1 ATTACHMENT 2: SPECIFICATION FOR SEWER CCTV VIDEO INSPECTION 1.0 General 1.1 The work covered by this section consists of providing all labor, equipment, insurance, accessories, tools, transportation, supplies, materials, supervision, data compilation and diagnosis, meetings and technical competence to perform all operations required to conduct the closed-circuit television (CCTV) inspection of designated pipeline segments and manholes. 1.2 The Contractor shall utilize Pipeline Assessment and Certification Program (PACP) certified inspectors for this contract at all times and PACP Version 6 coding methods shall be employed for all CCTV inspections conducted under this contract. Evidence of PACP certification of the Operator shall be provided to the NBC prior to the commencement of any work. 1.3 The Contractor shall be responsible for removing his equipment from the sewers and for all associated sewer and restoration repairs necessary as a result of his work. 1.4 The Contractor will be responsible for obtaining pertinent information to safely and effectively perform all work. 1.5 The Contractor s field technicians must maintain current certifications for Confined Space Entry as defined in OSHA regulations, 29CFR1910 and all amendments. The Contractor must have and utilize all necessary safety equipment to enter a Permit Required Confined Space and maintain it in good working order. The contractor must produce OSHA 10 hour and or 30 hour cards before any work commences. 1.6 Definitions Pipe Inspection: Color television inspection by obtaining a closed circuit television camera view into a sewer line for the purpose of visual inspection of the interior portion of the sewer line structures using PACP coding methods as detailed in section 1.2 in this specification. A permanent color recording of all interceptor inspection s is produced by the contractor and submitted to the NBC Pipe Inspection: Information collected and recorded by each operator using PACP coding as detailed in section 1.2 in this specification for any pipe inspection submitted to the NBC Inspection Operator: PACP-certified inspector trained in operating inspection equipment Pipe Segment: Defined as length of pipe measured from center of upstream manhole or node point to center of downstream manhole or node point. 1.7 The intent of the pipe inspection services is to accomplish two basic functions: (1) to provide an accurate understanding of the existing pipe and its condition; (2) identify and asses the condition of all connections to the sewer. 2.0 Products 2.1 Maps and Details The NBC will provide the contractor with an Excel spreadsheet that will include pertinent information on the various pipe segments and manholes to be included 2/6/20152/4/2015 Page CCTV-1
2 in the contract The NBC will make available GIS plans showing the entire run of sewer to be inspected including aerial photographs indicating locations of various pipe segments and manholes to be included in the contract The information provided herein is the best record that the NBC has on this sewer. Actual conditions may vary from what is indicated on the information provided. 2.2 CCTV Equipment The Contractor shall select and use a CCTV system that is a self-contained system complete with closed circuit television camera, monitor, and computer system with video capture card or specialized video recording equipment capable of pausing and resuming live recordings, capable of entering a manhole cover with a minimum opening of 18 diameter clearance, and all necessary equipment for the successful completion of television inspection. The equipment shall be capable of performing inspections from manholes in various field conditions. The Contractor shall have alternative capabilities to perform inspections as specified in areas where vehicle access to manholes is limited. The contractor shall have equipment capable of viewing all pipeline connections to NBC structures in order to assess the condition at the point where the connecting pipe ties into the NBC mainline and to assess whether or not the connection to the pipe is active or sealed in the immediate area of NBC property. The inspection will be limited to the extent of available camera lighting and/or bends in the connection; no device, (such as a lateral launcher), shall enter any service connections. The purpose of this observation is to assess the condition at the point of connection to the NBC pipe and attempt to determine its current state, (abandoned or active) Contractor will locate pre-designated manholes with a utility locator comprised of a receiver and transmitter per contract specifications. The transmitter shall be capable of transmitting 16Hz, 512Hz, or 8KHz; (transmitter selection will depend upon pipe material and depth), and shall be firmly secured to the CCTV Transporter/Camera unit. The receiver must be capable of locating the transmitter in pipelines comprised of brick, clay, iron, plastic, and asbestos pipe materials and at depths up to 80 feet. The receiver must also be capable of tracing pipelines and depth determination. 2.3 Pipe Inspection Camera The Contractor shall produce a video using a pan-and-tilt, radial viewing, pipe inspection camera that pans 275 degrees and rotates 360 degrees. The camera used for the inspection shall be specifically designed and constructed for such inspection. The camera must be solid-state color and have remote control of the 360-degree rotational lens. Cameras incorporating mirrors for viewing sides or cameras using exposed rotating heads are not acceptable. The camera shall be operative in 100% humidity conditions. Lighting for the camera shall be suitable to allow a clear picture of the entire periphery of the pipe. The video camera shall 2/6/20152/4/2015 Page CCTV-2
3 be capable of showing on the video the City name, Project name, Contractor name, date, pipe size and material, line identification number (NBC GIS upstream and downstream manhole identification numbers). The inspection shall show this information in the beginning of the inspection but not proceed with this information displayed on the screen throughout the inspection. The camera, monitor and other components of the video system shall be capable of producing a minimum 460 line resolution video picture. Picture quality and definition shall be to the satisfaction of the NBC and if unsatisfactory, equipment shall be removed and replaced with adequate equipment. No payment will be made for an unsatisfactory inspection All CCTV inspections shall require a crawler transporter; floating for video inspections will NOT be allowed unless the pipe segment has been pre-approved by the NBC. 2.4 Deliverables The contractor shall provide all inspection data and files on a portable external hard drive and shall become the property of the NBC once submitted The external hard drive shall contain all video files located in a separate file folder titled Pipe Inspection Videos in standard mpg video file format burned with a current version of Microsoft Windows Media Player and individual; (not combined), PDF files of each inspection report located in a separate file folder titled Pipe Inspection Reports. The report file shall note all required header information and observations/defects per NASSCO s PACP guidelines. Individual files shall be named with its NBC GIS Unit ID and date of inspection as indicated in section A label permanently affixed to the external hard drive is required as noted in Section The external hard drive shall contain the most current NASSCO version of a PACP database which should be exported from the native software product All mpg video files and individual report PDF s contained on the hard drive shall be named as follows: upstream manhole ID-downstream manhole ID-Date- TimeStamp; (i.e.m m mmddyyyy-hhmmss.mpg: M M MMDDYYYY-HHMMSS.pdf ) Defect classifications and descriptions shall be PACP compliant as detailed in section 1.2 in this specification. 2.5 Viewing Software Software shall be PACP 6 compliant Acceptable complimentary software packages are as provided by WinCan Version 8 or approved equal. 3.0 Execution 3.1 CCTV Inspection of Sewer Lines Prepare area of pipe inspection to provide safe conditions for vehicle and 2/6/20152/4/2015 Page CCTV-3
4 pedestrian traffic throughout the inspection procedure Perform gas monitoring within manhole structure at various levels prior to opening the manhole cover and after the cover is opened to ensure safe atmospheric conditions. Monitored gasses must include but not limited to: Methane, Hydrogen Sulfide, Oxygen, Carbon Dioxide, and Carbon Monoxide Record television pipe inspections at the conclusion of any cleaning work as required in Attachment 3: Specifications for Sewer Cleaning At the discretion of the NBC or if the operator questions the accuracy of the data supplied in the database the contractor shall field verify the vertical and horizontal dimensions of the pipe Documentation of the pipe data shall be presented as detailed in section If, during the inspection operation, an inspection cannot be completed due to pipe blockages/obstructions/surcharging, the Contractor shall attempt to complete the inspection from the opposite manhole If conflicts between NBC s records/database and actual field conditions are encountered in the field, additional line segments with temporary unit identification numbers may need to be input into the database in the field in order to simulate actual field conditions. In this event, additional CCTV inspections may be required for the area in question. Any additional payments pertaining to this work will be at the agreed upon contract unit price per foot of CCTV work. The contractor shall notify and obtain approval by an authorized NBC employee prior to performing any work beyond the scope of the original contract The Contractor shall provide lighting during the CCTV inspection that fully illuminates, but does not overly illuminate the entire pipe The operator shall insure the camera and video display correctly reflect the true colors within the pipe and on the video display Flow Control: No flow control devices will be permitted. Flow level may be allowed up to but not more 25% during inspections. Where practical, the TV inspection will be conducted in a manner that provides an unobstructed view of the entire pipe. If inspections cannot be completed with appropriate flow levels, the inspection may be abandoned, as dictated in NASSCOS s PACP guidelines. In all cases of flow levels interrupting the camera view, inspections must be attempted from the upstream and downstream access points. NBC shall be provided with the video footage of the flow conditions during these inspection attempts. This item shall be paid based upon actual footage inspected. CCTV inspections shall be made during normal business hours. Exceptions may be granted to accommodate CCTV inspections with flow level disturbances. The Contractor may request to inspect pipe sections during the low flow period or during off-hours if flows conditions exceed allowable limits. No payment 2/6/20152/4/2015 Page CCTV-4
5 adjustments will be made for any work done off-hours. Inspections that fall outside normal business hours must be pre-approved at least three business days prior to the intended work. 3.2 Documentation of Inspection The Contractor must use PACP compliant software package for documenting the inspection Documentation of operator PACP certification shall be provided to the NBC Data Archive: All inspection records shall be retained by the Contractor for a minimum period of 5 years and will be made accessible by the NBC with no additional charge during this time period Digital Photographs: All defects shall be documented as digital picture files Video Recordings: The purpose of video recording shall be to supply a visual and audio record of problem areas of the lines that may be replayed. Video recordings shall include an audio track recorded by the inspector during the actual inspection work describing the parameters of the line being inspected (i.e. Manhole ID to Manhole ID, date and time, location, depth, diameter, material), as well as describing connections (service, building, storm, etc.), defects and unusual conditions and other discernible features. Video recording playback shall be at the same speed that it was recorded. Slow motion or stop-motion playback features may be supplied at the option of the Contractor. The use of the zoom feature during recordings shall be utilized only when necessary so as to properly reflect the actual position of the camera during inspections. Once recorded, the videos shall become the property of the NBC. No less than 90% of the portable hard drive capacity shall be filled. The inspection information shall note all distinguishable defects, and all other pertinent information, (infiltration/inflow quantification, roots, footages, jpegs, subsystem and manhole segment, etc.) Upon request from the NBC, interim data on a portable hard disk drive shall be submitted throughout the course of the contract for the purpose of quality control viewing and acceptance The digital video and inspection data files shall be indexed to the viewing software provided by the Contractor Permanent hard drive labels are required as detailed below. 2/6/20152/4/2015 Page CCTV-5
6 Contract Title: Contract No.: Company Info: Hard Drive No.: Date: 3.3 Digital Format Video Recordings The Contractor shall capture the inspections in digital format in color from the live video source on an external hard drive to the following requirements: i. MPEG format. ii. Picture Size: NTSC 352 x frames per second iii. Data/Bit Rate: 1.5 M-bits/sec Obtain digital video inspections from first generation recordings using video capture equipment capable of capture with no frame loss. 3.4 Coordination with Others: The Contractor shall be responsible for coordinating any efforts with local authorities, as necessary. The Contractor shall be responsible for all payments imposed by local authorities for any services provided, except as indicated in the Attachment 5: Specification for Traffic Control If applicable, the Contractor shall be responsible for coordinating any efforts with Amtrak, Providence & Worcester railroads, or any other utility company or municipality regarding access to right-of-ways. The Contractor shall pay all costs associated with this work. 4.0 Measurement 4.1 Basis of Payment: Pipe segments for CCTV Inspection shall be measured from center of manhole to center of manhole.
