2 What is an Environmental Assessment? An Environmental Assessment (EA) is a concise document used to describe a proposed action s anticipated environmental impacts. The National Environmental Policy Act of 1969 (NEPA) and FAA Orders B/1050.1E require all major Federal actions to be environmentally reviewed. An Environmental Assessment: Discloses impacts and identifies if any significant impacts would result from the implementation of the Proposed Action. Provides sufficient evidence and analysis for a Federal determination whether to prepare an Environmental Impact Statement (EIS) or issue a Finding of No Significant Impact (FONSI). Requires coordination with local, state, and Federal regulatory agencies.

6 Purpose and Need Needs (Problems) Current terminals have become functionally obsolete Age of current terminals has made it costly to maintain and operate Passenger experience cannot be maintained at acceptable industry levels due to multiple terminal configuration Purpose (Solution) Replace the three existing passenger terminals with one integrated facility
7 Sponsor s Goals & Objectives The goals are to enhance the Kansas City air passenger experience and increase the Airport's operational efficiencies by replacing the three existing terminals with one integrated, state-of-the-art, passenger terminal that meets the following objectives: Accommodate sufficient passenger aircraft gates to meet 2030 demands with the flexibility to expand Provide sufficient close-in public parking to meet all 2030 airline passenger demands with the flexibility to expand Embrace advanced technologies that improve passenger processing and convenience Eliminate the inefficiencies of multiple security checkpoints while improving passenger processing times Improve pedestrian safety in reaching curbs and private vehicle parking by minimizing pedestrian crossings at terminal roads Enhance passenger amenities by providing adequate restrooms and concessions, particularly airside Address the inefficiencies of operating multiple terminal facilities that also simplifies passenger wayfinding Address aging utilities infrastructure while also recognizing the City's sustainability goals Enhance the Airport's environmental compliance by improving the collection of glycol runoff from aircraft deicing operations
8 Alternatives Alternatives for consideration in this Environmental Assessment Site A Site C/D South Greenfield Site No Action (required by NEPA)
9 Categories With No Impacts It is anticipated that due to the nature of the Proposed Project or the lack of resources in or near the project site, there are a number of environmental resource categories where no adverse significant impacts are anticipated to occur. Coastal Resources Compatible Land Use Department of Transportation Act Section 303(c) Formerly Section 4(f) Resources Farmlands Fish, Wildlife, and Plants Floodplains Light Emissions and Visual Impacts Natural Resources and Energy Supply Wild and Scenic Rivers
10 Status of Advanced Terminal Planning Effort In 2008, the City Council approved a resolution that adopted the 2008 KCI Master Plan and recommended construction of a New Single Terminal to enhance passenger convenience and efficiency. At the time, the South greenfield site was determined to be the best operationally because it offered accessibility to the existing runways, while the terminal core was sufficiently occupied by airline tenants. In 2011, the Kansas City Aviation Department (KCAD) commissioned a Program Criteria Document to guide the future design of the terminal and an updated Terminal Area Master Plan. Affordability, airside and landside operational impacts, implementation and phasing of a single terminal concept, environmental and sustainability considerations, and the use of existing support facilities and utilities were investigated in detail. From the feasibility studies the location for the replacement Single Terminal at the site of the existing Terminal A was selected.
11 Status of Advanced Terminal Planning Effort The Draft Program Criteria Document (PCD) submitted to FAA in April The Draft PCD available on KCAD s website April Mayor appoints 24-member Advisory group to study the future of the Airport May Final PCD to be submitted to the FAA in Summer/Fall The Draft Terminal Area Master Plan to be submitted to the FAA in Summer/Fall Advisory Group to make recommendations the Mayor Winter to

13 Findings To Date Air Quality KCI is located in the Metropolitan Kansas City Interstate Air Quality Control Region. The Proposed Action requires construction and demolition activities and therefore, would cause emissions. An analysis of air quality will be conducted to quantify potential emissions from the Proposed Action. Hazardous Materials Asbestos is known to be located within the existing Terminal A and Terminal B buildings. However, removal of the asbestos will be conducted according to all applicable regulations. Historic Architectural, Archaeological, and Cultural Resources It is not anticipated that any such resources exist within the proposed project site. Coordination with the State Historic Preservation Office is being conducted to finalize that determination. Noise The Proposed Project is not anticipated to increase aircraft operations, change fleet mix, or create new flight tracks. A noise analysis will be conducted to determine if any potential changes in runway use would cause an increase over noise sensitive resources.
14 Findings To Date Secondary (Induced) Impacts Any induced socioeconomic impacts resulting from the Proposed Project are expected to be positive impacts resulting from the creation of new construction jobs. No adverse induced socioeconomic impacts are anticipated as a result of the Proposed Project. Water Quality Additional impervious surface would result from the Proposed Project. Significant adverse impacts to water quality are not expected to occur as Best Management Practices (BMPs) would be employed during construction to limit runoff and erosion. In addition, the stormwater collection system and the glycol collection system is being developed to increase the collection of deicing fluid and ensure the Airport operates in accordance with the requirements of the National Pollutant Discharge Elimination System (NPDES) permit number MO issued by the Missouri Department of Natural Resources (MDNR). Wetlands and Streams Several stormwater drainage areas that are identified as wetlands on the National Wetland Inventory Map are located within the area of potential disturbance. The FAA and the Airport follow the avoid, minimize, mitigate policy regarding wetland impacts. These stormwater drainage areas would be mitigated by relocating them on site and reconnected to the existing stormwater system. During construction these areas would also be avoided to the extent practicable and minimized through the use of best management practices.
