1 INTRODUCTION Supervisory Social Worker, (Program Supervisor), ADRC MS The D.C. Office on Aging (DCOA) operates a comprehensive coordinated range of aging programs and services in Washington, DC, through a city-wide network of community-based non-profit organizations and private sector businesses. The mission of DCOA is to advocate, plan, implement, and monitor programs in health, education, employment, and social services which promote longevity, independence, dignity, and choice for the city s older adults (ages 60 years or older), people living with disabilities (ages years), and caregivers. DCOA s Aging and Disability Resource Center (ADRC) provides a single, coordinated system of information and access for individuals seeking long-term care services and supports. This is accomplished through the provision of unbiased, reliable information, counseling, and service access to older adults, individuals with disabilities, and caregivers. The ADRC facilitates the acquisition of services individualized to the unique needs and desires expressed by each person. The ADRC works closely with lead agencies in each Ward of the city which function as satellite ADRCs to ensure appropriate, consistent and quality referrals are made to residents in their own neighborhoods or other location according to their choice. The Supervisory Social Worker position is part of the ADRC Management Team and directly supervises social workers, provides clinical supervision hours toward supervisees professional development, and is responsible for assisting the ADRC Management Team with quality assurance, program development, policy/procedure implementation, community outreach, and relationship building with external stakeholders. MAJOR DUTIES AND RESPONSIBILITIES Advises and assists the Associate Director and Deputy Associate Director of the ADRC on issues and matters related to the provision of social work service, assistance, information and a wide range of other service and supports for older adults, people living with disabilities and caregivers in the District of Columbia. The work requires skill at program management, supervision, teamwork, problem-solving, understanding of case assignment, and evaluation for quality assurance. Oversees a wide variety of casework services essential to home care service provision for older adults and people with disabilities. Oversight includes management of both centralized (DCOA) and community (co-located at lead agency and/or other community-based organizations) ADRC staff. These duties include service provision, identification of training needs in all locations, and understanding the unique outreach needs in each ward with respect to social work and other longterm care planning needs. Collaborates with the ADRC Management team and other Supervisory Social Worker, to manage the ADRC s on-call system while remaining available 24/7 to provide clinical oversight and Page 2 of 5
2 assistance with emergency/rapid response cases, referral linkage, and follow-up case reports to DCOA s leadership and agency partners. Serves as liaison between DCOA funded lead agency grantees, and District Government agency partners to provide ongoing technical assistance, clinical consultation, and training to lead agency case management staff. Attends key meetings with District Government agency partners and communicates ADRC s role in city-wide inter-agency care coordination. This includes spearheading inter-agency efforts to provide services on complex cases as well as providing ongoing programmatic and policy suggestions for further developing and streamlining city-wide service delivery system. Staff Supervision Ensures ADRC staff accurately and appropriately: evaluate customers, identify service needs, establish social service goals and objectives, develop service plans, and initiate action to accomplish objectives and implement services. Ensures staff members utilize appropriate counseling and therapeutic techniques while addressing social, environmental, emotional and medical challenges related to independent living. Coordinates and provides clinical social work supervision hours toward ADRC social workers licensure requirements. Provides staff supervision, support, and guidance to most effectively meet customer needs. Provides technical assistance to appropriate staff relative to ADRC program requirements, quality control, and procedural implications pertaining to the long-term care options that are best suited to residents needs and person-centered outcomes. Approves and disapproves leave requests, recommends selections, promotions incentive programs, and corrective or adverse actions. Coaches and mentors staff to excel in creating positive solutions to improve service delivery. Oversees and supports ADRC staff in crisis intervention, including assisting in the development and implementation of procedures, training, and supervision of social workers in their response to, and intervention in DC resident crises. Program Quality Oversight Provides leadership for the programmatic efficiency of the ADRC program for older adults, people living with disabilities, and caregivers. Monitors and oversees the deliver of person-centered services rendered through the ADRC to determine if the services are meeting the identified needs of residents and to determine compliance with established regulations and standards of care. Assists with analysis of current and projected programs. Page 3 of 5
3 Works with ADRC Management team to develop and implement: Comprehensive inter- and intraagency policies and procedures; work standards; training; and both quantitative and qualitative measures for evaluating the performance of employees. Performs other duties as assigned. FACTOR 1: KNOWLEDGE AND SKILL REQUIRMENTS Comprehensive knowledge of DCOA mission, and ADRC programs and services with a focus on long-term care programs and services. Expert knowledge of the concepts, principles, and practices of public health programs such as Medicare, Medicaid, and home and community-based service delivery. Working knowledge of District level health care finance, and national healthcare reform efforts impacting long-term care and home and community-based services. Mastery of and skill in problem solving, negotiation strategies and project management. Excellent analytical skills in evaluating effectiveness of services and in recommending the development and/or revision of practices and procedures. Mastery of management practices, principles, methods and techniques; and skill in integrating management services with general management of an organization. Ability to communicate information, goals, and expectations to staff, residents, and professionals while maintaining integrity and professionalism in a fast-paced office environment. Holds a DC License in Independent Clinical Social Work (LICSW) and is able to provide high quality clinical social work supervision toward DC clinical social work licensure. Knowledge of HIPAA regulations and confidentiality practices within a human service organization. Demonstrates excellent customer service skills, and the ability to troubleshoot for resolutions of day-to-day customer and community partner issues. Professional experience in providing community outreach and home and community-based service delivery. Ability to accurately enter, maintain, review, and evaluate customer records in the DCOA database. Excellent oral and written communication skills; working knowledge of Microsoft Office Suite (Word, Outlook, Excel and PowerPoint); skilled at public speaking and interacting with people in both individual and group settings. FACTOR 2: SUPERVISORY CONTROLS The ADRC Program Supervisor provides direction and assignments in terms of broadly defined missions and functions of the ADRC. The incumbent determines the approaches necessary to independently carry out the mission and works in close collaboration with other members of the ADRC Management Team. Incumbent makes assignments based on overall objectives, priorities and deadlines. Page 4 of 5
4 Advises/provides direction on difficult maters having far-reaching ramifications on the program. Reviews assigned work in adherence with directives, governing guidelines, accuracy and timely completion. Evaluates staff work performance. Troubleshoot for resolutions of day-to-day programmatic issues, and ensures professional customer service is delivered when dealing with complex and sensitive issues. FACTOR 3: GUIDELINES Guidelines include but are not limited to policies, procedures, and professional standards of the District Government with regard to social work programs and activities; instructions, governing policies and procedures, Title XIX of the Social Security Act of 1935 (as amended); the District of Columbia State Plan for Medical Assistance; the provisions between the Department, Home and Community Based Services (HCBS) and long-term care providers; Federal Waivers and other District and federal laws, regulations and requirements. Work is covered by policies and precedents, which are generally applicable. However, assignments involve a high degree of professional judgment in order to anticipate and resolve very complex, sensitive, and intricate problems for which established approaches are often of limited use. Incumbent uses sound judgment, initiative and resourcefulness in deviating from traditional methods, or researching trends and patterns to develop new methods, criteria or proposed new practices and policies to handle unusual problems and cases. FACTOR 4: COMPLEXITY The work involves providing supervision and support to social workers handling difficult cases, and planning and carrying out other social work activities. Also, assessing, designing, developing, implementing and evaluating the appropriateness, effectiveness, efficacy of programs. The incumbent uses creativity, strategic planning, resourcefulness, initiative and independent judgment in interpreting and applying guides as well as collaboratively developing work objectives for the ADRC team. FACTOR 5: SCOPE AND EFFECT The purpose of the work is to serve as a Supervisory Social Worker, responsible for oversight of social work services to older adults and people with disabilities, including a wide variety of challenges and situations. The work impacts services provided to DC residents and contributes to the achievement of the objectives of the agency and the well-being of seniors, people with disabilities, and older adults. This position has the designation of emergency employee, which requires reporting to work, staying at work, or telecommuting during a declared emergency or during a period of non-emergency where position duties have been deemed as critical to District government functions/ operations. FACTOR 6: PERSONAL CONTACTS The purpose of the contacts is to provide sound advice and recommendations and publically represent the ADRC. Establish strong working relationships with the ADRC team, ADRC Management team, Executive Team, lead agencies, and other agency partners to recommend and implement solutions based on priorities, selective consideration of the difficulty, and the requirements of assignment and job duties. 5 FACTOR 7: PURPOSE OF CONTACTS The primary purpose of the contacts is to provide high quality social work services, and to build professional relationships that will facilitate streamlined and positive interactions with clients and stakeholders. Additionally, the purpose of the contacts is to verify team members effectiveness, quality assurance, efficacy of programs, and provide leadership in a supervisory capacity. FACTOR 8: PHYSICAL DEMANDS The work is sedentary at a desk in an office environment, and working, driving and walking in the community during the course of social work provision: conducting home visits, attending professional meetings, and providing social work service at various locations. FACTOR 9: WORK ENVIRONMENT The incumbent is located in a normal office setting, and co-located within community organizations, and in the community. Work in the community may include private homes and apartments, offices, institutions, potential housing, meetings with providers, and professional training sites. OTHER SIGNIFICANT FACTS Must posses a minimum of a Master s degree in social work or related degree/equivalent experience. The position is designated as an emergency position. Page 6 of 5
