2 The Purpose of Closing Codes and Qualifiers To ensure that all appropriate incidents, whether crime or non-crime, are recorded by all Police Forces in a consistent and accurate manner. This will allow the resulting data to be used at a local and national level to identify performance and the correct use of resources to improve the service to the public. The Principal Incident Rule An incident could comprise of incidents of different types. Classification then depends on the Principal Incident Rule for the Primary (first) closing code with other characteristics captured through the use of qualifiers and secondary/additional closing codes. Codes must be entered in this order; 1. Killed and Serious Injury includes any set of circumstances resulting in death or serious injury, including RTCs, other accidents and sudden deaths. 2. Notifiable Crime as listed within National Crime Recording Standards. 3. Core National Incident Category List (NICL) : Public Safety & Welfare Anti-Social Behaviour Transport 4. Administration Categories Domestic Abuse Calls C-SPECSS is a principle to apply to domestic abuse incidents that allows for an accurate risk assessment. If one or more of the C-SPECSS factors are present then the ongoing risk will rise proportionately. Some of these factors may become apparent during the course of the call or through good questioning of the caller. C S P E C Children: If children are resident at the address or otherwise involved the risk is increased. Separation: victims trying to leave a relationship are particularly vulnerable, particularly through child contact/ custody. Pregnancy: domestic abuse can start or get worse during pregnancy. Escalation: real need to identify repeat victims and escalation, abuse tends to get more serious and domestic abuse victims are more likely to become repeat victims than any other victim of crime. Cultural Issues: There are many cultural issues to consider which make victims more vulnerable from perceptions of racism and status to rape and honour killings. Qualifiers Qualifiers are designed to capture the surrounding characteristics and motivating factors around an incident. They are not closing codes in their own right. S S Sexual Assault: Those who report domestic assault tend to have a history of abuse whether reported or not. Stalking: persistent unwelcome behaviour includes texting, letters sending flowers etc. Stalkers are more likely to be violent if they have had an intimate relationship with the victim, and assault and murder are significantly associated with stalking.

3 Resulting Altaris Incidents There is a requirement for incident logs to contain sufficient information to justify the chosen closure category. Where an officer is deployed to a crime related incident, and it transpires that no recordable crime has been committed the officer shall ensure that the ALTARIS log is updated with a full explanation as to why the incident is not a recordable crime. Controllers must endorse the log with a full result. The incident should then be closed with an appropriate NICL category. Uses of terms such as no offences disclosed or ASNT are not sufficient. Information to be given by the officer and recorded by the controller may include what action the attending officer has taken, key people spoken to, cross references to other reports, and other information considered by the officer when deciding the nature of the incident. Officers are required to make decisions in line with the National Crime Recording Standard (NCRS), in that an incident will be recorded as a crime (therefore closing the Altaris log with a Crime closing code), if the circumstances as reported amount to a crime defined by law, and there is no credible evidence to the contrary. Controllers must accurately close incidents based on the circumstances that were reported and the result from any attending officer. 4 Crime Codes C10 Violence Against the Person: See note 1. C30 C39 C30A C60 C90 C91 C92 C99 C40 Burglary Dwelling: Dwelling is defined as any residential building fit for habitation, including a garage if built onto the house with a connecting door. Burglary Other Premises: Factories, shops, sheds, outbuildings, detached garages, hotel rooms of short stay duration. Also public areas within a hotel. Distraction Burglary: Burglary of any premises where distraction was used. Criminal Damage: To damage property by any means including arson, or attempt to damage property or threaten to do so. Fraud: (Previously Deception) - Dishonestly obtaining any type of service; cheque or credit card fraud; counterfeit money; computer fraud, etc. Drugs: The possession of, trafficking in or supplying of controlled substances Kidnapping: Removal of a person by force or fraud without consent and without lawful excuse. Other Crime: Going equipped; bail offences; breach of ASBO or restraining order; false imprisonment; explosives, etc. Robbery: The use of force, or immediate threat of it, in order to steal from any person. C20 Sexual Offences: See note 2. C52 Shoplifting: The theft of any item(s) from any retail outlet, whether for sale or forming part of the shop or display. Qualifiers (continued) Q90 Q95 Q100 Q105 Q110 Q115 Major Incident What determines a major incident is the implementation of special arrangements" between agencies, e.g. Hazmat, Marine incident, Air incident. Use of the qualifier with these examples depends on the severity of the incident and is not automatic. Weapons Used to emphasise the connection to or involvement of weapons other than firearms. Air weapons are included under firearms. outh Related Used to emphasise the importance of the age of those involved. Vehicle Pursuit To qualify that the incident involved a vehicle pursuit. Vulnerable Child NEW Used where the involvement of a child or juvenile (aged 17 or under) has been a significant factor and where there has been some risk to that child/juvenile. Also used for incidents involving child protection concerns Persistent Caller NEW Used where repeat or numerous calls are being received from the same individual. This qualifier is to be used a) where that caller is or appears to be suffering from a mental disorder or impairment, or b) where the caller is persistently reporting the same or similar incidents. This will include Hoax calls to Emergency Services where the caller appears to be suffering from mental health issues and reports incidents that have not actually occurred. Each such call must be risk assessed appropriately. C51 C50 C59 C70 Theft From Motor Vehicle: The theft of any item from a motor vehicle. Theft of Motor Vehicle: The unauthorised taking of any mechanically powered vehicle. Theft Other: Boat theft; abstracting electricity; theft from garden (not from sheds), etc. Threats to Kill: Causing a person to receive or hear (directly or via a third party) a threat to their life, which puts them in fear that it would be carried out.

5 Qualifiers (continued) Q50 Other Intoxicants For example: a person s rowdy or inconsiderate behaviour was caused by an inhalation of lighter fluid. Note 1 Violence Against the Person: Assault; wounding; manslaughter; murder or attempted murder. Harassment; possession of a weapon; endangering life; public order. Cruelty or neglect of children; child abduction. Racially or religiously aggravated harassment; assault on police. Q55 Q60 Q65 Q70 Q71 Q75 Q80 Q85 Business To be used to endorse an incident as having a direct relationship to, or impact on, a business. Call Made with Good Intent Where the caller or person reporting what they genuinely believe to be a crime or incident is mistaken, there is an innocent explanation for what they reported. Cold Calling This includes door to door selling and unsolicited sales telephone calls. Critical Incident Where the effectiveness of the police response is likely to have a significant impact on the confidence of the victim, their family and / or their community. Terrorist activity An incident that occurred as a result of terrorist activity. Domestic Violence Used where there are overtones of domestic violence around an incident of any type. Firearms Used to endorse an incident emphasising the connection to, or involvement of, Firearms. Information Used to emphasise that the incident created is not a report of a Crime or an occurrence under NSIR etc but is for information only. Note 2 Sexual offences C20 or C99? There has been understandable confusion over these codes, with some sexual offences appearing under C99 (Other Offences). Please refer to the following to clarify which code should be used: C20 Sexual Offences: Buggery - male / female / animal. Indecent assault - male / female, actions or words, i.e. suggestions or gestures. Sexual assault - male / female any age, touching any sexual areas of body. Gross indecency between males - in public place, any indecent act. Rape - female / male, any age. Familial sexual offences (incest ). Prostitution - procuration / exploitation / control / prostitution itself, adults or children. Mental disorder - any sexual activity with a person suffering such. Pornography - of any sexual nature involving persons or animals. Trafficking - of persons for sexual exploitation. Abuse of trust - a person in a position of trust involved as offender in any sexual incident. Sexual grooming - where a person meets a child following grooming via communication, e.g. internet. Miscellaneous sexual offences - animals, trespass with intent, indecent exposure, voyeurism, corpse. C99 Other Offences: Conspiracy to outrage public decency (Common law) Conspiracy to corrupt public morals (Common law) Conspiracy to commit listed sexual offences Keeping a disorderly house Obscene publications and protected sexual material offences Breach of sexual offences prevention order Showing indecent exhibition excludes indecent exposure (Common law)

Transphobic Transphobia is defined as an intense and unreasoning fear or dislike of those perceived to be transgender, transsexual, transvestite etc. Disability hate based on disability, including mental health. Hate Age hate based on age, whether old or young. Alcohol Where the consumption of alcohol has affected someone s behaviour and been a major contribution to the activities leading up to the incident. Q45 Drugs Where the consumption and effects of drugs has been a major contributor to an incident. The important aspect is their influence on behaviour rather than whether the drugs are legal or illegal.
