Structural Engineering Northeastern University Ph.D Geotechnics University of Illinois Dr. Neff has over 40 years of significant experience in the planning, design, construction management, construction, and rehabilitation of a wide range of civil and heavy construction projects, both in the US and overseas. He has worked in both the public and private sectors, and has held a number of academic positions related to civil and environmental design and construction. A significant portion of his career has been spent in tunneling, water, wastewater, transportation, and environmental works. These works include traditional design bid build projects, as well as Alternative Project Delivery methods, e.g., Design Build and Public Private Partnership (P3) projects. He has published and lectured on topics in geotechnical and environmental engineering, facility deformation and control, asset management, sustainability, and risk assessment and management. He is the creator of, The STEPS Approach, an integrated methodology that combines uncertain elements from Social, Technical, Economic, and Political aspects of complex projects, and both assesses and manages risk via project and site specific algorithms that relate in a meaningful way these varying, and interconnected, uncertainties. This approach is described in Chapter 5 of the 1998 Wiley book, Risk Management for the Design and Construction of Underground Facilities. He has recently advanced the theoretical basis of the STEPS Approach to include elements of Game Theory to better account for, and resolve, the complex (n person, m strategy, non zero sum) conflicts that often occur in contemporary infrastructure projects. In 2010, Dr. Neff worked for the Seattle DOT to perform an independent risk assessment for the Alaska Way/Viaduct Replacement project, SR 99. In 2012, he created and taught a course in International Construction for the M.S. Construction Management Program at Wentworth Institute of Technology (WIT) in Boston. He is a member of the Institute for Sustainable Infrastructure (ISI). His work with GHD involved Asset Management (AM), a page 1

2 rapidly growing approach to minimizing total life cycle costs for US infrastructure. GHD essentially created AM in Australia about 30 years ago, and remains a global leader. The US is far behind Europe, Australia, and even Canada, in the application of this effective system, though it is rapidly catching up, Work History 11/ 2013 Present: President, OckhamKonsult Various assignments employing the STEPS Approach and Game Theory to manage risk for large, complex infrastructure works; incorporates issues related to globalization, mobile technology, asset management, sustainability, and new processes and materials. 03/ /2013: Principal Director (Tunneling), GHD (6,000 person design firm, based in Australia) Corporate strategy regarding marketing, business development, teaming and M&As.
