INTRODUCTION 1.1 OVERVIEW This policy provides the details as to what furniture is supplied and where it is supplied. 1.2 PURPOSE OF THIS DOCUMENT This document is written with the aim of providing clear policies and procedures for the supply of furniture to ensure effective management and consistent implementation of the furniture policy. 1.3 SCOPE This document is written for use by Department of Housing officers, client agencies and tenants. 1.4 RELEVANT LEGISLATION AND REFERENCES Residential Tenancies Act 1987 Financial Administration and Audit Act 1985 Government Employees Housing Act 1964 State Supply Commission Buying Wisely Policies Customer Service Charter 1.5 DOCUMENT CONTROL This document is published on the GROH Internet site at - GROH Policies. 7 2. SUPPLY OF FURNITURE POLICY : GROH furniture will be supplied upon request by a client agency to: All accommodation north of the 26 th parallel Specific locations south of the 26 th parallel. (See Appendix 1) Isolated locations ( See Appendix 2) Accommodation south of the 26 th parallel with a shared tenancy. Client agencies can also request the supply of furniture to satisfy short-term requirements to provide assistance in unusual circumstances (e.g. new graduate teachers) for a maximum of twelve (12) months. Furniture will be supplied in response to a written request from a department where: - the agency agrees to pay transportation costs if the furniture is not stored locally; and - the agency agrees that the furniture will be supplied on a temporary basis, for no longer than twelve (12) months. Furniture will be removed from a tenancy upon request by the agency, or at the expiration of the twelve (12) month period. PRACTICES / PROCEDURES 2.1 Furniture is provided upon written request being made by the client agency. 2.2 A list of the furniture items that are provided is attached. (Schedule A). Client agencies can request any or all items on the list. 2.3 The furniture may be either new or second-hand. 2.4 With the exception of those towns identified in Appendix 1, furniture will not be provided to accommodation south of the 26 th parallel, unless the tenancy is shared. 2.5 In special circumstances and on written request from the agency, GROH will provide furniture on a short-term basis to accommodation in the South-west. If the furniture is not available locally, the agency will be responsible for covering the transportation costs. 2.6 When furniture is provided under special circumstances, GROH reserves the right to review the provision of furniture at any time during the maximum twelve (12) month period. 2.7 If shared accommodation becomes vacant, GROH reserves the right to remove all or part of the furniture supplied. 2.8 Furniture must not be removed from the accommodation without the consent of the Department of Housing. 7

FURNITURE FEE POLICY : PRACTICES / PROCEDURES The client agency will pay a fee for the supply of furniture. 3.1 Client agencies will be charged a weekly fee to recover the cost of supplying furniture. 3.2 A furniture fee will be charged regardless of whether a full or partial complement of furniture is supplied. 3.2 This fee may be varied from time to time. 4. FURNITURE REPLACEMENT POLICY : PRACTICES / PROCEDURES GROH will replace furniture when required 4.1 The Department of Housing will arrange to inspect the furniture and assess its condition. 4.2 Any furniture that requires replacement due to tenant neglect or damage beyond fair wear and tear will be replaced at the cost of either the tenant responsible for the damage, or the client agency in the case of shared accommodation. 4.3 Furniture requiring replacement may be replaced with secondhand furniture. 4.4 Occupants should not remove or dispose of any furniture supplied to the accommodation. 8
9 5. FURNITURE INVENTORY POLICY : Furniture inventories are conducted during ingoing, outgoing and annual inspections. PRACTICES / PROCEDURES 5.1 Occupants will be given an inventory of the furniture supplied upon occupation. 5.2 It is the occupant s responsibility to advise the Department of Housing immediately of any missing or damaged furniture. 5.3 The Department of Housing will carry out an annual furniture inventory. 5.4 Occupants or agencies may be charged for any missing or damaged furniture arising from misuse or neglect. 9
10 Furniture supplied: SCHEDULE A 1 settee and two chairs with cushions Houses in the north of the State, isolated locations and towns South of 26 th parallel (as specified in Appendix 1) are to be provided with a refrigerator/freezer with a minimum of a 360 litre refrigerator capacity and 140 litre freezer capacity in the form of an upright two-door unit. Units will be provided with a 360 litre, two-door upright refrigerator/freezer. Isolated locations are provided with an additional freezer of 300 litre capacity in addition to the above. (See Appendix 2 Locations that meet the criteria as an isolated location ). Other locations may be provided with an additional freezer at GROH s discretion upon agency request. 1 dining table 6 dining chairs 1 outdoor table 4 outdoor chairs 1 automatic washing machine 10
