3 Request to waive admission application fee The California State University has established policies and procedures to respond to the needs of California residents for whom payment of the admission application fee may constitute undue financial hardship. In addition to being a California resident, an applicant must be a U.S. citizen, permanent resident, or otherwise eligible as a lawful immigrant in order to receive the benefit of a fee waiver. Applicants or their parents, if appropriate, must provide limited financial information on the Request to Waive Admission Application Fee form for the campus to determine that the fee would represent an undue financial hardship. The income criteria used to determine eligibility for the fee waiver are based on certain national standards for purposes of determining eligibility for student financial aid programs or for other public benefits. The income criteria used to determine eligibility for single independent applicants and independent applicants without dependents other than a spouse represent the 2002 poverty guidelines established by the U.S. Department of Health and Human Services. For dependent applicants and independent applicants with dependents other than a spouse, the criteria represent the approximate income at which no contribution would be expected from the parents or the independent student based on the federal need analysis methodology for student financial aid programs for When an admission application is received without the required fee, the application is retained by the admission office and a request for payment is sent to the applicant along with the Request to Waive Admission Application Fee form. If the request for fee waiver is denied, the campus will notify the applicant that he or she has up to 30 days to pay the required fee for the admission application to be processed. Applicants applying for admission through < are provided an opportunity to apply electronically for a fee waiver with immediate analysis of their eligibility. All campuses permit applicants to retain the initial filing date as priority date for admission consideration. If the college at which the course was repeated did not forgive the first attempt, the campus will calculate both attempts into the cumulative grade point average for the student. If there is no notation on the transcript, and the grade on the first attempt was less than "C", the grades will be averaged. If there is no notation on the transcript and the grade on the first attempt was "C" or better, the second attempt will not be included in the GPA. Will accept the highest grade received. Will honor the grading practice at the community college at which the repeat was taken. Will honor the transcript for repeat actions. Unofficial transcripts for units in progress will be accepted temporarily for Winter and Summer applicants. Student registration is held until receipt of all official transcripts. Will admit provisionally, but will withhold registration if Areas A and B4 and 56 semester (84 quarter) transferable units are in progress. Advisement agreements will be provided to community colleges. Biology; speech; computer literacy; English I; physical science; U.S. history; math for elementary teachers; logic; U.S. government/california state and local government; advanced composition; children s literature in performance or introduction to acting. If student planning to become an elementary school teacher, review CSUMB Liberal Studies website ( for additional information and complete course in Introduction to Teaching and Learning (course must be articulated with CSUMB Liberal Studies requirements). 19 Test of English as a Foreign Language (TOEFL) Undergraduate admission requirement Undergraduate applicants, regardless of citizenship, whose preparatory education was principally in a language other than English must demonstrate English competency by receiving a minimum score on the Test of English as a Foreign Language (TOEFL). Students who have attended a secondary level educational institution where English was the principal language of instruction for at least three years full time will not be held to the TOEFL admission requirement. Campuses specify the conditions for meeting the requirement of three years full-time English language instruction. Decisions to permit double counting in General Education-Breadth and a degree major may be made only after an approval is provided through campuswide curricular processes. However, system policy limits the number of community college transfer units applicable toward meeting degree requirements to a maximum of 70 semester (105 quarter) lower division units. 26 Enrollment confirmation procedures and required enrollment confirmation deposits As part of a comprehensive plan to better manage enrollment, many CSU campuses have instituted enrollment confirmation procedures. A few campuses also require monetary deposits. Applicants who have been accepted are expected to notify the campus of their intent to enroll and make required enrollment deposits by a date specified by the campus. Enrollment confirmation deposits are applied against the State University Fee payable at the time of registration for students who matriculate. An enrollment confirmation deposit is forfeited for a student who does not enroll. Students eligible to receive financial aid and/or fee waivers will not be required to pay the enrollment deposit. Check with the campus for additional details regarding waivers or deferments of the enrollment deposit.
