1 The National Association of HBCU Title III Administrators, Inc. The National Association of HBCU Title III Administrators, Inc. has enjoyed thirteen years of service to its membership and serves as an organization that is committed to stabilizing, solidifying and maintaining a unified voice on behalf of the 96 institutions who receive funding under Title III Part B. It is a voice that can only carry weight when there is agreement and support of the majority of grantees, a voice needed to carry the message to the Department of Education, specifically the Secretary of Education, legislators and all decision makers of the importance of Title III funds and its impact on our campuses. It is an organization of colleagues who share best practices, brainstorm ideas, voice opinions, share ideas and provide support through technical workshops and other professional development activities. From the Beginning The Association was formed in 2001 during a Technical Assistant workshop hosted by the Department of Education on the APR. The original meeting was organized to discuss the displeasure of Title III Administrators with the inner workings of the Department of Education.

Under his leadership: 1) A vision statement was created 2) The first set of By-laws were created and adopted by the membership 3) Established the Association as a 501 (c ) 3 4) The NAHBCUT3A, Inc. website was developed 5) A scholarship for students attending HBCUs was created 6) The President s Advisory Board was formed. 7) The Membership and Regional Coordinators Sup-committees were formed 8) The Technical Assistant Workshops grew to over 200 participants each year with sessions geared to help grantees to become more productive at their respective institutions. 9) Formed a joint Advocacy with White House Initiative on HBCUs, NAFEO, Thurgood Marshall and UNCF

Under his leadership: 1) A revised vision statement was presented and adopted by the membership. 2) The Assessment Committee worked diligently on bringing more focus on the GRPRA scoring where the Title III Part B showed Results Not Demonstrated. 3) The Regional Coordinators were better organized and chaired by Ms. Lora Williams. 4) Continued joint Advocacy

Through a unanimous decision Mr. Samuel Rhoades, Esq. was elected President Emeritus for his dedication and work towards the advancement of the Association.

6 Under Mrs. Thomas leadership the following was accomplished: 1. Established better line of communication between Department of Education Institutional Services (formerly IDUES) 2. Formed relationship with Assessment Committee and Dr. John Clement to review and be a part of the revisions of the APR 3. Remained in constant contact with advocacy groups to present concerns to better relationships with funding agencies and legislators as it affect Title III 4. Revised Strategic Plan to show progression in a five year period 5. Updated by-laws 6. Served as a witness to congress on behalf of HBCU Title III institutions during 2012 NAFEO conference 7. Began process of Tell The HBCU Story to incorporate into all literature presented to funding agencies DR. Revised By-laws to bring more clarity to sections in order to clearly define the duties of specific sub-committees;

7 2. Added Treasurer Secretary to redefine separation of duties in order to keep the organization more financial accountable to its membership; 3. Continued to build the Annual Technical Assistance Workshop with sessions pertinent to our membership
