2 Spain Spain has one of the fastest growing seniors populations in the EU By 2050 Spain will have the highest average age in the world The vast majority (85%) of pensioners in Spain live with family or in their own home a high proportion by EU standards In 2006 passed the Law of Personal Autonomy and Assistance to People in Situations of Dependency
3 Spanish Red Cross Actively engaged in the realm of social vulnerability Key focus on: o Prevention o Training i and professional recognition i o New technologies o Community engagement
4 Prevention Promotion of healthy habits Cognitive stimulation Emotional functioning Social participation and involvement
5 Training i and Professional Recognition With the introduction of the law there is a need to integrate and coordinate public, private and NGO programs to facilitate and effective outcome Focus on 3 key areas: o Training of highly qualified, specialized professionals o Training of professionals in the attention, assistance and care of citizens who are dependent o Training and capacity building of personnel for services and personal assistance
6 Training of Highly Qualified, Specialized Professionals An investment in programs to educate professionals in the interpretation of dependency in order to ensure consistency in determining services required Focus on fairness, transparency and the use of a methodology that does not depend on subjective conclusions by evaluators Create a profession that can critically evaluate client needs in a consistent manner
7 Training of Professionals in the Attention, Assistance and Care of Citizens in Situations of Dependency Develop a professional that is in fact dedicated to the coordination of all programs which are provided to persons who are dependent A professional who has a homogenous and uniform profile who coordinates the actions taken by different professionals who apply different instruments and techniques, should be a common reference point for the dependent person and their family
8 Training and Capacity-building of Personnel for Services and Personal Assistance Focus on the family structure and/or the closest person to the dependent person Address clearly issues of burn-out and conflict of the informal care giver Invest in the obvious the family support network and the indirectly affected people p closest to the dependent person Tailor the educations to the specific needs of the dependent person so as to address both the physical and psychological side of the equation
9 New Technologies for Independent Living i (ICTs) Information and Communication Technologies (ICTs) to build capacity to be informed, communicate and access services Using ICTs to support independence, accessibility, quality of life and social integration Two key areas of focus: o Accessibility to ICTs o ICTs to support independent living
10 Accessibility to ICTs All persons must have access to ICTs Recognition that even though technology will evolve there remains disparity due to geographic availability, gender (cultural), age, socio-economic and functional limitation The first three being addressed it is the latter two that are more structural in nature and need to be resourced
11 Socio-economic and Functional Limitationsit ti Lack of harmony in services Lack of interoperability of current solutions Software that is not compatible with technical devices Interference between various technologies (GSM phones and hearing aids) Absence of a common standard Outcome based plan for all technologies and services Physical design Creation of a design all integration standard for technology to aid in creating a greater degree of independence Examine the cost to provide technology verses the cost of dependency needed
12 ICTs to Support Independent Living Creating the digital home as an instrument of accessibility to prevent, compensate, mitigate and neutralize functional limitations Integrate environment control, personal monitoring, management of alarms and communication Adaptation of technology to address physical, sensory and cognitive disabilities
13 Information and Communication Focus on: o Family o Care giver o Friends o Cognitive stimulation o Age appropriate p design and functionality
14 Personal Monitoring Psychological monitoring and monitoring of daily activities Using sensors to monitor psychological well-being store and alert when changes occur Using sensors to monitor all aspects of daily living such as mobility and immobility, unexpected actions etc Using automatic exception management with call back and verification
15 Management of Home Alarms Broaden the use of home alarms to avoid injury Better coordination of how home alarms are to be integrated into a comprehensive strategy Developing a strategy that will guide the commercial development of alarm monitoring
16 Tele-Assistance Focus on emergency, insecurity, loneliness and Isolation Integrate GPS for both safety and mobility independence I am lost and how do I get home or my father is not home where is he Access to information on public services and leisure activities Daily orientation contact, medication updates and healthy habit reinforcement
17 Singing Off the Same Page Employers can help by: Engagement of all stakeholders employers, employees and families etc in addressing today s issues and mitigating tomorrow s challenges o Flexible scheduling for family care-givers o Prevention of occupational risks o Healthy living education Engaging everyone in addressing the challenges of aging at home
18 Interventions Spanish Red Cross has partnered with technology providers, telephone companies, software companies, universities and government to develop, test and implement devices and processes to support independence Evaluating several types of interventions including: Community capacity building Family care-giver education Indirect care-giver education Remote monitoring (ADL) Orientation interventions Social contacts Total care coordination
19 Interventions 24 hour call center is staffed by trained volunteers supervised by paid staff Staffing is based on demand and services provided Monitoring is both scheduled and monitored Scheduled demand includes: Orientation of time and place via video conference Notification of scheduled times for medication and meals Calls to address issues of isolation and follow up Monitored demand includes: Home alarm reactive Home alarm passive e.g. bed monitors GPS alarm self activated or family activation
20 Community Engagement Starts with understanding the needs and resource availability of the client Determine the gaps needed to be filled e.g. social and medical Identify the monitoring options available with client and family e.g. technical and human Implementing the technology Establishing a monitoring schedule and process
21 Size and Scope Monitoring center has 45 positions Staffing through volunteers Engagement of family, friends, neighbours and neighbourhoods, h business and community Partnerships with municipal, provincial and federal governments, private sector and academic institutions One of many initiatives Like most developing countries it is a strategy that is evolving Acknowledges that everyone needs to contribute
22 E-inclusion Definition e-inclusion: Taking full advantage of opportunities offered by new technologies to overcome social and economic disadvantages and exclusion. To increase the number and quality of ICT services benefiting people at risk of digital it exclusion and to remove any related technological barriers.
