1 SEWER LINE CLEANING, DEBRIS AND GREASE REMOVAL, DEBRIS AND GREASE DISPOSAL This contract shall consist of cleaning, debris and grease disposal, of 7048 (+/-) feet of sewer pipe in accordance with the bid specifications: Section I Sewer Line Cleaning, Debris Removal and Debris Disposal,

2 SECTION I SEWER LINE CLEANING, DEBRIS AND GREASE REMOVAL AND DEBRIS AND GREASE DISPOSAL 1. GENERAL DESCRIPTION: The CONTRACTOR shall provide all the necessary labor, equipment, safety equipment, confined space testing and entry equipment as required by OSHA to perform sewer cleaning, removal of debris and disposal of all debris resulting from the cleaning operation (The Town of Groton has no approved disposal site). The intent of sewer line cleaning is to remove debris and grease from the sewer lines and manholes and restore the sewer to a minimum of 95% of the original carrying capacity. 2. SCOPE OF WORK: The CONTRACTOR shall clean, remove debris and dispose of debris on a quarterly basis for the following sewer segments: Area (1) 8-inch (PVC) 2350 feet long located on Groton Town roads and a Connecticut State road. This section starts at manhole MH-M7 on Pamela Ave and ends at manhole MHK9 on Kings HWY. Area (2) 8-inch (PVC) 900 feet long located on Groton Town roads and a Connecticut State road. This section starts at manhole MH-W3 in the Super 8 parking lot off of Route 12 and ends at manhole MH5C on Route 12. Area (3) 8-inch (PVC) 994 feet long located on Groton Town roads and a Connecticut State road. This section starts at manhole MH-4 on Bridge Street and ends at manhole MH1V on Kings HWY. Area (4) 8-inch (PVC) 807 and 12-inch (PVC) 240 feet long located on Groton Town easement and a Connecticut State road. This section starts at manhole MH-PQ1on a Town of Groton easement and ends at manhole MHPQ14 on Poquonnock Road. Area (5) 8-inch (PVC) 304 feet long located on Groton Town Road and Town easement. This section starts at manhole MH-19on Pearl Street and ends at manhole MH15 on Gravel Street. Area (6) 8-inch (PVC) 1010 feet long located on Groton Town Road and Town easement. This section starts at manhole MH-20A on West Main Street and ends at manhole MH20E in the parking lot for Steamboat Wharf. Area (7) 8-inch (PVC) 443 feet long located on Groton easement. This section starts at manhole MH-B6 on an easement for the Burgess Park Pump Station located off Birch Street and ends at MHB7 located in an easement located off Pamela Ave. The CONTRACTOR shall be solely responsible for the means and methods of sewer cleaning. Cleaning of the sewer shall consist of the removal of all grease, sand, silt, solids, rags, roots, and other debris from each sewer segment, including sags within any sewer segment and manholes. Selection of cleaning equipment and the method for cleaning shall be based on the condition and/or pipe material of the sewer segment at the time work commences, and shall be approved by the Town of Groton. FLUSHING OF ANY SANITARY SEWER TO FACILITATE CLEANING ACTIVITIES WITHOUT THE CAPTURE OF SOLIDS AND DEBRIS IS EXPRESSLY PROHIBITED. ALL

3 COSTSASSOCIATED WITH EQUIPMENT REPAIRS OR MAINTENANCE DUE TO UNAUTHORIZED FLUSHING WILL BE ABSORBED BY THE CONTRACTOR. 2.1 Debris Removal and Disposal: The CONTRACTOR shall dewater and remove all sludge, dirt, sand, rocks, grease and other solid or semisolid material and debris resulting from the cleaning operations from the downstream manhole of the sewer segment being cleaned. Passing material from sewer segment to sewer segment shall not be permitted. In the event that sludge, dirt, sand, rocks, grease and other solid or semisolid material or debris resulting from the cleaning operations are observed and/or detected by Town of Groton Representative as passing to downstream sewer segment(s), The CONTRACTOR shall be responsible for cleaning such downstream sewer segment(s) at no additional cost to OWNER. The CONTRACTOR shall be responsible for the handling, hauling and disposal of all debris, silt, and accumulated solids removed from the sewer. All debris, silt and solids removed by the CONTRACTOR shall be disposed of at a facility licensed for the handling and disposal of such materials in accordance with all-appropriate codes, rules and regulations for handling and disposal of such materials. The Town of Groton has no approved disposal site. The Contractor shall provide a list of the approved disposal site or sites they intend to use. Under no circumstances shall the removed sewage or solids be dumped onto streets or into ditches, catch basins, storm drains, or otherwise improperly disposed. If sewage is unintentionally spilled, discharged, leaked or otherwise deposited in the open environment, the CONTRACTOR shall be responsible for any clean up and disaffection of the affected area. The CONTRACTOR shall comply with all local, State and Federal regulatory requirements regarding spills. Improper disposal of sewage or solids removed from the sewers may subject the CONTRACTOR to fines imposed by OWNER or other regulatory entities. In addition, the CONTRACTOR may be subject to civil and/or criminal penalties for improper disposal of removed materials under the law. Liquid can be decanted back into the sewer system. 3. HEALTH and SAFETY: The Contractor will be responsible for the health and safety of its personnel and for compliance with OSHA Safety and Health Standards 29 CFR Significant quantities of methane are known to exist. Possible concentrations of hydrogen sulfide may also exist. Personnel involved with confined space entry must be properly certified in accordance with OSHA requirements. Personnel in close proximity of work area are required to wear supplied air respiratory protection during progress of work as required. Continual atmospheric monitoring of immediate work area is required by the contractor. A Comprehensive Health and Safety Plan (HASP) and certification must be provided in writing by the Contractor to the Town of Groton prior to work commencing. The plan must also address the confined space entry requirements for pressure testing of the forcemain. No smoking is allowed on Town owned property. Health and Safety guidelines are minimal requirements and are not limited to the stated guidelines. All costs relating to health and safety must be included in the lump sum proposal.

4 4. CONTRACTOR REQUIRED QUALIFICATIONS: The CONTRACTOR shall have a minimum of five years experience in the sewer line cleaning. Also the CONTRACTOR shall provide a list of at least three customers who have had similar work completed. The CONTRACTOR shall furnish trained qualified technicians with the proper experience operating the equipment that is being used on this job. 5. SCHEDULE WORK HOURS: The Town of Groton scheduled work hours are from 7:30 AM to 3:00 PM Monday through Friday. The CONTRACTOR shall work during these days and hours only. If there is a need to work outside of these days or hours the CONTRACTOR shall request permission from the Town of Groton. 6. TRAFFIC CONTROL: The CONTRACTOR shall be solely responsible for providing any traffic control that is needed. The traffic control personal shall be a trained qualified traffic control person.
