5 2012 JEANNE CLERY CAMPUS SAFETY AWARD ABOUT THE JEANNE CLERY CAMPUS SAFETY AWARD: The Jeanne Clery Campus Safety Award, established in 1994, is presented each year by the Clery Center for Security On Campus to honor institutions and individuals that have done extraordinary things to make college and university students safer. Gail Minger has been selected as the 2012 recipient of the Jeanne Clery Campus Safety Award. Maureen Rush, the University of Pennsylvania s Vice President for the Division of Public Safety and Chief of Police, nominated Ms. Minger for her work providing critical education to college and university students, most recently the production of in January and February of 2012 and is provided to colleges and universities at no cost. 8 PRESENTER BIOGRAPHIES Osvaldo Alaniz is a Special Agent with the Federal Bureau of Investigation (FBI). Mr. Alaniz graduated from New Mexico State University in 1986 with a Bachelors of Business Administration in Finance. Prior to the FBI, Mr. Alaniz served as an British Petroleum Oil Company. Mr. Alaniz entered the duty as a Special Agent on February 10, 1991 and has served in the San Antonio (Del Rio Resident Agency), San Juan, El Paso, San Diego and San Antonio Field - matters. In November 2005, Mr. Alaniz graduated from the Department of Defense Polygraph Institute (DODPI) and served as a polygraph examiner in San Antonio. In May of 2006, Mr. Alaniz was promoted to Assistant Legal Attache, U.S. Embassy, Bogota, Colombia. In December of 2008, Mr. Alaniz was promoted to Supervisory Special Agent where he supervised FBI investigations in the White Collar Crime program. In 2012, Mr. Alaniz was transferred to the Violent Crimes program. In 2013, Mr. Alaniz was promoted to Acting Assistant Special Agent in Charge. Kristina Anderson founded the Koshka Foundation for Safe Schools after becoming one of the most critically injured survivors of the Virginia Tech tragedy in April of On the morning of April 16th, Kristina was shot three times - twice in the back and once in her toe - while attending a French class in Norris Hall 211. Since then, she has traveled throughout the United States and internationally as an advocate for improving campus safety by giving presentations and trainings to students, parents and law enforcement in higher education on the importance of campus safety awareness and empowerment of survivors. Leslie Gomez, a partner at Pepper Hamilton LLP in Philadelphia, assists colleges, universities, and other institutions in all aspects of the institutional response to sexual misconduct. Ms. Gomez provides legal advice and consultation about policies, internal operating procedures and the implementation of a coordinated and integrated institutional response to sexual misconduct. Her practice includes the management of internal investigations, coordination and communications with law enforcement and child protective services, campus disciplinary proceedings, and the interplay between civil and criminal proceedings. Ms. Gomez helps clients develop effective and compliant sexual harassment and misconduct policies, procedures, and training programs in compliance with Title IX, the Clery Act, and the Campus SaVE Act. Ms. Gomez also advises clients about effective development of policies and procedures designed to prevent and respond to child abuse. Before joining private practice, Ms. Gomez served as an Assistant District Attorney at the Philadelphia District Attorney s Chief of the Juvenile Court Unit at the Philadelphia District At- butions to the community. The Support Center for Child Advocates honored her with its 2010 Distinguished Advocate award. She was named the 2009 Apple Fest Honoree by St. Christopher s Foundation for Children, and was given the 2008 Team Excellence Award by the Philadelphia Children s Alliance. Ms. Gomez is a graduate of Yale Law School and Brown University. Steven Healy is a managing partner and co-founder of Margolis Healy and is a nationally recognized expert on campus public safety and the Clery Act. From 2003 through 2009, he was the Director of Public Safety at Princeton University where he led the University s safety, security, and law enforcement programs and is credited with enhancing and expanding the department s overall professionalism and capabilities. A past president of the International Association of Campus Law Enforcement Administrators (IACLEA), Mr. Healy served as a member of the association s Government Relations Committee for 13 years. As president of IACLEA, Mr. Healy contributed security in the aftermath of the tragic rampage-shooting incident at Virginia Tech University in April Mr. Healy serves as a subject-matter expert for the U.S. De- Senate Committee on Homeland Security and Governmental Affairs on the topic of Security on America s Campuses and on Education and Labor on the topic of Best Practices for Keeping America s Campuses Safe. Thomas W. Komola was actively engaged in the law enforcement profession prior to coming to MIT 11 years ago, includ- lice in Boston. Tom s current responsibilities as the Manager of being designated as MIT s reliable and trustworthy representative with the FBI and NRC for all pre-employment background investigations and unique research clearances;; oversight of all campus-wide security systems, mechanical key distribution, ID plans;; and regularly serves as MIT s Incident Commander during the activation of MIT s EOC. Tom holds a Bachelor s Degree in Law Enforcement from Western New England College and a Master s Degree in Public Administration from Framingham State University. He is an active member of the Boston Anti-Terrorism Advisory Council, Boston Infragard, ASIS, and the International Association of College Law Enforcement Admin- Proceeding In Partnership

9 PRESENTER BIOGRAPHIES istrators (IACLEA). He has received numerous awards, including his nomination for the George Hanna Memorial Award for in the Commonwealth of Massachusetts. Tom often serves as a panelist or guest speaker on a variety of topics related to security, background checks, and emergency management. Gina Maisto Smith, a partner at Pepper Hamilton in Philadelphia, assists colleges, universities, and other institutions in responding to issues of sexual harassment and assault. Ms. Smith chairs a national practice focused on the institutional response to all aspects of sexual misconduct matters. She is frequently called upon to advise colleges and universities about sexual misconduct policies, changes in the law, and investigations into allegations of sexual misconduct. Ms. Smith regularly conducts policy audits and assists in the development of policy and in the design and implementation of internal and external operating procedures. She conducts training for multiple university constituencies and helps clients integrate federal, state, and local regulation requirements (including Title IX, the Clery Act, the Campus SaVE Act, criminal law, HIPAA, and FERPA) with their policies and procedures. Before joining Pepper, Ms. Smith was a partner with Ballard Spahr in Philadelphia. Before that, she spent nearly two de- serves as an adjunct professor at the University of Pennsylvania Law School, and a past adjunct professor at Temple University James E. Beasley School of Law, as well as at Temple University s undergraduate College of Liberal Arts. Ms. Smith received the 2005 Distinguished Advocate Award from the Support Center for Child Advocates. Ms. Smith is a graduate of Saint Joseph s University and Temple University James E. Beasley School of Law. Berkly Trumbo has more than 15 years experience working with IT integrators and technical consultants across the Fortune 500, Higher Education, Transportation and Government arenas. He is considered a subject matter expert on Emergency Communications, Crisis Management and Intelligent Response. Prior to joining Siemens Industry, Inc., Berkly was an independent consultant focused on emergency management technolo- cals, including rail, airline and critical infrastructure. Berkly often serves as a panelist or guest speaker on topics related to emergency management and has authored numerous papers Shaping Campus Safety and Security Operations ;; Aligning Emergency Communications Investment with Organizational Strategy ;; Functional Requirements for Next Generation Mass vanced Security and Life Safety Technologies. James L. Walters is the Assistant Chief of Police at Southern Methodist University in Dallas, Texas. Chief Walters is responsible for law enforcement and security operations at the urban campus, develops contingency plans and programs and coordinates University activities in support of the George W. Bush Presidential Center and Library. Chief Walters is also the Director of the SMU Center for Public Safety Training, an accredited law enforcement training academy which develops and conducts advanced training for public safety professionals. Chief Walters is also a consultant to the U.S. Department of Justice, where he acts as the national Liaison for Training and Technical Assistance to the AMBER Alert initiative for Indian Country. Chief Walters is also responsible for the U.S. Department of Justice Southern Border Initiative. This joint program with the Mexican government has developed a comprehensive child abduction recovery program in Mexico, which works with programs in the United States to assist in the rapid recovery tries. The program also focuses on prevention and response to countries. This program has begun the process of development in Guatemala, El Salvador and Honduras.
