3 Senate Hurricane Preparation Hearing [recovery] doesn t make sense if you don t recognize that putting [the community] back [as it was] won t change the economic outcome and we still end up with a failure. not just merely administering the Stafford Act but really getting to the point where a community has their tax base intact, which is a good indicator that they can continue to have services, and that we have been successful in the housing mission, getting schools open, providing public safety, and setting the stage for business to thrive. This gives us a better opportunity to start looking holistically at what federal programs do we have, what authorities do we have, even though FEMA may not have those programs, helping provide that focus of the Stafford act. This also brings in the rest of the federal family, helps a local government and the state reestablish that tax base. This in turn is a reflection that we have been able to achieve things such as housing, jobs and maintaining the community infrastructure. 3
4 ESF #14 Mission The mission of ESF #14 is to promote successful long-term recoveries for communities suffering extraordinary damages. It does so by working through the State to: identify and coordinate potential sources of recovery funding; and to provide technical assistance in the form of impact analyses and recovery planning support where appropriate. The mission is complete when all potential resources have been identified and coordinated with the severely damaged areas, when warranted impact analyses are done, and when the necessary support has been provided to launch community recovery plans. 4

6 Facilitate/Aid/Help Convene Coordinate ESF #14 Support: Technical Assistance Analysis/Report ESF #14 Coordinates the involvement of multiple Federal, State, local, public and private resources that can be directed to a community s long-term recovery needs. Identify needs, issues, gaps, link resources ESF #14 Technical Assistance Advisors, targeted planning, workshops Assess the long-term impacts Help identify/ prioritize projects important to the community s long-term recovery When warranted, support the development of long-term recovery plans (LTCR Plans). 6
7 What ESF 14 does not do? ESF #14 does not drive a community s recovery. The community is responsible for its recovery. Comprehensive or economic development planning. ESF #14 has a disaster recovery focus Provide or coordinate assistance to individuals and families in either short or long term recovery (IA programs and the VOAD and VAL supported local Long Term Recovery Committees do that) Manage, organize or coordinate disaster housing Provide $ or grants or oversee disaster assistance ESF #14 does not support long term implementation. 7

9 State Roles Identify lead entity and long term recovery structure for State agencies Lead a recovery taskforce or commission Facilitate the definition of roles and responsibilities for long term recovery support to communities Identify extraordinarily impacted communities Provide as much technical assistance to local governments as is feasible When warranted, support the development of long-term recovery plans (LTCR Plans). 16 Challenges ESF #14 Capacity limited if many events Motivating Federal agencies to be at the table. Same is the case in many states. States prepared to interface with ESF 14 States with capability to coordinate State agencies effectively State preparation to engage in community level support for recovery coordination, planning and implementation FEMA, Federal Agency and State Resources to be able to build pre-disaster capability between Regions and States Understanding with Emergency Management community for the need to seek partnership and strong links with other agencies and disciplines No National Disaster Recovery Strategy or Framework to define larger context into which we plug-in. 16

Raise the issue of overall recovery organization with the Governors Office Build state self-sufficiency FEMA capability for multiple events limited Form a standing interagency recovery committee or task force Link community recovery with State Led Housing Task Forces Build relationships with non-traditional disaster recovery partners/agencies Link and use VAL/VOAD efforts when organizing municipal leadership Develop a state interagency team to engage communities early Build community capabilities for LTCR a foundation of community planning Use the next disaster to explore these concepts of broader long term recovery coordination and local technical assistance Long Term Community Recovery is more a concept than something only ESF #14 can do 17
