1 Welcome to Issue 308 of the Newsletter. Issue May 2016 Property List Number If you are interested in any of the properties in this Newsletter you can make a bid for the property from 12 noon on Wednesday 25 May 2016 until 12 noon on Wednesday 1 June It does not matter whether you make your bid on the first day or the last day of the advertising cycle. Once bidding has closed, everyone who has made a bid for a property will be considered. The successful bid will be selected in accordance with the Council s Allocations Policy. You can ask a member of staff at one of our Neighbourhood Offices/One Stop Shops or Access to Housing to register a bid for you or you can fill in the coupon in this Newsletter and return it to one of our Neighbourhood Offices/One Stop Shops or Access to Housing. You can also bid online at To do this you will need your housing application reference number and Personal Identification Number (PIN). If you are an existing applicant, you should already have received this. If you have not received this or you have not registered for housing please contact one of our Neighbourhood Offices/One Stop Shops or Access to Housing. You can also bid by using the Freephone telephone service ( ). 2 Changes to HomeSpot Some changes have been introduced to HomeSpot with effect from 1 April The Council consulted on proposed changes to the Allocations Policy during the summer of 2014 and some changes to HomeSpot were agreed in a report that was considered by the Executive on 13 January The full report is available on the Council s website at Letting Quotas for Home Seekers, Home Movers and Home Starters Letting quotas will be changed to reflect the reduction in the number of Home Seekers (applicant with homelessness priority) over recent years. General needs properties will be sequenced equally between Home Seekers, Home Movers and Home Starters applicants with each applicant group receiving a third of lets. Exceptional Circumstances Where an applicant has been awarded priority because they have Exceptional Circumstances the applicant will be directly matched to a property rather than bid for properties through HomeSpot. Appeals The appeals process will be reduced from 3 stages to 2 stages which will bring the process in line with the Council s Complaints procedure. Functional Needs Assessment If you have been awarded priority because your house is unsuitable for you due to a medical condition and/or a disability you will have an M indicator after your priority. From 1 April 2015, the M indicator will change to an F indicator to reflect that fact that the property you live in does not meet your functional needs. This does not affect the level of priority that you have been awarded and you will still be able to bid for properties that are advertised as Adapted. If you have a recommendation for a certain facility for example, a wet room, level or low access shower or an adapted kitchen you will only be able to bid for properties that are advertised as "Adapted" If you have a recommendation for ground floor housing only you can also bid for ground floor houses that are advertised for your applicant group.

10 What are Home Seekers, Home Movers and Home Starters? You are a Home Seeker if you are considered homeless in terms of homeless legislation. You are a Home Mover if you are a tenant of Falkirk Council or a tenant of a Housing Association or a Registered Social Landlord (RSL) living in the Council area. 11 HomeSwapper Falkirk Council is registered with HomeSwapper which is a web based service to help tenants of social landlords swap houses. Falkirk Council tenants can register with HomeSwapper free of charge and get information about tenants in the Council area who want to exchange houses as well as details of people wanting to move here from outside the area. If you are not a tenant of Falkirk Council check with your landlord to see if they are registered with HomeSwapper. Even if your landlord isn't registered with HomeSwapper you can still use this web based mutual exchange system but you will need to pay a small registration fee. For more information about HomeSwapper visit their website at at or contact your local Neighbourhood Offices/One Stop Shops. If you find someone to carry out an exchange with either through HomeSwapper or any other way you must get written permission from the Council (or your own landlord if you are not a tenant of Falkirk Council) before an exchange can take place. If you are a Falkirk Council tenant you can get an application form and a guidance note from one of our local Neighbourhood Offices/One Stop Shops. Our offices also hold a list of other people that want to exchange houses. Please note that written permission is needed from the Council before an exchange can take place. What are Home Seekers, Home Movers and Home Starters? You are a Home Seeker if you are considered homeless in terms of homeless legislation. You are a Home Mover if you are a tenant of Falkirk Council or a tenant of a Housing Association or a Registered Social Landlord (RSL) living in the Council area. All other applicants are Home Starters.
12 HomeSpot Applicants only able to bid for properties advertised for their applicant group. Applicants are only able to bid for properties that are advertised for the applicant group that you are in. For example, if you are a Home Seeker applicant you will only be able to bid for properties advertised for Home Seekers. The same applies to Home Movers and Home Starters. Properties that have been adapted are advertised as "Adapted" properties. All applicants with a functional needs assessment recommendation i.e. a F after their Band of priority are able to bid for these properties irrespective of whether they are a Seeker, Mover or Starter. Home Seekers that are not bidding for properties If you are a Home Seeker with Band 1 priority and you have not been actively bidding for properties you will be made one offer of housing out with HomeSpot i.e. we will directly match you to a If you refuse this offer of housing your priority for homelessness will be removed as the Council will have discharged its duty to you in terms of homeless legislation. Your application group will change from Home Seeker to Home Starter and your housing situation will be reassessed. If you are living in temporary accommodation provided by the Council, you will have to leave this. All Groups Advertised Properties ALL applicant groups are eligible to bid on properties that are advertised as All Groups. If the property has been previously advertised as Adapted or Housing With Care Level 3 or with a lettings initiative the qualifying criteria will still be in place for the selection of the successful applicant.
