All modules are taught every year, but the students have the choice between attending all modules in one year or spreading the attendance over 2 or 3 years. Each module takes one full week of every month from November till June leading to a total of 260 hours of teaching at the Université Libre de Bruxelles (ULB). An average of 45 students are registering every year either to the full course or individual modules. The courses are taught by 71 lecturers of which 43 are from Industry. Both physicians and PhDs in Life Sciences are accepted. The ratio of physicians to non- Database Courses in PM Page 5 of 33

6 physicians is 70% vs 30%. Physicians passing the examination are awarded a Diploma in Pharmaceutical Medicine recognized by the Belgian Royal Academies of Medicine and the Faculty of Pharmaceutical Medicine (London). Holders of this Diploma are entitled to apply for membership of the Faculty without having to pass the examinations in London and to be registered on the Register of Physician Specialists in Pharmaceutical Medicine after at least two years of full time practice of pharmaceutical medicine. This register is held by the Belgian College of Pharmaceutical Medicine composed of members of the Royal Academies of Medicine and members of the Belgian Association of Pharmaceutical Physicians. Oral and written examinations are organized at least one a year. It is not required to follow the courses to register for the examination, provided the candidate is a graduate and has an adequate experience in pharmaceutical medicine. Firstly, it was successful in obtaining the sponsorship of the European Union (Socrates programme). Secondly, it involves the participation of 16 Universities in 11 countries of the European Union. Thirdly, the Faculty is quite international, involving many speakers from, besides France, the United Kingdom, Sweden, Germany, Italy and others. Fourth, the structure of the course is at variance in that it offers, in the second year, a series of options in which the candidate can choose for a subspecialty (drug development, regulatory affairs, post-marketing monitoring, promotional activities). During the first year, all students attend three residential Seminars of three weeks duration; this represents a basic Module composed of 18 sub-modules. In the second year, the students specialise in one of the options mentioned above and attend at least 4 Modules, each of 2 weeks duration. In the first year, all courses are taught at the University of Lyon, but in the second year, students are supposed to move around the various participating Universities. To obtain the diploma, the candidate has to sit written and oral examinations and submit a dissertation. Physicians, pharmacists, dentists, veterinaries and PhDs in Life Sciences are accepted. Each of the 7 on-line modules is available for study on-line for 16 weeks. They are running 2 by 2 in parallel totalling 4 x 16 weeks distributed over 2 years. The 16 weeks of each on-line module are used as follows: - Week 1: Induction week - Weeks 2 13: Each week the students are expected to learn a lesson taking an average of 3 hours, to look at a live tutorial taking 1 hour and to spend 6 hours on private study. Thus the students spend 10 hours study time each week i.e. 120 hours over the 12 weeks. - Weeks14 and 15: are devoted to the reading of study material provided by Hibernia College which is taking an average of 10 hours per week i.e. a total of 20 hours for the two weeks. - Week 16 is spent on the assessment of the knowledge gained. 11 The on-site modules are: - Module 1: Leadership and Authority taught at the Kennedy School of Government at Harvard. - Module 7: Business and Pharmaceutical Ethics taught at the College of Surgeons in Dublin Each on-site module takes 36 hours teaching plus an assessment. The on-site modules are not compulsory. They can be learned on-line by those students who cannot attend the courses in Harvard and/or Dublin. Participants must satisfy normal HETAC (Higher Education and Training Awards Council ( entry requirements, i.e.: Honours Bachelor degree in a science subject. Applicants should also be working in the pharmaceutical industry or a CRO. 10. Examinations Each module is assessed by a combination of continuous assessment (usually an essay or case study) and an examination at the end of the module. The marks awarded for continuous assessment and examination are usually in the ratio of 40:60. The final course award is based on the cumulative grades from all of the individual course modules. Students must pass each module. The examinations are only written. The written examination includes Multiple Choice Questions (MCQs). at each session. The number of questions varies since some module examinations consist of a number of assessment strategies of which MCQs represent only one tool. The number of correct chices varies according to the assessment strategy of the module. Short questions or short dissertations are also employed in the assessment. Each teacher individually, overseen by the Course Director and an External Examiner, prepares and updates the MCQs. The duration of the written examination is 3 hours. Attendance to the course is compulsory for sitting the examination. 11. Recognition The course is recognised by HETAC (see above) and it is planned to have it recognised by the National Health Authorities, the National Academy of Medicine, the Faculty of Pharmaceutical Medicine, the Regulatory Authorities and the Employers. also 12. 13 SUMMARY Hibernia College, in association with Pfizer Inc. has developed a new web-based masters program in Pharmaceutical Medicine. This is the only ONLINE Master s course in Pharmaceutical Medicine. The syllabus for this course incorporates all of the recommendations of the Council for Education in Pharmaceutical Medicine (CEPM) of the International Federation of Associations of Pharmaceutical Physicians (IFAPP). The syllabus also covers the content required by the Faculty of Pharmaceutical Medicine, Royal College of Physicians, UK. In addition to the core content required by these bodies, the Hibernia course offers education in a broader area of expertise, including leadership and negotiation, the fundamentals of IT and technological advances in the pharmaceutical industry, emedicine, business ethics, intellectual property protection regulations, health economics and finance. There is also a research project and dissertation aimed at answering mission critical issues within the students individual areas of employment. This research project provides students with an opportunity to synthesise the course as a whole in to a single piece of high quality research. The course is taught by academics from some of the world s leading Universities and from specialists from within the pharmaceutical industry from companies such as Pfizer, AstraZenaca and SmithKlineBeecham. The course is open to both physicians and non-medical specialists who are employed in the pharmaceutical industry in areas such as Pre-Clinical Pharmacology, Clinical Monitoring, Data Management, Drug Safety and Clinical Project Management. SUMMARY These postgraduate diploma/msc courses in pharmaceutical medicine were set up in Ireland to provide suitably qualified healthcare professionals with specialist knowledge and skills in pharmaceutical medicine to enable them extend their professional role within the pharmaceutical industry and healthcare system. The courses are organised by the Centre for Advanced Clinical Therapeutics (CACT), St James s Hospital, Dublin in association with The University of Dublin, Trinity College. Prospective students for the postgraduate diploma must hold a primary degree in medicine and should have a minimum of 2 years'genral medicine experience post-registration. Prospective student for the MSc course must hold a primary degree in either medicine or another relevant health or science subject and should have a minimum of 2 years' practical experience in their area of qualification/pharmaceutical industry. The courses which are part-time, are run over 18 months to 2 years and consist of 10 modules, of which 8 are taught on site and 2 are distance learning. in addition to written and oral examinations at the end of the course, student are continuously assessed by way of written assignments that must be completed following the end of each module. Students must attend at least 6 of the 8 lecture based modules in addition to completing the distance learning modules. Throughout the course, student are ab;e to keep in contact with each other and with course organisers by way of an interactive electronic learning system WebCT. At the end of the course, postgraduate diploma students are required to undertake a multiple choice paper (based on pharmacotherapy) and written and an oral examination at the end of the Database Courses in PM Page 16 of 33

17 taught course. In addition they are also required to undertake a research project and submit a dissertation within a designated time-frame. The lecturers and module leaders for the course come from the pharmaceutical industry, the regulatory authority, academia and the healthcare sector. The course receives ongoing support from all these areas. Each taught module contains a keynote lecture from an internationally known expert in the field. The course is overseen by a management committee which consists of nine members, representing the University of Dublin, Trinity College, CACT, as well as representatives from the regulatory authority and the pharmaceutical Industry.
