Kearney commissioner Robert Rusty Barkerding Jr. commissioner The Board of Commissioners of the Port of New Orleans sets policies and regulates all river traffic and commerce of the Port in Orleans, Jefferson and St. Bernard parishes. The Board is made up of seven commissioners. They are unsalaried and serve five-year staggered terms. The governor of Louisiana appoints Board members from a list of three nominees submitted by 19 local business, civic, labor, education and maritime groups. The seven-person Board reflects the three-parish (county) jurisdiction of the Board. Four members are selected from Orleans Parish, two from Jefferson Parish and one from St. Bernard Parish. The nominating organizations for Orleans Parish are: the Greater New Orleans AFL-CIO, Greater New Orleans Inc., Dillard University, Greater New Orleans Barge Fleeting Association, International Freight Forwarders and Customs House Brokers Association of New Orleans, Louisiana Farm Bureau, Maritime Trades Council of Greater New Orleans and Vicinity, Metropolitan Area Committee, New Orleans Board of Trade, New Orleans Steamship Association, Propeller Club of the U.S. (Port of New Orleans chapter), Urban League of Greater New Orleans, World Trade Center and Xavier University. Nominating organizations for the Jefferson Parish members include the Jefferson Chamber of Commerce and the Harvey Canal Industrial Association. The St. Bernard nominating organizations include the St. Bernard Chamber of Commerce and the St. Bernard Port, Harbor and Terminal District. 14 port facts port facts The Port of New Orleans is a deep-draft multipurpose port at the center of the world s busiest port system Louisiana s Lower Mississippi River. Connected to major inland markets and Canada via 14,500 miles of waterways, six Class I railroads and the interstate highway system, the Port is the ideal gateway for steel, project cargo, containers, coffee, natural rubber, chemicals, forest products, manufactured goods, passenger cruises and more. An extensive network of ocean carrier services as well as added-value services like transloading of bulk into containers make the Port of New Orleans the superior logistics solution for many types of cargo. OUR MISSION To be a proactive, customer-oriented, financially healthy service organization whose primary purpose is to maximize the flow of foreign and domestic waterborne trade and commerce with relevant markets by providing, directly or through third parties, highly productive facilities, equipment and support services to meet the specialized needs of shippers and ship operators. ECONOMIC ENGINE The Port of New Orleans is an economic engine that creates jobs for Louisiana citizens through cargo, cruise and development activities. The Port s cargo activities generate 160,000 direct and indirect jobs and $17 billion in spending statewide. In 2012, the Port s cruise operations supported 7,548 jobs and $399 million in cruise line spending in Louisiana. There is no doubt the Port of New Orleans serves as the heartbeat of the Crescent City and the region by helping to build a prosperous city through trade and tourism. FACILITIES The Port s facilities include 20 million square feet of cargo handling area, more than 3.1 million square feet of covered storage area, and 1.7 million square feet of cruise and parking facilities. See page 26 for more details on each of our facilities. INTERMODAL ACCESS The Port of New Orleans is America s most intermodal port. It is connected to major markets across the continent by the interstate highway system and is the only seaport in the U.S. served by all six Class I rail lines, 50 ocean carriers, 16 barge lines and 75 truck lines. The Clarence Henry Truckway, a two-lane roadway for Port traffic only, makes fast transit times even faster. The Port also offers on-dock rail and ship-to-barge services. 12 PORT DIRECTORY 2014

15 The Port of New Orleans is the only seaport in the United States served by all six Class I railroads: Burlington Northern/Santa Fe, Canadian National, Kansas City Southern, CSX, Norfolk Southern and the Union Pacific all serve the Port of New Orleans, along with logistics support from New Orleans Public Belt s 26 miles of track. This connectivity allows customers direct access to a 133,000-mile rail network. Six post-panamax gantry cranes The Port has an expansion footprint with a capacity of up to 1.6 million TEUs per year and 12 gantry cranes. 3,000 feet of linear berth space and 45-foot draft Transload bulk from container to barge Heavy lift / project cargo: Superior rail and waterway connections. Railroad spurs at docks allow cargo to be loaded and discharged directly to rail. Direct load or discharge to barge provides convenient access to inland locations for the largest and heaviest loads. Industrial Real Estate The Port of New Orleans owns an industrial park with over 1,000 acres of properties that lease under long- and short-term agreements. The properties feature convenient access to the interstate highway system, waterways and the New Orleans Public Belt Railroad. The properties are zoned for heavy and light industrial uses. Cruise New Orleans The Port of New Orleans handled 987,860 passengers in 2013 and was named the sixth-largest cruise port in the U.S. With growing demand for cruises from the Big Easy, the cruise lines continue to respond by deploying newer and larger ships to New Orleans. Carnival Cruise Lines, Norwegian Cruise Line and Royal Caribbean Cruise Line sail to western and eastern Caribbean destinations. The Port also offers inlandriver and coastwise cruises. STAYING AHEAD OF THE MARKET To stay ahead of market demand, the Port has invested over $100 million in capital improvement projects since 2012 and has a Master Plan to expand the Napoleon Avenue Container Terminal to 1.6 million TEU capacity. Upcoming expansions of the Poland Avenue Wharf will include a third state-ofthe-art cruise terminal just downriver from our two existing cruise terminals located near the Historic French Quarter. All of these investments, both public and private, will maximize the flow of foreign and domestic waterborne trade, and continue to rate the Port of New Orleans as an economic engine for the region and the country. 16 foreign-trade zone foreigntrade zone Foreign-Trade Zone (FTZ) No. 2 is administered by the Board of Commissioners of the Port of New Orleans pursuant to a grant of authority issued by the Foreign- Trade Zones Board, Washington, D.C., on July 16, It is the nation s second oldest FTZ. The zone consists of four manufacturing Subzones operated by Exxon Mobil Corporation, Valero Refining - Mereaux, Huntington Ingalls and Phillips 66. Additionally, there are over 50 designated usage-driven sites throughout Greater New Orleans. Site 2 (76 acres) a magnet site in the Almonaster-Michoud Industrial District on the Inner Harbor Navigation Canal and the Mississippi River-Gulf Outlet. Site 4 (4 acres) at 200 Crofton Road adjacent to the Louis Armstrong Airport, Kenner, Louisiana. Site 7 (216 acres) Chalmette Terminal operated by the St. Bernard Port, Harbor and Terminal District. Sites 8-79 (445 acres) consisting of over 50 FTZ usage-driven sites throughout the metro-new Orleans area and operated by six FTZ-approved operators (Dupuy Storage & Forwarding Corp., Metro International Trade Services, LLC, Millett Duty Free, Inc., Pacorini Metals USA, LLC, and Port Cargo Services Inc.). BENEFITS The Foreign-Trade Zone program was created by Congress in 1934 to stimulate growth for U.S. companies competing on the international stage by allowing delayed or reduced duty payments. A Foreign-Trade Zone is a secure area located at or near an international port of entry that is legally outside of U.S. Customs Territory. Without incurring duties, merchandise located in the zone may be stored, sampled, tested, assembled, manufactured, manipulated, mixed, processed, tested, repackaged, relabeled, repaired, cleaned, salvaged, exhibited, displayed and destroyed. Retail trade is prohibited in a Foreign-Trade Zone. 14 PORT DIRECTORY 2014

17 benefits of foreign-trade zone Duty Elimination Duties are eliminated when you assemble or manufacture a product in a zone and then export it. Duties are eliminated on waste, scrap and rejected or defective parts. Duty Inversion Duties can be lowered when you assemble or manufacture a finished product for consumption in the United States that has a lower duty rate than the individual imported components. Duty Deferrals Until merchandise moves out of a Foreign-Trade Zone and into U.S. commerce, duties are deferred resulting in a cash flow advantage for the owner of the merchandise. Reduced Merchandise Processing Fees Instead of making customs entries and paying Merchandise Processing Fees on each shipment, zone users may be able to consolidate those shipments into a weekly entry and pay a single Merchandise Processing Fee. Brokerage costs may also be reduced with fewer entries. Quotas Merchandise that is subject to quotas can be held in a Foreign-Trade Zone in anticipation of a change of the quota that would allow the product to enter U.S. commerce. Flexibility Shippers can increase flexibility with just-in-time delivery and reduced customs delays. FTZ BY THE NUMBERS: Louisiana ranks 2nd among the states for the value of merchandise entering a U.S. Foreign-Trade Zone. Louisiana ranks 11th among the states for the value of merchandise exported from a U.S. Foreign-Trade Zone. About $16.3 billion worth of merchandise was received in the New Orleans Foreign-Trade Zone in Some $691 million in merchandise was exported from New Orleans Foreign- Trade Zone sites. 2,855 people were employed in New Orleans Foreign-Trade Zones, and 17,650 were employed in Louisiana s six Foreign-Trade Zones. 18 industrial real estate industrial real estate In addition to its cargo handling capabilities, the Port of New Orleans has an industrial park with more than 1,000 acres of properties that it leases under long- and shortterm agreements. All of the properties feature convenient access to the Interstate system and most feature access to waterways and the New Orleans Public Belt Railroad, which connects the Port to all six Class I railroads operating in the United States. They are located within 2.5 miles of Lakefront Airport and 7 miles from the New Orleans Central Business District. Most of the properties are on or near the Inner Harbor- Navigation Canal (Industrial Canal) as shown on the map to the right. A few sites are located on the Gulf Intracoastal Waterway and several are located on or near the Mississippi River. The properties are zoned for heavy and light industrial uses. Existing uses of the properties include: Shipbuilding and repair Warehouse, distribution and logistics Truck and container depots Basic materials handling Bulk liquids transloading Cement handling Steel distribution Refrigerated warehousing Manufacturing and packaging Lease terms and rates are competitive with the market. 24 CRUISE cruise new orleans The Port of New Orleans two state-of-the-art cruise terminals are located in the heart of the city near the historic French Quarter, family attractions, shopping, dining and hotels. Erato Street Cruise Terminal offers more than 1,000 parking spots within the terminal, while the Julia Street Cruise Terminal, just next door, also offers secured parking adjacent to the terminal. Carnival Cruise Lines, Norwegian Cruise Line and Royal Caribbean International sail weekly to destinations in the Western Caribbean and Bahamas. The Great American Steamboat Company, American Cruiselines, Travel Dynamics International and Blount Small Ship Adventures offer cruises along the coast and the nation s inland river system. More than 80 percent of New Orleans cruise passengers are from out of state and 60 percent of them spend an average of two nights in the Big Easy either before or after their cruise which is why cruising from New Orleans is touted as taking two vacations in one. Port of New Orleans cruise terminals handled a record 987,860 passengers in 2013, up more than 1 percent compared to 2012, which saw a 32 percent gain over Cruise industry spending in Louisiana in 2012 grew 42.5 percent to $399 million, generating 7,548 jobs, compared to 5,512 jobs in New Orleans is also ranked the sixth-largest cruise port in the United States, up from the ninth position in The cruise industry has responded to the increased demand for cruising from New Orleans by launching its newest and largest vessels from the Big Easy. Plans are also in the works for a third cruise terminal able to handle the industry s largest vessels, at Poland Avenue just a few miles downriver from the French Quarter and the existing two cruise facilities.
