We are the regional centre and draw on other communities in our region resulting in a catchment area of 118,000 people. This catchment area includes the smaller municipalities along the Hwy 11 corridor as well as the remote communities along the James Bay Coast. Many of our businesses, although located in Timmins, provide their products or services regularly throughout the region and to those individuals that are travelling to Timmins for medical appointments, recreational 2 P a g e

3 activities and to those that may commute into the community on a daily basis for work/employment. Within the City of Timmins, there are two colleges (one French and one English) as well as 1 French University. Aside from the diploma, degree programs and the opportunity for continuing education and professional development, there is an opportunity to tap into Applied Research capabilities that these institutions have to offer. Northern College now has a Northern Office of Applied Research and Innovation (NOARI) which provides opportunities to students and community partners, including business, to pursue and undertake applied research. Northern College, in partnership with NeoNet, the TEDC and other community partners has worked to develop the new Centre of Excellence for Productivity and Innovation This centre, that is set to open within the next few months, will help small and medium-sized businesses (SMEs) in northeastern Ontario build productivity and innovation capacity. 3 P a g e

4 The centre is expected to work with and assist entrepreneurs and businesses at difference stages of product or process development and to help entrepreneurs take their ideas through to commercialization. The Victor M. Power Airport is one of the largest in Northern Ontario and is serviced by two major airlines, Air Canada and Porter. There are also a number of regional airlines / charter planes that use the facility on a regular or daily basis. Porter Airlines is relatively new to our community and the competition was welcomed. With the announcement of Porter Airlines coming to Timmins in 2012, the airport undertook more than a million dollars worth of Airport improvements, including expansion and upgrading to the terminal as well as an expansion to the parking area. Today, the Victor M. Power Airport offers 10 flights daily to Toronto, as well as multiple flights to Montreal, Ottawa, as well as other major markets including the far north if this is a market you are interested in tapping into. 4 P a g e

Aside from the Airport which I highlighted previously, Timmins is also connected by Road and Rail. Timmins is surrounded by major highways, including Highway 11, or the Trans Canada Highway (East, West and South), Highway 101 (West) and Highway 144 (South) making Timmins one of the more accessible communities in the North. 5 P a g e

6 Rail can be accessed just outside the City of Timmins. CN Rail provides commercial rail service to markets within Canada and the United States. And the Ontario Northland bus service allows for personal travel or transportation of parcels throughout Canada and the United States. In regard to broadband and cell capabilities we are well connected with redundant fibre networks, and cellphone coverage throughout our region. The broadband and cell capabilities are more than sufficient to meet your business needs. Crime rates in Timmins are relatively low making it an overall safe community for both work and play. Whether it is cultural activities, recreational activities, indoors but especially outdoors, Timmins has many different opportunities / activities for you to embrace and enjoy all year long. 6 P a g e

The average household income is $88,157, compared to the Ontario average of $73,290. Timmins has a slightly higher household income than the provincial average. 8 P a g e

9 The unemployment rate is 7.3% taken from the 2011 census however has remained relatively consistent or around this mark, showing that there are people available to work in the community. Targeted Sectors Mining Mining & Exploration Supply and Services Exploration Firms Industrial Minerals (talc, silica, dimension stone) Rare Earth Metals, Oxides, Elements (erbium, cerium) Slide #6 Targeted Sectors Timmins is a resource based community. Although we are working to provide some diversification from mining, it still remains to be one of our largest industries. We are looking at the gaps in the mining supply and service sector and actively pursuing the expertise to fill those gaps. We are working with our current mining supply and service companies 9 P a g e

10 to diversify their products and to look at new markets within Canada and abroad. Exploration, although it has slowed a little with the decrease in the metal markets, continues to be an important sector in our community. New exploration leads to new discoveries which lead to new mines and new employment. We are looking to new resources (aside from gold which has been the predominant resource in our community) such as Industrial Minerals, (talc, silica and dimension stone) and Rare Earth Minerals (erbium and cerium) that have deposits in our area but are not currently being processed or is being processed in limited capacity. 10 P a g e

A snapshot of operating mines within a 300 km radius of Timmins. There are 14 operating gold mines, the larger being Goldcorp, Lakeshore Gold, Detour and Brigus Gold. We have 1 operating Base Metal Mine. Glencore operates the Kidd Mine which is the deepest base metal mine in the world. There are 2 Industrial Minerals operations within our region. Imerys operates a talc processing site within Timmins and has their mine site approximately 40 min outside of the community. Agrium operates a 11 P a g e

12 phosphate mine just outside of Kapuskasing (1 hour 40 min north of Timmins). Why Mining? 14 advanced exploration projects ( 9 gold, 2 nickel, 1 industrial mineral, 2 diamond) 8922 active claims, $83.7 million of assessment work reported in 2012, highest in province Approximately 65 exploration firms currently working in area to find new deposits Slide 8 Why Mining? In the Fall of 2013 we had 14 advanced exploration projects taking place. There were close to 9,000 active claims and $83.7 M in assessment work that was reported in Both the active claims and the assessment dollars coming from our region were the highest in the province. There were approximately 65 exploration firms exploring and working to find new deposits in our area. These new deposits were in different 12 P a g e

13 resource streams (base metals, Industrial minerals and rare earth minerals). Why Mining? 104 years of experience with mining industry -both open pit and underground & diverse minerals Proximity to Quebec, Ring of Fire and Sudbury Basin km 200 active suppliers in region is good for networking and innovation We have the natural resources in our region Slide 9 Why Mining? So, if the mining sector is of interest to you, you may want to start looking to Northern Ontario, specifically Timmins. We are a community with over a century of experience in the mining industry. We have knowledge and experience in open pit, underground and the extraction of diverse minerals. Over and above the activity occurring in Timmins, there are other regions in the north that we are also looking at for mining and mining 13 P a g e

14 supply and service. We are in close proximity to Quebec, which also has a strong mining and mining supply presence. We are working to position our community and our mining suppliers to tap into the opportunities that will exist if the Ring of Fire moves forward. The Sudbury Basin, also internationally known for mining is located within a km radius of Timmins. The over 200 mining supply and service companies provide increased opportunities for networking, innovation and also the opportunity for collaboration on upcoming projects. And the last and the most important point is that we have the natural resources to support a continued mining industry. 14 P a g e

Under Science and Technology we are looking at the attraction of Data Centres, underground research facilities, a Mars research facility and Cold weather testing. 15 P a g e

Stable and reliable electrical capacity Large plots of vacant serviced land Cooler climate, and green cooling opp s with lakes Seismically stable zone Redundant fibre networks Slide #11 Why Data Centres Data centres, have traditionally been located close to major urban centres and have been acting as back up of disaster recovery operations for financial services companies. Growth in this sector has lead to opportunities for data centres or large data processing and storage facilities to be developed for many public and private sector companies. 16 P a g e

17 Data Centres can be located virtually anywhere in the world as long as the appropriate IT structure and other requirements are in place to support the operations. Timmins compared to other markets, has stable and reliable electrical capacity. It is very rare to experience long term or short term power outages typically seen in larger centres. The ability to provide a reliable and consistent electrical source allows for the data centres to operate with no interruptions to their clients, increasing client satisfaction. Timmins has within the last year completed a new Industrial Park that could serve as an ideal location for data centres. Interested developers are able to access numerous available serviced plots that are ready for development. Data centre operators are trending towards sustainable energy sources such as wind, hydro, solar, etc leading to the name of Green Data Centres. Timmins has a cooler climate and access to numerous water 17 P a g e

18 sources that could assist in cooling equipment during day to day operations of a data centre. By utilizing the cooler weather, or water cooling techniques the data centre will reduce its overhead in cooling costs allowing for the centre to become more profitable. Timmins is a stable location offering low risk of seismic activity which can interrupt operations of the centre. Timmins also boasts a well developed and on par Telecom and IT infrastructure (redundant fibre networks) comparable with other North America locations allowing us to provide serious competition for new data centre developments. 19 Why Research Facilities Underground labs are the only places on earth to study some physics research Our base metal mine is the deepest in the world and we have other underground mines Can be used to conduct geological, biological and engineering-related experiments Seismically stable environment Canadian Shield Slide #12 Why Research Facilities When it comes to scientific research facilities, Timmins is exploring the possibilities of two different types of facilities: the first being underground lab facilities and the second a NASA research facility. Underground research facilities are being utilized more frequently to conduct physics and other science experiments as they provide isolation from variables (cosmic rays). Currently there are a few of these labs operating around the world. An important factor with these research facilities is isolation. The deeper you are able to go the more isolated the facility is, and the more 19 P a g e

20 accurate the results. The Glencore mine being proposed as the site for the research facility would allow for a lab to be developed at 9600 ft. This lab would be the deepest in the world and closest to the core of earth. The current deepest operating underground lab so far would be Snolab which currently sits at 6800 ft. Again, our location is seismically stable. We don t have the earthquakes that can jeopardize the experiments or the condition / quality of the lab. Lack of seismic activity provides a secure and safe location for scientists to conduct their experiments. 20 P a g e

21 Why Research Facilities It is believed that our geology is similar to Mars (oldest freshwater on the planet, NASA Tests) Growing interest in Mars research Large network of mining geologists, rock mechanics and mining engineers in community Slide #13 Why Research Facilities NASA test facility. In Timmins, it is believed that our geology is similar to Mars. This is not an assumption that we have made but, in fact has been identified by NASA. NASA is not new Timmins, they have in the past, sent scientific researchers to our community to conduct experiments that could provide insight on their MARS research. Their most recent visit to Timmins was in 2011, when they tested the MARS Rover. Due to the similarities, it provided the opportunity to identify and correct any glitches before Rover started its mission on Mars. With the growing interest in MARS there is much opportunity to continue our work with NASA and identify further research possibilities. 21 P a g e

22 Timmins has a large network of mining geologist, rock mechanics, mining engineers in the community that could assist or provide their knowledge to NASA and other types of research facilities as they move forward and complete their experiments. This type of knowledge is not readily available in many locations providing Timmins with a unique advantage of having the knowledge and expertise available in one location. Aside from the two facilities there are additional research project that have recently or are currently taking place in the community. In 2013, Canadian and UK scientists found water in a deep, isolated reservoir, 2.4 km below the surface. The water has been estimated to have been trapped there for a minimum of 1.5 billion years or since around the first multi cellular life arose on the planet. The water is older than any other free-flowing water ever discovered. The water is currently being tested to see if the water contains microbial life. 22 P a g e

23 Stratospheric Balloon Launch. In September of 2013, the Canadian Space Agency (CSA) and the French space agency, the Centre national d'études spatiales (CNES) launched stratospheric balloons from their test site in Timmins. These massive balloons, carry payloads far above the clouds to collect scientific information on the earth s outer Layers. The inaugural launch was a success and the team are currently looking and preparing for future launches from the balloon launch site. Why Cold Weather Testing Modern City with test experience (Jaguar, Toyota) Cold Climate Amenities like hotels, restaurants, transportation networks Land available to develop test facilities Canada s rules for border crossing (simplified) Slide #14 Why Cold Weather Testing Cold weather testing in Timmins is not a new activity but it is an area that we believe we can further develop and tap into. Toyota currently 23 P a g e

24 tests their automobiles in Timmins on an annual basis and in the past other companies, such as jaguar have also tested. Although testing has traditionally taken place in the automotive industry, opportunities exist to test a wide range of products (aerospace, mining equipment, wind turbines, housing, clothing, etc.) Timmins has a stable cold climate compared to some of the other recognized location in the sector (Finland and Sweden). Coupled with the cooler weather, Timmins also receives a consistent accumulated snowfall that is necessary for testing. When looking at the automotive sector, the Timmins region has low population density and has roads available for real-life testing. Timmins has good supporting infrastructure in place as well, such as the airport, and good road access. As well, Timmins has the necessary accommodations and services for visiting engineering teams. Timmins has access to large parcels of land that can be transformed into larger testing facilities. There are also smaller parcels such as 24 P a g e

25 those found in the industrial park that would be suitable for smaller testing facilities, such as robotics. The last thing that positions Timmins above some of the other testing facilities in the US or Finland and Sweden, is the rules Canada has in place for simplified border crossings in this sector. In other countries, vehicles sometimes will get held up at the border and companies will miss their testing window, where Canada has rules in place to ensure that this process occurs seamlessly and with little interruptions to the company. 25 P a g e

26 Targeted Sectors Agriculture Root Crop Farming (i.e. onions, potatoes, carrots, cabbage, turnips) Berries (blueberries, raspberries) Livestock (cattle, sheep, goats, bison, elk) Grains (oats, barley, hay, wheat, canola) Slide #16 Agriculture Agriculture may seem a little peculiar, as a sector that Timmins is targeting for growth and development. We have actually seen an increase in the amount of ag business starting and operating in our region. According to studies by the Northeast Community Network, opportunities will only increase in our region for new ag development. Right now we know that the crops and livestocks listed on slide do well in our zone, but as climate change continues, the north claybelt region, of which Timmins is in or is close proximity to, will become the major producing area for agriculture in the next years. 26 P a g e

27 Why Agriculture Thousands of acres of reasonably priced virgin land Lower municipal tax rate than Southern Ontario Good Soil Quality -Class 3 & Class 4 Local market sales and processing possibilities Eagerness of region to develop this sector Slide #16 Why Agriculture So besides climate change, what other benefits or advantages do we have when looking at agriculture. Right now, there are still large acreages of reasonably priced virgin land, or land that has not been planted or seen non organic growing in many, many years (40 years). Land in Southern Ontario is quickly becoming exhausted and tax rates are quite high. We are now seeing veteran farmers or second, third generation farmers moving to our area to start their own farming operations because of 1) the availability of land and 2) the cost whether it be to purchase or the taxes to maintain the land are more reasonable than those found in Southern Ontario. 27 P a g e

28 Soil quality ranges in Class 3 and 4 and this is changing as climate change takes place, or tiling occurs on the land. Diverse produce, some that we did not traditionally see in our area are now growing and able to be harvested. Opportunities exist for local market sales and processing. There are a number of Farmers Market s in the region, and a coop distribution system in place throughout the North. Agriculture is not only a target for the community of Timmins, but the region has also seen the possibilities that it has to offer. Our regional partners are working together to build this sector and are supporting each other as attraction efforts take place for more ag producers and processors to open operations in our area. 28 P a g e

29 Tools for Development Willing municipal partners Northern development incentives 200 acres of serviced industrial land readily available Thousands of low cost acres of industrial land Availability of labour Slide #17 Tools for Development In a snapshot, tools that are available for development for these larger sectors and for smaller development as well, as you will see in a moment, include: 1) Municipal partners that are willing to work with you to ensure that your business is successful and we can assist at any level, whether it be entry level or expansion level 2) We can work with you to access Northern Development Incentives that you may be eligible to tap into, and I will talk more about that in a moment 3) Readily available serviced industrial land and, 4) An educated, readily available workforce to meet your requirements. 29 P a g e

30 The Business Enterprise Centre Funded by MNDM, MEDTE and MRI Business support for start up and existing small and medium size enterprises 864 business consultations completed in 2013 $2.3 M leveraged for businesses in 2013 Business Training Slide #18 The Business Enterprise Centre Hosted by the Timmins Economic Development Corporation, and funded by the Ministry of Northern Development and Mines, the Ministry of Economic Development, Trade and Employment and the Ministry of Research and Innovation, The Business Enterprise Centre a member of ONE, the Ontario Network of Entrepreneurs, focuses on providing support to start-up and existing small and medium enterprises. Through The Business Enterprise Centre, entrepreneurs are provided with easy access to business consulting service and information 30 P a g e

31 covering many of the different disciplines in operating a small to medium size business, such as management, marketing, business registrations, technology and financing. In 2013, The Business Enterprise Centre conducted 864 business consultations with entrepreneurs who were in the planning phase, start up phase, expansion phase and also at the end of the business cycle, succession or closure plans. We have also worked with our clients to leverage $2.3 M for their business start ups and operations. The Business Enterprise Centre promotes entrepreneurship at all levels, and deliver programs and training targeted to key areas, including seniors, youth, unemployed, women, aboriginal, etc. Our services are designed to create an entrepreneurial culture, with a goal of producing new employment in the region. 31 P a g e

The Timmins Economic Development Corporation is the host of The Business Enterprise Centre and they oversee the day to day operations of the centre. RBC is our financial partner. We work together to assist our clients and provide training and mentorship opportunities. 32 P a g e

33 The Business Enterprise Centre works closely with the Timmins Chamber of Commerce to host information and training sessions for the business community. The Community Futures Development Corporation works together with The Business Enterprise Centre to assist clients with financing opportunities, to implement programming in the region specifically in regards to youth entrepreneurship, and in our northern communities the CFDC delivers some business counseling and/or provides a workstation for entrepreneurs to connect with a Business Development Specialist in Timmins via Skype. Regional Economic Development Networks. The Business Enterprise Centre will work with organizations such as Ontario s North Economic Development Corporation or ONEDC, which consists of the five larger communities in Northern Ontario, to implement projects either on a regional or pan northern level. 33 P a g e

34 Incentive / Funding Opportunities NOHFC Fednor The Venture Centre / Le Centre de developpement Other Sources of Funding (Financial Institurions, CYBF, etc.) Slide #20 Incentives / Funding Opportunities The Business Enterprise Centre works with entrepreneurs to identify the best possible funding / financial opportunities for their business and operations. Although there are financial incentives for businesses in the North programming is usually very specific and directed towards certain sectors. The Northern Ontario Heritage Fund Corporation or NOHFC is the program that we tend to work with the most. NOHFC offers a number of different programs with the most relevant to SME s being the 34 P a g e

35 Northern Ontario Internship Program, the Northern Innovation Program and the Northern Business Opportunity Program. Under the Northern Business Opportunity Program, there are four streams relating to business start ups, business expansions, new investment, and film and TV projects. When looking at these programs, it s important to note that businesses are only eligible if they have been identified as target sectors in the Northern Ontario Growth Plan. advanced manufacturing agriculture, aquaculture and food processing arts, culture and creative industries digital economy forestry and value-added forestry-related industries health sciences minerals sector and mining supply and services renewable energy and services tourism 35 P a g e

36 transportation, aviation and aerospace water technologies and services Incentives range from a 50% grant contribution for new start ups to a 25% grant 25% repayable loan for business expansions. Under the Northern Innovation Program, there are three main programs that are eligible for funding, these being Applied Research and Development Projects, Opportunity Assessment Projects and Pilot Demonstration and Commercialization projects. All three of these projects encourage or require collaboration between the private sector, academic institutions and research institutes. The growth plan sectors are also required for these programs and funding will vary program to program. Fednor is the Government of Canada s economic development corporation for Northern Ontario. They offer sector specific funding through their Northern Ontario Development Program specifically 36 P a g e

37 focusing on Business Growth and Competitiveness and Innovation. Private Sector can access youth internships, innovation, advanced manufacturing programs. Funding under these programs are in the form of an interest free repayable loan with the exception of the youth internship. Youth internships are provided a 50% grant contribution up to $31,500. The Venture Centre is the local community futures development corporation. They work with entrepreneurs who are unable to secure financing through traditional means. They provide opportunities for entrepreneurs to build or repair their credit with the end goal of being transferred to a traditional financial institution. There are other sources of financing that we work with as well. Specialty programs that may come up as one time funding, traditional banks, the Business Development Bank of Canada and the Canadian Youth Business Foundation for individuals under the age of 39, just to name a few. 37 P a g e

39 The Timmins Chamber of Commerce partnered with the Ontario Chamber of Commerce to release the Emerging Stronger 2014 report. Emerging Stronger 2014 identifies the immediate steps that government and the private sector must take to enhance Ontario s economic competitiveness and spur job creation in the province. A sample of Timmins businesses (137 businesses) were contacted and they provided their thoughts on the local economy and that within the province of Ontario. 81% of businesses contacted were confident in their economic outlook. This was 7 point ahead of the Ontario average 57 % of businesses are planning to expand in the next 5 years which comes very close to meeting the provincial average of 58% 46f % of Timmins businesses think that Ontario is headed in the right direction, slightly higher than the provincial average 53% of businesses are confident in the Ontario economy, again slightly above the provincial average. 39 P a g e
