Motivation Need for collaboration between Military Forces and First Responders e.g., response to terrorist attacks, international peacekeeping roles First Responders (FR) and Future Force warriors (FF) have similar information needs Focus on accessing and analyzing information from multiple sources to enable advanced command and control IT infrastructure and technologies to support coalition forming and information sharing Opportunities to leverage knowledge, expertise, tools, etc., field testing of technologies, Motivation Joachim Hammer 2

Outline of Talk First Responders Similarities between First Responders and Future Force Respective IT Environments Operational Needs Collaboration: Opportunities & Challenges Relevant Technologies in First Responder Domain Conclusions Outline Joachim Hammer 3

First Responders Police, Fire Rescue, Hazmat, Hospital e.g., search and rescue, medical triage, sensing and scouting, Supported by Federal, State, Local officials FBI, ATF, FEMA, Homeland Security State Fire Marshal Local utilities, plant/facilities operations personnel Common procedures and chain of command defined in National Incident Management System (NIMS) First Responders Joachim Hammer 4

Increasing Use of Technology Berkeley, CA: Nov. 29, 2004 The suit includes a heads-up display prototype which is being developed by the UC Physical Sciences Department. This prototype can project text messages, floor plans of the building, and identify where firefighters are located on a particular floor. California Firefighter Association, Full Spectrum Protective Combat Ensemble: Ultra-lightweight, protective clothing with integrated medical sensor suit Integrated access to variety of sensor data in heads-up, multifunction display Robust communication to team members Low-weight, self-regenerating power sources United States Army Web Site, Similarities Joachim Hammer 5

FR vs. FF: Many Similarities Mode of operation Training Data Sources Data Needs Common Operational Picture Multiple units; need for autonomous decisionmaking; Specialized training; wide range of employment Large number of very heterogeneous, dynamic sources; sensor and multimedia data Situational awareness; secure sharing among different agencies EMC FR FF Small teams; frequent need for autonomous decisionmaking ( on-the-move planning ) Specialized training; wide range of employment Large number of very heterogeneous, dynamic sources; sensor and multimedia data Situational awareness; secure linkage to other force assets JTF operations center Similarities Joachim Hammer 6
