From the North: Take the Adirondack Northway (I-87) South to Exit 7 (Route 7), east towards Troy/Cohoes. Follow Route 7 over I-787, about 5 miles. 4 THOMAS A. BARONE NYS Office of the Medicaid Inspector General Thomas A. Barone is a Management Specialist 3 with the Office of the Medicaid Inspector General s (OMIG) Division of Medicaid Audit (DMA). He has over 33 years of Medicaid audit experience and is responsible for the management of Medicaid ambulatory, waiver, and fee-for-service audits that involve outpatient mental health, chemical dependence, and developmental disabilities program services. Mr. Barone is the OMIG DMA subject matter expert for these project areas and assists with the various audit activities of OMIG regional staff relative to these project areas. ROBERT T. DECATALDO, ESQ. The Justice Center for the Protection of People with Special Needs Robert T. DeCataldo, Esq. serves as the Unit Chief of the Administrative Appeals Unit of the New York Justice Center for the Protection of People with Special Needs (Justice Center). Mr. DeCataldo has over thirty years experience practicing law both in the public and private sectors. Prior to joining the Justice Center, he worked at the NYS Court of Claims serving as law clerk to a judge and as chief clerk. His career includes seven years practicing law with his wife in the firm they co-founded, where he focused on public sector labor relations. He has extensive experience in administrative and arbitration proceedings. Mr. DeCataldo has co-authored a chapter on Court of Claims practice which appears in the NYS Bar Association publication The Plaintiff s Personal Injury Actin in New York State and he has lectured at NYS Bar Association and other CLE seminars. He is a graduate of Siena College and Western New England University School of Law. LEAH FARRELL, MPA The Justice Center for the Protection of People with Special Needs Leah Farrell, MPA, is the Policy Analyst in the Office of the Executive for the NYS Justice Center for the Protection of People with Special Needs (Justice Center). She is responsible for coordinating cross-agency efforts to prevent abuse and neglect. Prior to joining the Justice Center, Mrs. Farrell was the Manager of Government Affairs for the Center for Disability Rights (CDR), a not-for-profit, community-based advocacy and service organization for people with disabilities. She is a former member of the steering committee of Medicaid Matters New York (MMNY), a statewide coalition representing the interests of New York s five million Medicaid beneficiaries. She was also a founding steering committee member of the Coalition to Protect the Rights of NY s Dually Eligible (CPRNYDE), which focuses on strengthening individuals rights through coordinated Medicaid and Medicare initiatives.

5 ERIK C. GEIZER, MS, LMHC, CGAP, CFE, CHC NYSARC, Inc. Erik Geizer has nearly two decades of progressive experience in management, quality assurance, compliance, training, internal controls and investigations in the public and private sectors, with a specialization in health care, disabilities, and mental health. He is currently responsible for both the compliance and quality functions for NYSARC s 48 operational Chapters. In addition, Mr. Geizer serves on OPWDD s Quality Performance Standards and Quality Incentives work groups and has been appointed to the NYS Department of Health s Integrated Care Workgroup. He is a licensed clinician and holds a number of professional certifications in auditing, fraud, and compliance. Mr. Geizer focuses on improving quality throughout NYSARC, working on compliance issues with providers as well as the State and assisting his organization with the transition to the Justice Center. Mr. Geizer previously served as Director of Operations for the NYC Behavioral Health Organization with United Healthcare, where his role was overseeing all aspects of the $7.5 million dollar division and improving coordination of care for individuals with disabilities. He also served in the public sector, in management at the NYS Office of the Inspector General, and as a senior level investigator at the NYS Commission on Quality of Care for the Mentally Disabled. ROBERT A. HUSSAR Manatt, Phelps & Phillips, LLP Robert Hussar has over 15 years of experience in the public and private sectors providing advice and strategic direction on Medicare, Medicaid regulatory, compliance, and reimbursement issues. Mr. Hussar counsels providers, Boards of Directors, and other healthcare stakeholders on the development and implementation of compliance programs, performs compliance due diligence and effectiveness reviews, provides interim compliance services, conducts internal investigations, and provides representation for Medicare and Medicaid regulatory matters, including self-disclosures, audit defense and settlement negotiations. He is a frequent lecturer and represents providers on NYS Justice Center matters. Mr. Hussar previously served as the First Deputy for the New York State Office of the Medicaid Inspector General (OMIG). His role included implementation of mandatory provider compliance plans and corporate integrity agreements; he also chaired provider advisory committees focused on compliance guidance, self-disclosures, and OMIG s audit processes. Mr. Hussar is a former full-time Compliance Officer, having served in that capacity for over 5 years at Northeast Health. He has also served as interim Chief Compliance Officer for various organizations including Yale New Haven Health System.

6 JACK M. JORDAN JMJ Healthcare Compliance Group, LLC Jack Jordan has 30 years experience in planning, directing, and conducting Medicaid audits. From 1985 to 2005, he was the New York State Medicaid Audit Director, managing a staff of 300 auditors in seven locations throughout New York. Mr. Jordan s audit group routinely produced over 400 Medicaid rate and billing audits each year along with internal and external audits on a wide variety of health and social services issues and programs. For the past ten years, Mr. Jordan has been president of JMJ Healthcare Compliance Group, which conducts compliance reviews, specialty audits and external support to compliance officers for Medicaid/Medicare reimbursement and audit issues. JENNIFER MOORE SullivanArc Jennifer Moore, CHC, is the Corporate Compliance Officer, Assistant Executive Director for Quality Improvement, and the HIPAA Privacy and Security Officer for NYSARC s Sullivan County Chapter. She has worked in the field of developmental and intellectual disabilities for seventeen years and has been with SullivanArc for the past ten. She is responsible for coordinating and maintaining the compliance & HIPAA programs as well as overseeing a team of incident investigators and internal auditors for the agency. She studied Industrial and Organizational psychology at the University of Maryland and received certification in health care compliance from the Health Care Compliance Association (HCCA) in Mrs. Moore sits on several regional Informed Consent Committees and is a member of both the NYSARC Quality Standards Oversight Committee s Professional Work Group as well as the National Association for Professional Women. She was an instrumental advocate for the recent legislation requiring Justice Center Safety Precautions. DAVIN ROBINSON The Justice Center for the Protection of People with Special Needs Davin Robinson is currently employed as the Chief of Staff at New York State s newest state agency, the NYS Justice Center for the Protection of People with Special Needs. She was previously employed by the NYS Commission on Quality of Care and Advocacy for Persons with Disabilities as the Director of Intergovernmental Relations. Before working for New York State, Ms. Robinson worked at the Schuyler Center for Analysis and Advocacy (SCAA) and the New York City Health and Hospitals Corporation and Office of Management and Budget as well as the Illinois Department of Alcoholism and Substance Abuse. She has a master s degree in public policy from the University of Chicago and completed her undergraduate studies at Michigan State University.

7 MARIA TORGALSKI Aspire of Western New York Maria Torgalski is the Vice President of Quality and the Corporate Compliance Officer for Aspire of WNY. Aspire provides services and supports to over 3500 children and adults with developmental disabilities. Aspire s menu of services include educational, clinical, habilitation, and service coordination. Ms. Torgalski has over 15 years experience in the area of Incident Management. She is the co-chairperson of the QA/QI Committee for the Developmental Disabilities Alliance of WNY. Ms. Torgalski is a member of CP of NYS s and NYSACRA s QA/QI committees. She is also a member of OPWDD s HCBS Steering Committee. VIRGINIA VATH The Resource Center Virginia Vath has more than 20 years experience in the health care field. She has been an Assistant Executive Director for QA/QI, Compliance and Staff Training at The Resource Center for approximately 10 years. Ms. Vath previously worked as a psychology consultant in schools and mental health programs in Washington, D.C. Later she worked as Director of Quality for a large health care agency in several states throughout the United States. Ms. Vath has a master s degree in Clinical Psychology and a PhD ABD in Educational Psychology. DARBY WALSH Putnam ARC (PARC) Darby Walsh has worked for Putnam ARC (PARC) for 30 years. He is currently Assistant Executive Director for the agency, overseeing Clinical and Brain Injury Program services. Mr. Walsh is also currently working with Sullivan ARC, assisting them in their Clinic Services Program. Mr. Walsh began his career with PARC in 1985 as a psychologist/psychotherapist. After 8 months, he was promoted to Assistant Director of Clinical Services prior to being appointed Director of Clinical Services in In 2012, he was appointed Assistant Executive Director, where he continued to oversee Clinical and Brain Injury Program services as well as taking on the duties of Chief Compliance Officer for the agency. As member of NYSRA, Mr. Walsh has served as Clinic Committee Chair and DD Division Co-Chair. He currently serves as a NYSRA board member. Mr. Walsh also worked as a psychotherapist in private practice from In addition, he received his Master s degree in Psychology, Summa Cum Laude, from Long Island University and his Master of Social Work degree, Summa Cum Laude, from Adelphi University. In 1994 Mr. Walsh was awarded the Long Island University Distinguished Alumni Award and, in 1997, he was awarded the Psi Chi Alumni Gold Medal Award.

8 DEB WILLIAMS Cerebral Palsy Associations of NYS Deb Williams has worked for CP of NYS for 20 years and is currently the Vice President for Reimbursement and Regulatory Compliance in the Affiliate Services Office. Ms. Williams works with CP of NYS Affiliates on issues related to clinic services, Medicaid and Medicare reimbursement, Medicaid managed care, and other health care related issues. Ms. Williams works closely with NYS DOH staff on issues of concern to CP of NYS Affiliates. Ms. Williams joined CP of NYS as the principal researcher on the Medicaid Managed Care Project, a grant funded by NYS DOH, where she conducted research on reimbursement and service utilization for people with developmental disabilities. Prior to joining CP of NYS, Ms. Williams worked for the NYS School Boards Association, conducting research on various education issues. Ms. Williams received her master s degree in Industrial/Organizational Psychology from Rensselaer Polytechnic Institute and was a Public Policy Fellow at the Center for Women in Government at SUNY Albany. MELISSA M. ZAMBRI, ESQ. Hiscock & Barclay, LLP Melissa Zambri is a partner with the law firm of Hiscock & Barclay, LLP in its Albany, NY office. She focuses her practice on enterprise development and regulatory guidance for the health care industry, providing counsel to numerous types of providers regarding HIPAA, compliance, fraud and abuse, licensing, certificate of need and other transactional, regulatory and business matters. She is the Chair of the Firm s Health Care and Human Services Practice Area. Ms. Zambri is a member of the American Bar Association and New York State Bar Association Sections on Health Law and the American Health Lawyers Association. She is the Co-Chair of the New York State Bar Association Health Law Section s Committee on Fraud, Abuse, and Compliance. She has published numerous articles and health law advisories, and has been a lecturer on various health law topics such as compliance programs, conflict of interest, fraud and abuse issues, audits, and investigations of health care providers and HIPAA privacy and security compliance. She is an adjunct professor of management at the Graduate College of Union University, teaching Legal Aspects of Health Care. Ms. Zambri is a graduate of Albany Law School and Union College, where she concurrently received for JD, cum laude, and MBA in Health Systems Administration. Ms. Zambri is also a graduate of Siena College, where she graduated summa cum laude in finance. She was named in 2013 and 2014 as one of The Best Lawyers in America in the practice area of Health Care Law.
