4 No.: 078 Established: Revision no: Rev. date: Page: Background and mandate There is a continuous increase in the flow of personnel between installations and fields partly also from one Shelf to another. It is therefore important to ensure uniform and common procedures within the industry. Working Together for Safety (WTS) has defined Crane and lifting operations and Falling objects as high priority commitment areas. The preparation of guidelines for use of manriders on the Norwegian Shelf installations has been defined as a part-assignment in this work. Norwegian Oil and Gas Association/NR is responsible for the work, with DMF (Drilling Managers Forum) as the process owner. The purpose of the work is to Standardize the use and operation of manriders on the Norwegian Shelf. 2.0 The working group The following people have participated in the work: Janike Myre Odfjell Drilling (chair person) Bård Tinnen Marime Well Service AS Knut Dag Stenevik NOPEF/Prosafe Jan Jørgen Olsen Norsk Hydro Yngvar Borøy Hydralift Jan Krokeide Norwegian Oil and Gas/DMF The working group was established on 6 March 2002, the goal being to complete its recommendation by 1 June The working group submitted its recommendation on 28 June Work methodology The work and the recommendation are based on facts gathered from operating companies, drilling contractors and service companies in order to identify routines and procedures currently employed for the use of manriders and manrider winches. The group has focused on formal requirements, training, communication, limitations, signals, etc. The information has been processed and used in a conformity matrix of routines and practice. In its recommendation, the working group has sought to establish a common denominator for industry

The working group recommends that all players verify their own procedures/checklists against these guidelines to ensure that the routines described are followed as a minimum. It has been a goal to ensure harmonization with the British sector as well. We have therefore drawn on the Step change program for information and maintained its recommendation. The working group has concluded that the hand signals described in Appendix A should be established as the industry standard, thus ensuring uniform practice on the Norwegian and British Shelves. 4.0 Synergi and deviation reports Available reports from Synergi have been evaluated and systematized in order to ensure the necessary transfer of experience. To this end, 358 reports related to the use of manriders and manrider winches has been have been catalogued for use in this work. The focus and prioritised areas have been safeguarded through the recommendation. 5.0 Formal requirements and recommended standards Section 26 of the Facilities Regulations Equipment for transportation of personnel and Section 70 of the Facilities Regulations, Lifting appliances and lifting gear with Guidelines ; Section 19 of the Activity Regulations, Competence and Section 83, Lifting Operations. NORSOK standards R-003N chapter 4 and D-001 chapter DnV s OS E101 can be used concerning general requirements for manrider winches. 6.0 General guidelines 6.1 Use of manriders/manrider winches Manriders should only be used to a limited extent, and it must never be considered a routine operation. Personnel transport with a manrider must be done using a manrider winch. A work winch may only be used for personnel transport following a documented risk assessment. When new installations/modifications are planned, the need for manrider winches, their number and location, must be carefully considered in relation to known activities (maintenance, etc.).
6 No.: 078 Established: Revision no: Rev. date: Page: Simultaneous activities Work in a manrider must NOT take place while machinery or remote-controlled equipment are being operated in the area. Deviations from this stipulation require a documented risk assessment such as a Safe Job Analysis (SJA). 6.3 Falling objects The necessary measures must be implemented to safeguard personnel working in manriders from falling objects. 6.4 Working below the drill floor Work in a manrider below the drill floor ( moonpool etc.) is only permitted if clear communication can be maintained between the winch operator and the person in the manrider. Simultaneous activity on the drill floor must be avoided. Deviations from this require a documented risk assessment. 6.5 Responsibility There must be a clear management responsibility for work at heights, and the area of responsibility for use of the manrider must be defined for each work area. 7.0 Requirements for lifting gear used in manrider personnel transport The manrider winch must be certified for such lifting. This also applies to components such as discs, hooks, shackles, wires and the manrider. Wire clamps must not be used in this connection. The personnel must be secured with a shackle, bolt nut and a safety split pin. Securing of hand tools must be done with a snap hook with screw lock. The equipment must be designed in accordance with a recognized standard, e.g. DNV Drilling plant, DNV-OS-E101, October There must be a certificate of application. The winch, wire, manrider/safety belt/block and other anti-fall securing equipment must be inspected and marked by the supplier and/or an authorized professional at least once every 12 months. There must be an established management system, which ensures and documents necessary maintenance. The winch, anti-fall securing equipment and the manriders must be operated in accordance with internal procedures. These must agree with the manufacturer s instructions. The belt must be clean, undamaged and marked with an ID number.

The counterbalance effect of the wire must be taken into account when personnel are transported at heights. 8.0 Requirements for personnel / communication / etc. 8.1 Responsibility The winch operator bears the main responsibility for the personnel transport. 8.2 Requirements regarding experience/training Only personnel with documented training may use personnel winches. The company must have internal qualification requirements. The winch operator, the flagman and the person in the manrider must all know the manrider operations well and also the signals for STOP, LOWER and HEAVE, and they must maintain continuous visual contact. All communication must take place with confirming replies. When the radio is used (UHF), A must call up B, B replies, A gives the order and B confirms. For critical operations in the manrider, the winch operator, the flag man and the person in the manrider must have experience with such operations and know the potential dangers. 8.3 Voluntary participation A manrider must always be a voluntary mode of transport. 8.4 Pre-job checks The winch operator, the flag man and the person in the manrider must always discuss the operation in advance in order to determine the best work method. The winch operator shall conduct a "buddy check" of the manrider and the fastening (correct use of safety equipment). The winch operator must ensure that tools to be used by the person in the manrider have been secured. 8.5 Requirements for continuous monitoring The winch operator must stand by the winch control as long as there is a person in the manrider. The winch operator must only operate one winch. The winch operator must at all times maintain eye contact with the person in the manrider, either personally or through the flag man, and maintain good communication.

The winch operator must stop the lifting operation if there is a stop signal and/or the safety of the operation is in doubt. 8.6 Communication and signaling Radio communication must be established before the manrider operation is begun, but the radio must not be the only type of communication used to convey signals. If a flagman is used, he/she must have radio communication with both the winch operator and the person in the manrider. All messages given over the radio must be confirmed by the recipient. If the radio contact is interrupted or there is interference in the channel used, the winch operation must be stopped immediately until contact with the person in the manrider has been restored. The winch operator must not heave or lower without an order from the person in the manrider. Heave and lower require continuous signals. The hand signals must be those described in Appendix A. 8.7 Focus on wire winding The winch operator must keep an eye on the wire winding in order to avoid the wire slackening on the drum. 8.8 Focus on the danger of crushing/blows Care must be taken during personnel transport to ensure that the person in the manrider does not get crushed and stays clear of barriers and lines in the area. 9.0 Weather, wind and heave limitations A procedure will be prepared which stipulates limitations in the use of the manrider winch and the manrider in relation to weather, wind and heave. If the manrider winch is to be used on or close to heave-compensating equipment, the heave movement and periods of the rig/vessel must be taken into account. Limitations for heave must be defined on the basis of frequency, wave height, the movements of the installation and the properties of the winch. It must be possible to release the manrider winch with at least the same speed as the maximum speed of the movement of the rig/vessel.
9 No.: 078 Established: Revision no: Rev. date: Page: Notification The person in charge on the drill floor must be notified before a manrider winch is used in the drilling area. The person in charge then notifies other personnel working in the area. A sign stating person in manrider must be hung in the driller s cabin. When the work is done above open sea, the company notification routines must be followed Precheck of lifting gear The routines prepared by the manufacturer must be followed. If the manufacturer s checklist does not include the following points, these must also be dealt with: Prior to initial use of manrider winches, the winch, wire and manrider must be checked for possible faults. The shackle used must have the current year s color, as well as a lock pin between the harness and the swivel. Use anti-fall securing equipment on tools. Function test the winch. Test the emergency stop function. Check the emergency heaving and lowering. Check the brake. Check the winch components visually with damage, leaks, etc. in mind. Be very careful that the wire winds correctly onto the drum, so that the wire does not build up. This may cause an uncontrolled fall for the person hanging in the manrider Precheck of communication equipment Good communication must be established between the person in the manrider and the operator of the manrider winch. Radios and batteries must be controlled before start-up, and the radio communication must be tested before personnel is transported by winch. A radio with a headset is recommended. The radio channel to be used must be agreed in advance.
