, sermon notes, worship resources, songs, activities for kids, and more. Grassroots Conference in Columbus, Ohio. From June 20-22, we held our third annual grassroots training and action conference in Columbus, Ohio. More than 100 participants joined the event for education and inspiration for the work ahead. There we launched two new campaigns addressing the problem of vulture funds, and urging the next President to appoint a Treasury Secretary who shares our vision of debt justice. Speaking Tours. In April 2008, we held two speaking tours to educate the public about global poverty and debt. The first, in Columbus, Ohio, featured Kenyan debt campaigner Wahu Kaara, the Director of the Kenyan Debt Relief Network. Also in April, Jubilee partnered with Network member American Friends Service committee to organize a six day Africa Peace with Justice Speaking tour in Miami, Florida from April 11-16, There were 16 different events during the tour at churches, colleges, universities, Quaker meetinghouses, community centers, and many other venues. This tour focused on outreach to diverse communities including the African-American community and the Haitian immigrant community. Stand Up and Picture New Leadership Campaign. In partnership with the UN Millennium Campaign, we organized more than 40 events across the US in October 2008 as part of the Stand Up, Take Action campaign in which millions across the globe stand up on the same day to raise awareness about global poverty and the Millennium Developments Goals. We encouraged participants to take photos and sign petitions at the events which we in turn delivered to the Presidential transition team in December. Ecumenical Advocacy Days. We co-led the Jubilee/Economic Justice track of the 750-person Ecumenical Advocacy Days conference from March 7-10, The event featured educational plenaries and workshops on global development and peace issues. Launch of DVD. We produced a 20 minute educational DVD on the impacts of debt entitled Stand Up, Take Action: End Global Poverty and Unjust Debt which has been distributed to hundreds of Jubilee supporters across the US. 7 POLICY ANALYSIS, MEDIA OUTREACH, & ADVOCACY Policy Briefing Notes. We regularly develop policyrelated materials for policymakers and the media. In 2008, we produced a series of six new policy briefing notes with up-to-date information and analysis on issues of international debt and development. Topics included the need for expanded debt cancellation, the impact of IMF/World Bank loan conditions, the issue of IMF gold sales, the World Bank s financial resources, and vulture funds. Jubilee Act. In the first half of the year, we focused strongly on education and advocacy in support of the Jubilee Act legislation, which would expand debt relief to additional needy poor countries and reform IMF/ World Bank policies. We won a historic victory when on April 16, the US House of Representatives passed the Jubilee Act for Responsible Lending and Expanded Debt Cancellation by a strong bi-partisan majority of This was the culmination of policy development, education, direct advocacy, and grassroots mobilization by Jubilee USA and its member organizations. The legislation is the most bold and farreaching law on debt passed by a legislative body in any rich nation to date. Following passage in the House, we moved our attention to the Senate, where the Foreign Relations Committee held a hearing on April 24, and then voted the legislation out of committee on June 24. Vulture Funds. Soon after the launch of our new Stop the Vulture Culture campaign, leading Members of Congress introduced the new Stop Vultures Act on August 1st, a strong bill that would outlaw profiteering by vulture funds on poor indebted countries. Transition Policy Recommendations. In late December, we developed and presented a detailed set of transition policy recommendations on debt and international finance to senior members of President Obama s transition team. The Jubilee transition recommendations were endorsed by 25 prominent religious denominations, development agencies, and global poverty advocacy groups. President Obama and Vice President Biden voiced their support for debt cancellation on the campaign trail, commitments we ll be holding them to in the coming years. Media Outreach. We earned media coverage of the debt crisis and its impacts, and Jubilee USA s work the Associated Press, the Houston Chronicle, the Florida Sun-Sentinel, the Miami Herald, and in other leading publications. We won significant coverage in mainstream and faith-based media around the passage of the Jubilee Act in the House in April. We have also successfully placed op-eds in 6 major newspapers. 8 Climbing the mountain toward economic justice in Quito, Ecuador, site of a stragegy meeting for the global debt movement in September 2008 STRENGTHENING INTERNATIONAL PARTNERSHIPS The lifeblood of Jubilee USA s work is its relationship with Jubilee partners in Africa, Asia, and Latin America. In 2008, Jubilee USA worked to convene a major international strategy meeting in September 2008 in Quito, Ecuador. The gathering brought together 50 representatives of debt campaigns from more than 35 countries to set priorities and coordinate joint advocacy work plans on international debt and related issues. The six-day meeting was comprised of a series of study and strategy sessions. The study sessions were focused on the concept itself of illegitimate debt, issues and challenges related to operationalizing the plan, engaging governments and international institutions and using legal/juridical arenas for concrete actions against and/or for avoiding illegitimate debt, and transforming the international (and national) financial architecture towards principled, responsible, and/or alternative financing. The meeting made significant progress - organizations present reached political agreements, agreed to an overall framework for joint coordinated action, and committed to specific actions going forward. Jubilee USA continues to play a leadership role in the global Jubilee movement by serving as a member of the International Facilitation Team of the South-North campaign on Illegitimate Debt. As part of this, we engage in ongoing telephone strategy calls, convene occasional global meetings, and offer support to specific initiatives of Jubilee campaigns in various countries.
