230 mgd current capacity 91 st Avenue WWTP Expandable to 385 mgd 140 mgd current flows Nitrification / denitrification Arizona Class B+ effluent 25-year master plan for all future expansions (Unified Plant concept)

Current Water Reuse Locations

Palo Verde Nuclear Generating Station Only nuclear plant in world using effluent (since 1985) Cooling tower use Accepts unfiltered secondary effluent, accepted 67,700 AFY (6/11) Additional treatment: trickling filters, 2-stage clarification, lime softening, filtration 80,000 AFY allotment per new agreement Now nation s largest energy producer

Buckeye Irrigation Company Receiving effluent since 1971 for agricultural irrigation Diverts effluent from river downstream of WWTP and Tres Rios Diverted 28,200 AFY (6/11) and 20,000 AFY (7/11) Can take up to 20,000 AFY through 2015, with options to extend to 2030

Tres Rios Constructed Wetlands Cost-effective treatment for continued discharge to Salt River Increases fish and wildlife habitat Reduces potential for flood damage Provides public recreation opportunities Accepted 1,400 AFY (6/11), 45,000 AFY (7/11) When fully operational (1/12), can take up 56,000 AFY

Current Reuse Reuse Customer Palo Verde Nuclear Generating Station Buckeye Irrigation Company Tres Rios Constructed Wetlands Amount (AFY) June 2011 Total Current Reuse 97,300 (60% of production) Amount (AFY) July ,700? 28,200 20,000 1,400 45,000? 13 BIC TRES RIOS PROJECT Unified Plant Concept to Support Reuse MARKET RESOURCE CENTER ANPP UNIFIED PLANT EXISTING PLANT SALT RIVER UP05 TRES RIOS

Unified Plant Concept Treatment process units operate as part of integrated system Processes are disassociated by common channels, flow can go to any unit in next area Single process units can be removed without affecting effluent quality Process units sized such that follow-on units with decreased influent quality can still meet quality requirements Benefit: reliable reclaimed water production is maintained even during process upsets or maintenance events

Market Resource Center Master Plan anticipated need for future advanced treatment (regulatory or customer requirements) Reserved space on the 91 st Avenue WWTP master-planned site Space for membrane filtration and reverse osmosis, including brine treatment and disposal Estimated that up to 60 mgd from the plant could be allocated to end uses requiring advanced treatment by 2025

Potential for 100% Reuse Reuse Customer Palo Verde Nuclear Generating Station Reuse Amount (AFY) 80,000 Buckeye Irrigation Company 20,000 Tres Rios Constructed Wetlands 56,000 Potential Agua Fria Linear Recharge 40,000 60,000 Other Potential Recharge/Habitat Projects 12,000???
