1 LOUISIANA STATE BOARD OF ELEMENTARY AND SECONDARY EDUCATION FEBRUARY 16, 2006 The Louisiana Purchase Room Baton Rouge, LA The Louisiana State Board of Elementary and Secondary Education met in regular session on February 16, 2006, in the Louisiana Purchase Room, located in the Claiborne Building in Baton Rouge, Louisiana. The meeting was called to order at 9:20 a.m. by Board President Linda Johnson and opened with a prayer by Pam Noel, Guidance Counselor at Meaux Elementary School in Vermilion Parish. Board members present were: Mr. Dale Bayard, Ms. Polly Broussard, Ms. Glenny Lee Buquet, Ms. Penny Dastugue, Ms. Louella Givens, Ms. Linda M. Johnson, Mr. Walter Lee, Dr. James Stafford, and Ms. Mary A. Washington. Mr. Edgar Chase and Ms. Leslie Jacobs were absent. Mr. Doug Chance, Superintendent of the Cameron Parish School System, led the Pledge of Allegiance. Item 5 Item 6 Item 7 On motion of Ms. Dastugue, seconded by Ms. Broussard, the Board approved the agenda as printed and disseminated, with the addition of Emergency Items (Schedule 1) On motion of Mr. Lee, seconded by Ms. Broussard, the Board approved the minutes of January 19, Notices of Intent Notices of Intent duly advertised in the November 2005 issue of the Louisiana Register and ready for final adoption. On motion of Ms. Dastugue, seconded by Ms. Broussard, the Board approved for final adoption revisions to Bulletin 746, Louisiana Standards for State Certification of School Personnel: Educational Leader Certification Policy. 3 BOARD MINUTES -3- FEBRUARY 16, 2006 The Board agreed to take Items 21 and 19 out of order. Item 21 On motion of Ms. Dastugue, with a unanimous second, the Board received the presentation of House Concurrent Resolution Number 9, honoring Glenny Lee Buquet, made by Representative Carl Crane. A CONCURRENT RESOLUTION To commend Glenny Lee Buquet upon her service as president of the State Board of Elementary and Secondary Education for five terms and to recognize and record her myriad accomplishments and her remarkable contributions to the field of education. WHEREAS, it is appropriate that a sincere measure of appreciation be expressed to Glenny Lee Buquet for her outstanding accomplishments as a highly productive and effective member and five-time president of the State Board of Elementary and Secondary Education (BESE); and WHEREAS, established as a constitutional body during the 1973 Constitutional Convention, BESE is the administrative policymaking body for elementary and secondary schools, sets key education initiatives, and strives to provide leadership in setting an education agenda for the continuous improvement of public education as measured by student and school achievement; and WHEREAS, Mrs. Buquet was first elected to BESE in 1992 and served with great distinction as president in 1998, 1999, 2000, 2004, and 2005; and WHEREAS, a graduate of the University of Louisiana at Lafayette with a bachelor of science in speech and English education, Mrs. Buquet is a former speech and English teacher, opened a tutorial school for children with reading disabilities, and has been appointed to a number of boards, commissions, and task forces involved with education reform; and WHEREAS, Glenny Lee Buquet's main focus in education is on issues related to kindergarten through third grade reading, improving student achievement through accountability at the school and district levels, working with colleges and universities to improve teacher education programs, and implementing technology in classrooms to prepare students to enter the modern workforce; and (Continues on page 4)

4 BOARD MINUTES -4- FEBRUARY 16, 2006 WHEREAS, many boards, commissions, task forces, and other groups related to education have benefited from Mrs. Buquet's participation and leadership, including the Blue Ribbon Commission on Education Excellence, the Louisiana Systemic Initiatives Program (LaSIP) Council, the Louisiana State Accountability Advisory Commission, the Governor's Task Force on Louisiana Technical Colleges and Community Colleges, the Lieutenant Governor's Task Force on Children and Youth, and the Charles Shedd Tutorial School; and WHEREAS, Mrs. Buquet has lent her vast expertise to a number of other organizations, such as the Louisiana Center for Dyslexia and Related Learning Disorders at Nicholls State University, the Louisiana Center for Women and Government at Nicholls State University, the Council for a Better Louisiana, the American Cancer Society, the American Association of University Women, the National Association of Junior Auxiliaries, Terrebonne Little Theater, Houma City Panhellenic, Sigma Sigma Sigma, Southdown House/Terrebonne Museum, the Louisiana Branch of the Orton Dyslexia Society, the International Dyslexia Association, St. Lucy School for Underprivileged Children, the Leukemia Society, Terrebonne Arts and Humanities, WYES, the Houma-Terrebonne Community Band, and St. Francis de Sales Parish and School; and WHEREAS, those who have worked closely with Mrs. Buquet throughout her career respect and admire her for the noble and exemplary strides she has taken as a highly regarded and accomplished member of the education community; and WHEREAS, though her latest term as BESE president has recently come to an end, Mrs. Buquet will continue to make a positive impact on education in Louisiana through her service as the board member proudly representing the Third BESE District as well as all of her other involvements in the education field; and WHEREAS, Mrs. Buquet has been married to James L. Buquet, Jr., since 1961, and they have three children, Andrée Buquet Casey, J.J. Buquet III, and Michelle Buquet; they also have nine grandchildren, Carleton Adams Casey, Jr., John William Casey, Alexandria DeWitt Casey, James J. Buquet IV, Mary Mercer Buquet, Elizabeth James Golding, twins Mary Amelia and Staunton George Henry Golding, and Sarah Grace Golding; and WHEREAS, Glenny Lee Buquet merits recognition for her many achievements during the course of her life and career and for the deep sense of pride she brings to all who have worked with her and whose lives she has touched with her extraordinary dedication and integrity. 5 BOARD MINUTES -5- FEBRUARY 16, 2006 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Glenny Lee Buquet upon her service as president of the State Board of Elementary and Secondary for five terms, does recognize and record her notable accomplishments and manifold contributions as well as the generous way in which she has devoted her energy and talents to BESE and to the field of education in Louisiana, does hereby extend enduring appreciation for the honor she brings to her family, friends, community, and state, and does hereby extend to her every good wish for success and happiness in her future endeavors. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to Glenny Lee Buquet. Speaker of the House of Representatives President of the Senate (Schedule 4) Item 19 On motion of Mr. Bayard, seconded by Ms. Givens, the Board received the remarks from Dr. Douglas L. Chance, Superintendent of the Cameron Parish School System, regarding hurricane aide received from Cheniere LNG. (Schedule 5) The Board returned to the regular agenda order. Item 8 Report by the State Superintendent of Education Superintendent Picard recognized the following Principal of the Year winners, who will be honored, along with all outstanding educators named this school year, at a special event in the summer: o Mary Ellen Donatto, Principal of East Elementary School in St Landry Parish; o Sherry Brock, Principal of Westdale Middle School in East Baton Rouge Parish; and o Brian LeJeune, Principal of Lacassine High School in Jefferson Davis Parish. The Superintendent stated that the Government of France raised more than $1,000,000 dollars from government agencies and private donations. These funds will benefit 28 Louisiana schools that offer French immersion programs. In addition, France has sent supplies to Louisiana, divers who helped reopen ports, and aide to Louisiana musicians displaced by the storms. (Continues on page 6)

6 BOARD MINUTES -6- FEBRUARY 16, 2006 o The Superintendent recognized and presented a Certificate of Appreciation to Mr. Pierre Lebovics, the French Counsel, who accepted the certificate on behalf of the government of France. This past year, 52 schools across the nation were honored by the National Association of State Title I Directors. These academically outstanding schools have risen above the obstacles of poverty with the help of the Title I program. Superintendent Picard presented Certificates of Achievement to: o Meaux Elementary School, Vermilion Parish that was recognized as a Title I Distinguished School for exceptional student performance for two or more consecutive years. The principal of Meaux Elementary is Charles Robichaux, the superintendent is Joseph Hebert, and this school is represented by BESE member Dale Bayard. Pam Noel and Lynn Griffin accepted the certificate on behalf of Mr. Robichaux. o Barkdull Faulk Elementary School in the City of Monroe System, also named a Title I Distinguished School, was honored for closing the achievement gap between student groups. Barkdull Faulk s principal is Robert Johnson, its superintendent is Dr. James Dupree, and its BESE representative is Dr. James Stafford. The Louisiana Department of Civil Service recently announced the results of a comprehensive review of the Department s Human Resources Office. The review lasted from February to July of last year, and looked at the Department s employee policies and procedures, performance planning and review program, personnel records, and more. LDE received 100% compliance in 17 of the 20 categories and 96% or better in all three major groupings. The Superintendent recognized and congratulated Kim Fitch, Vicki Whittington, and the entire staff of LDE s Human Resources Office for a job well done. Item 9-A 9-A-1 8(g) Committee (Schedule 6) On motion of Ms. Broussard, seconded by Mr. Lee, the Board received the following monitoring visit reports: a. Recap reports for FY , FY , and FY ; b. Report of projects with audit irregularities and responses accepted for FY and FY ; c. Reports of project audits with irregularities awaiting responses for FY and FY

On motion of Ms. Broussard, seconded by Mr. Lee, the Board received the progress report for the FY statewide project, Reading Competencies Assessment, (LDE), (S054). On motion of Ms. Broussard, seconded by Mr. Lee, the Board referred the school improvement discussion of St. Helena Parish to the Strategic Planning Study Group for discussion of the specific issues needing to be addressed. On motion of Ms. Broussard, seconded by Mr. Lee, the Board referred to the Strategic Planning Study Group the issue of expanded authority for Distinguished Educators assigned to St. Helena Parish. On motion of Ms. Broussard, seconded by Mr. Lee, the Board received the progress report for the FY statewide project, School Improvement/Scholastic Audit, (LDE), (S055). On motion of Ms. Broussard, seconded by Mr. Lee, the Board authorized the LDE to conduct the Eligibility Review of 8(g) competitive projects for FY on March 3, On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board approved the program components of 8(g) statewide projects for to focus on education initiatives and urged the Department to fund one full-time reading specialist within the FY statewide project, Louisiana Literacy Plan, (LDE), (S053). On motion of Ms. Broussard, seconded by Mr. Lee, the Board approved the guidelines for submission of statewide proposals for FY Accountability and Assessment Committee (Schedule 7) On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board received the following reports on LEAP, GEE, and ileap testing: (Continues on page 8)

On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board received the report on Distinguished Educators activities. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board received the report on the Regional Education Service Centers (RESC). On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board received the update report on activities of the Louisiana Accountability Commission. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board deferred until April 2006 approval of revisions to the current LEAP Remediation Guidelines, effective for summer 2006, to allow the Department time to explore additional possibilities regarding bridge time hours, certification of teachers, and the passage rate for math Measureable Objectives. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board deferred until August 2006 Consideration of policy recommendations addressing Distinguished Educators flexibility to work with districts in Academic Crisis. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board approved as a Notice of Intent revisions to Bulletin 111, The Louisiana School, District, and State Accountability System: Potential Impact of Disasters on Accountability; One Year Waiver for Severe Impact Schools and Districts; Severe Impact Schools Following a One Year Disaster Waiver; Identifying Displaced Students; Assessment Index Calculations with Displaced Students for Limited Impact Schools; Graduation Index Calculations for Limited Impact Schools; District Performance Score Calculations with Displaced Students; and Disaster Considerations for the School and District Subgroup Component, as recommended by the Department. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board deferred until April 2006 Consideration of the reconstitution plan for Bethune Middle School in Caddo Parish.

9 BOARD MINUTES -9- FEBRUARY 16, B-10 On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board approved the following Department recommendations to: 1. Lease the Ashe building to the Orleans Parish School Board (OPSB) to be used as the site for the OPSB central office through June 30, The contract shall include a stipulation that the OPSB will have to vacate the building before this time if it is needed to meet student population needs. In addition, the contract shall include a provision for extension of the lease if the building is not needed by the Recovery School District (RSD) after June 30, Lease the Bauduit building to the OPSB through June 30, 2006, to use to re-open Bethune Elementary this spring. 3. Lease the Gaudet building to Lake Forest Montessori, an OPSBapproved Type 3 charter, through June 30, B-11 9-B-12 9-B-13 9-B-14 On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board deferred until April 2006 Consideration of Type 5 Charter applications. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board received the status report on Recovery School District schools. On motion of Ms. Buquet, seconded by Ms. Dastugue, the Board approved the revisions to the Type 5 Charter Application external review process, as presented by the Department. On motion of Ms. Buquet, seconded by Ms. Dastugue, In order to meet the current best estimate of 2,000-3,000 students returning to Orleans by April 1, 2006, and the need for an additional 5 schools to address these projections, the Board approved the Department recommendations and: o Honored the following Type 4 charters approved for the school year by the Orleans Parish School Board prior to the passage of HB 121 and approved by BESE on November 9, 2005: Fischer Elementary and Rosenwald Elementary; o Included these 2 additional Type 4 charter schools in the transition process for Type 1, 3, and 4 charters in the Recovery School District (RSD) approved by BESE in January 2006 to transition these schools to Type 5 charters for the school year; and (Motion continues on page 10)

10 BOARD MINUTES -10- FEBRUARY 16, 2006 o Gave the RSD approval to open a minimum of 3 schools on the East Bank for Spring 2006 based on the demand for student capacity. Due to the absence of a BESE meeting in March 2006, and in case of a sudden unexpected population surge or error in the current projections, the Board also: o Gave the RSD authority to continue to monitor enrollment data and demographic study data and open additional schools beyond the three included above if needed to meet the demand for the Spring 2006 semester. Item 9-C 9-C-1 9-C-2 9-C-3 9-C-4 9-C-5 9-C-6 9-C-7 Board Administration/Relations Committee (Schedule 8) On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the status reports on Board advisory council attendance. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the travel reports for reimbursable expenditures from the BESE budget for Board members in-state travel. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the travel reports for Department of Education employees out-of-state expenditures. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the travel reports for out-of-state travel to be reimbursed by the Department of Education for non-employees. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the Superintendent s report of personnel actions and approved the personnel actions requiring Board approval for the Special School District (SSD) and the BESE Special schools (BSS). On motion of Ms. Broussard, seconded by Ms. Buquet, the Board deferred consideration of proposed revisions to the Personnel and Administrative Manual of the Special School District (SSD) and the BESE Special Schools (BSS) until April On motion of Ms. Broussard, seconded by Ms. Buquet, the Board deferred consideration of the revisions to the Special School District (SSD) and the BESE Special Schools (BSS) Accountability Program.

On motion of Ms. Broussard, seconded by Ms. Buquet, the Board deferred consideration of receiving the School Calendars for the Special School District (SSD) and the BESE Special Schools (BSS). On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the report on the feasibility and benefits of aligning salaries of the Special School District (SSD) and the BESE Special Schools (BSS) to a uniform pay schedule and retained this item on the agenda. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the mid-year/bi-annual progress report by the State Superintendent. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board approved the proposed recommendations to revise the Board s Committee structure, as amended, to include the immediate Past-President on the Executive Committee. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the monthly Charter School Informational Report. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the report on timelines and a process to expedite the evaluation of Type 2, 4, and 5 charter schools to assist the Board in making timely decisions on extending charters that are based upon performance data of the schools and retained this item on the agenda. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the evaluation report on Milestone/SABIS using the CRT Index and available assessment data and retained this item on the agenda. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board directed the Department and BESE staff to develop standards and annual benchmarks to be used in the evaluation of charter schools. On motion of Ms. Broussard, seconded by Ms. Buquet, the Board received the preliminary report on the school performance of East Baton Rouge Arts and Technology School (EBRATS) and referred the school to the Legal/Due Process Committee for a hearing in April 2006.

Bureau of Internal Audit (BIA) Semiannual Time and Attendance Audit for 6/30/05 for the Offices of the Deputy Superintendent, Quality Educators, Special School Districts 1 and 2, and BIA Specialized Services. report from the Department of Education s Director of Internal Audit. On motion of Dr. Stafford, seconded by Ms. Buquet, the Board received the report of the Department s Budget. On motion of Dr. Stafford, seconded by Ms. Buquet, the Board received the information on the BESE Budget. Action School and Community Support 9-D-6 following contract: Contractor: Louisiana Department of Health and Hospitals Previous Contract: Yes Amount: $36,190 Contract Period: April 1, 2006 August 31, 2006 Fund: Federal Summer Food Service Program Health Inspection Description of Services: The Contractor will conduct pre-opening inspections of each food service site or preparation facility participating in the Summer Food Service Program (SFSP). The sanitarian services will perform at least one (1) other inspection (besides the pre-opening inspection) at each site/facility during the period of operation and record inspection results on the appropriate inspection forms. No less that 300 inspections are to be performed between April 1, 2006, and August 31, 2006.

Previous Contract: No Amount: $15,000 Contract Period: March 1, 2006 August 31, 2006 Fund: Federal Adult Education 12.5% Leadership Description of Services: The Contractor will develop the following initiatives in order to coordinate, improve, and expand adult literacy services in the Greater Baton Rouge Area: Develop a regional adult literacy plan that supports strategies for private, community-based, faith-based, and public providers in the Baton Rouge Area; Prepare and promote a marketing campaign to increase the number of adults entering adult education programs in the Baton Rouge Area; Identify new grant opportunities for collaborative projects to provide adult literacy services; and Prepare and disseminate a monthly calendar of training opportunities to literacy providers. Special Consideration Executive Office of the Superintendent 9-D-8 following contract: Communications Contractor: New Orleans Convention Company Previous Contract: No Amount: $49,500 Contract Period: February 1, 2006 September 30, 2006 Fund: Self-Generated Louisiana Leads Summer Conference Description of Services: The contractor will support and assist the Louisiana Department of Education to plan and produce the 2006 Louisiana Leads Conference, including the Adult Education Conference, Skills Options Summer Institutes conference, and educator extravaganza. The contractor will coordinate and assist with blocking hotel rooms for participants, décor including trade show booths, conference show floor furnishings, signage, (Motion continues on page 14)

Disadvantaged or Disabled Student Support 9-D-23 following grant: Allocation: Special Education-Grants to States IDEA-Part B Amount: $1,232,100 Funding Period: 02/01/06 09/30/07 Funds: Federal Purpose: The funds allocated will allow districts to provide: 1) appropriate materials to benefit students with disabilities participation in the Options Program; and 2) materials to assess transition needs for students with mild/moderate to severe/profound disabilities Basis of Allocations: These funds were allocated for the initiatives as follows: 1) LEAs with an approved Options Program as of November 2005 received a base amount of $6, plus $100 per special education student enrolled in the program; and 2) LEAs were provided $5, for materials for transition assessment to document the Present Level of Academic Achievement and Functional Performance when writing a transition goal. 9-D-24 following grant: Allocation: Advanced Placement Fee Payment Program Amount: $1,080 Funding Period: 07/01/05 06/30/06 Funds: Federal Purpose: With funding from the Advanced Placement Fee Program, the Louisiana Department of Education (LDE) will reimburse $60 for each Advanced Placement exam taken by students enrolled in public or BESEapproved nonpublic schools who meet the definition of low-income or who attend a school with a high concentration of low income students. Low-income students should receive a fee reduction of $22 per exam from the College Board; the Louisiana Department of Education will reimburse the difference at a rate of $60 per exam. Quality Educators 9-D-25 following grant: Allocation: Louisiana Teacher Assistance & Assessment Program Amount: $900,814 Funding Period: 07/01/05-06/30/06 Funds: State Purpose: The Louisiana Teacher Assistance and Assessment Program (LaTAAP) is designed to help the new teacher become a competent, confident professional in the classroom and to ensure that he/she meets the performance standard established as a criterion for certification. The Assistance Period in which the new teacher is mentored in his/her school occurs throughout the first full year of employment. The Assessment Period occurs in the third semester of teaching; if a new teacher fails to meet the performance standards, a second assessment opportunity occurs in the fourth semester of teaching. New teachers are provided a mentor throughout the four semesters of the LaTAAP, as they work on assessment and professional development activities. Basis of Allocation: Approximately $540 per new teacher will be provided to participating school systems who had opted out of LaTAAP in the fall of 2005, but are entering new teachers in LaTAAP in Spring 2006 (Calcasieu, Evangeline, St. John, Jesus the Good Shepherd); a supplemental award of approximately $540 per new teacher in semester one will be provided to three school districts who had opted out of semester one in the fall of 2005, but are entering new teachers in semester one in Spring 2006 (Sabine, Terrebonne, and Belle Chasse Academy); a supplemental award of approximately $139 per new teacher will be provided to each participating school system based on the projected number of new teachers participating in LaTAAP; a grant award will be provided to three school systems who incurred expenses for LaTAAP before opting out of the program due to the hurricane disasters (Jefferson, St. Tammany and Washington).

23 BOARD MINUTES -23- FEBRUARY 16, D-26 following grant: Allocation: National Board Certified Teachers Amount: $25,000 Funding Period: 07/01/05-06/30/06 Funds: State Purpose: To provide an annual salary supplement for teachers who achieve National Board Certification and continue service in the Louisiana public school system. This allocation provides for payments to public school systems employing National Board Certified teachers during the school year. Basis of Allocation: R.S. 17:421.6 provides for a salary supplement of $5,000 to be paid annually to full-time teachers or school administrators holding a valid Louisiana teaching certificate and a valid certificate issued by the National Board of Professional Teaching Standards. 9-D-27 following grant: Allocation: National Board for Certified Counselors Program Amount: $30,000 Funding Period: 07/01/05 06/30/06 Funds: State Purpose: This legislation, R.S. 17:421.8(B) is designed to provide relative salary supplements for public school guidance counselors who hold certain school counseling credentials and certificates issued by the National Board for Certified Counselors. Basis of Allocations: School counselors who hold both a valid Louisiana counseling credential approved and issued by BESE and a National Certified School Counselor credential issued by the National Board for Certified Counselors and who are employed by a school board to provide counseling services to students will receive an additional $5,000 salary supplement for the school year. Documentation must be submitted no later than August 1 st of each year in order to receive reimbursement. The annual supplement shall be distributed in the same manner as the annual salary and is subject to applicable retirement deductions and withholding taxes.

School and Community Support 9-D-29 following grant: Allocation: Secondary Vocational Education Carl Perkins Amount: $101,200 Funding Period: 07/01/05 06/30/06 Funds: IAT LCTCS Purpose: The purpose of this program is to more fully develop the academic, vocational, and technical skills of secondary students who elect to enroll in career and technical education programs by: (1) building on the State and local efforts to develop challenging academic standards; (2) promoting the development of services and activities that integrate academic, career, and technical instruction, and link secondary and postsecondary education for participating career and technical education students; (3) providing professional development and technical assistance that will improve career and technical education programs, services, and activities. School Accountability and Improvement 9-D-31 following grant: Allocation: K-12 Accountability Rewards Amount: $4,669,291 Funding Period: 01/01/06-06/30/06 Funds: State Purpose: The State School Rewards Fund is allocated to those schools who meet or surpasses their Growth Target and when they show growth in the performance of students who are classified as high poverty students. On motion of Dr. Stafford, seconded by Ms. Buquet, the Board received the report and retained on the agenda consideration of property owned by BESE. Ms. Broussard offered a motion, seconded by Ms. Dastugue, that the Board include Type 2 Charter Schools in the MFP for the coming year, as are all other charter schools.
