44 NHTSA Highway Safety Grant Programs Traffic Safety Performance Measures for States and Federal Agencies (2008) States first use performance measures (FY2010) IFR issued January 2013 HSP includes targets for 12* core measures Targets must be evidence-based and data-driven Due July 1, annually Changes to the reported measures/targets require coordination between NHTSA and GHSA
45 Performance Measure Coordination DOT is working to align performance measures that are common across agencies NHTSA and FHWA will work with their State partners to align targets for common measures for FY 15: Number of fatalities Fatality Rate Number of Serious Injuries
46 State Targets (23 CFR ) States must establish one Statewide Target for each measure States may establish separate targets for Urbanized and Non-Urbanized Areas One target for all urbanized areas; and One target for all non-urbanized areas States may establish up to 12 targets
47 MPO Targets (23 CFR ) MPOs establish targets 180 days after State Coordination with State required Target for each measure required MPO targets are reported to State DOT and must be available to FHWA, if requested

50 Target Achievement Assessment (23 CFR ) FHWA determines whether State DOT has met or made significant progress toward the achievement of targets Determination will use final FARS data and HPMS data for fatality measures targets Determination will use State reported data and HPMS data for serious injuries measures targets
51 Target Achievement Assessment Data lag in FARS and HPMS requires assessment to occur up to 24 months after the subject target year ends FHWA intends to notify States of the final determination within 3 months of the availability of Final FARS and HPMS
