Lovell Federal Health Care Center (JAL FHCC) is a first-of-itskind partnership between the VA and DoD/Department of the Navy ALL medical care is unified into a fully-integrated Federal health care facility with a single, combined VA and DoD mission The National Defense Authorization Act (NDAA) of 2010 established the JAL FHCC under an Executive Agreement. Both SECDef and SECVA signed an Executive Agreement authorizing a five year demonstration effort on April 16, 2009 Navy Strength: 1,076 (includes Active Duty) Civilian Strength: 2,045 12
