Applications are due January 13 and the committee anticipates review of applications will be completed by the end of January with anticipated Skype interviews in early February. The committee plans to hold on- campus interviews the last week of February or first week of March. FaCIT: Search chaired by Vice Provost Douglass. The search committee has selected five candidates (out of a pool of approximately 30 applicants) for Skype interviews. Those interviews will take place prior to the end of January. Director of Diversity Education: Search chaired by Colleen Green, Director of Native American Programs. Twenty- four applications received. The search committee has begun the screening process with a goal of making an offer to a final candidate by March 1. Health Professions: Plans are being formulated for a search. Vice President for Research: Plans are being formulated for a search. Carolyn Dunn, Office for Institutional Diversity, $130,000 award from the Workforce Development Agency for a project titled Pathways to Student Academic Success (4S) FY Carolyn Dunn, Office of Institutional Diversity, $120,000 award from the Workforce Development Agency for a project titled Student Transition Enrichment Program (STEP) FY EDUCATION DEPARTMENT COLLEGE- RANKING PLAN FRAMEWORK The President s Plan will: Tie financial aid to college performance Challenge states to use performance in developing appropriations Require students progress toward degrees for continued financial aid Metrics to be used: Access, such as percentage of students receiving Pell grants Affordability, such as net price and loan debt Outcomes, such as graduation rates, earnings of graduates, completion of advanced degrees Statement from U.S. Department of Education: Clearly graduate earnings are not the only measure of college performance, and they shouldn t be. But one purpose of college is to help students get a better, more secure career and students deserve this information when choosing colleges. Schneider (VP of American Institutes for Research): Chronicle of Higher Education) and- incomplete/ Obama s College- Rating Plan Arrives, but Most Specifics Stay Behind, by Kelly Field (of the Chronicle): s- College- Ratings- Plan/150939/ UPDATE ON METRICS FOR EVALUATING IRB PERFORMANCE PROCESSING APPLICATIONS Short Term Metric: Action within 21 days of submission in Oct 2014 Action is defined as reviewing a submission by a staff member or a member of the IRB and informing the investigator of the result of the review within 21 days of submission. Submission is defined as a new protocol, an application for continuing review, an application to amend a protocol, a response to a request for additional information, a response to a stipulation to modify a protocol, or a notice of closure of a protocol. Efficiency. The figure of merit we use to measure processing efficiency in a given month is: 100 x (all actions within 21 days)/(all submissions in the month). 2

Processing Efficiency Discussion. Submissions increased in October. The accompanying chart shows the data graphically (and presents efficiency as a decimal rather than a percentage). The error bars represent 95% confidence intervals for the efficiencies. 4 UPDATE ON GLOBAL CAMPUS U.S. News ranks CMU online among best in nation, highest in Michigan MOUNT PLEASANT, Mich., January 7, 2014 U.S. News and World Report s 2015 rankings once again place Central Michigan University s online education programs among the best in the nation and the highest in Michigan. These standings are a tremendous recognition of the quality of our programs, the faculty who teach them and the student support services provided by our staff, said Peter Ross, vice president of CMU s Global Campus, which oversees the university s online programs. CMU s rankings: No. 5 in best online graduate education programs for teachers and administrators CMU ranked as the nation s fifth best online graduate education program, tying with two other schools and ranking among universities such as the University of Houston, Florida State and Penn State. No other Michigan universities made the top 10 in this category. No. 13 in best online bachelor s programs CMU tied for the No. 13 ranking with the University of Florida and Utah State and was one of only two Michigan institutions that made it into this category s top 25. The other is the private Sienna Heights University. No. 25 in best online MBA programs At No. 25, CMU is the only Michigan institution in the top 50 online MBA programs in the nation. Only three Michigan universities ranked in the top 100. With more than 2,700 four- year colleges and universities in the country, these rankings are outstanding, CMU Provost Michael Gealt said. We at CMU are committed to continuing our leadership in online programs, ensuring an academic quality and the necessary, distinctive online services that bring students as close as possible to what they would experience on campus. That s critical as we work to expand our program offerings to meet the demands of the marketplace." The ranking report evaluates programs on factors such as student engagement, faculty credentials and training, student services and technology, and peer review. Online offerings and student support systems at CMU continue to evolve. CMU online students have access to services such as success coaches, extensive library services, and math and writing centers, for example. Also, through CMU s Online Ally Program, experienced and successful online students provide personal assistance and advice to fellow students and help them with any challenges they may face as online students. CMU s Global Campus has been a pioneer in distance learning since 1971, when it was one of the first universities to take education directly to students and adults off campus to where they live and work. It now has nearly 50 locations in the United States and Canada, including on more than 20 military bases. Today, nearly 10,000 students are enrolled in online classes each year, some as full- time online students and others supplementing their face- to- face classes at the university s main campus in Mount Pleasant. U.S. News also ranked CMU s online bachelor s programs for veterans No. 1 in 2014, and CMU has been named to Military Advanced Education s list of Military- Friendly Colleges and Universities for the past seven years. 5 UPDATE FROM MICHIGAN DEPARTMENT OF EDUCATION News Release Contact: Martin Ackley, Director of Public and Governmental Affairs, (517) Caleb Buhs, Michigan DTMB, (517) STATE AWARDS FUTURE COLLEGE ASSESSMENT TO COLLEGE BOARD S SAT FOR MICHIGAN STUDENTS January 7, 2015 LANSING - All Michigan high school juniors will begin taking the SAT as the state- administered college assessment exam beginning in 2016 after the College Board won the three- year competitively- bid contract, the Michigan Department of Education and Department of Technology, Management and Budget jointly announced today. The College Board administers the SAT, a globally- recognized college admission test that lets students show colleges what they know and how well they can apply that knowledge. It tests students knowledge of reading, writing and math subjects that are taught every day in high school classrooms in Michigan. ACT, Inc. will continue to provide its WorkKeys assessment for all high school students. Both the college entrance assessment and work skills tests are required in state law to be provided free to all high school students, and each is periodically competitively bid through the state s structured procurement process, as directed by the Department of Technology, Management and Budget (DTMB). The College Board s SAT test is respected and used around the country, said State Superintendent Mike Flanagan, and Michigan high schools work with them now through their Advanced Placement program that helps students earn college credits while in high school. Their bid was rated the highest; provides valuable assistance to Michigan educators, students, and parents; is more aligned to Michigan s content standards; and saves the state millions of dollars over the course of the three- year contract, Flanagan said. The College Board s bid was $15.4 million less over the three- year contract than the next bidder and scored 10 percentage points higher by the Joint Evaluation Committee (JEC). In addition to staff from MDE and DTMB, the evaluation committee also included members representing the education community, including a high school principal; local school superintendent; a testing and assessment consultant from an intermediate school district; and a vice president from a Michigan community college. Bill Barnes, principal at Charlotte High School and member of the JEC said: The attention to detail with which the College Board created its proposal and the extensive resources that it will provide to schools and students to help them prepare for the test, make its college readiness assessment the best choice for Michigan. Another member of the Joint Evaluation Committee, Jim Gullen, a data and evaluation consultant for the Macomb Intermediate School District, said: After two days of review and discussion, there was no question that College Board put forth the best proposal. Considering the quality of College Board s proposal, the value presented in the pricing, and our current legislation, it is a good time to transition to 5
6 the SAT to assess Michigan s high school students mastery of the Michigan curriculum. Each year, the College Board helps more than seven million students prepare for a successful transition to college through programs and services in college readiness and college success including the SAT and the Advanced Placement program. The organization also serves the education community through research and advocacy on behalf of students, educators and schools. The Michigan Department of Education (MDE) is forming a team that will include the local, regional, and community college members of the Joint Evaluation Committee to assist in the transition to the SAT. In addition, the department will hold an onsite meeting with the College Board to discuss how it intends to positively affect the transition for Michigan schools, educators, parents, and students. In its successful bid, the College Board included the following value- added components that will benefit Michigan schools and families: Beginning in Spring 2015, the College Board will provide all schools and students with free test prep materials and online practice tests to help students prepare for the redesigned SAT in Professional Development o In- person and technology- based training for local test administrators, proctors, and technology coordinators o Professional development for teachers, students, and parents in understanding the new SAT and analyzing test results o Professional development for post- secondary enrollment professionals in using the data/resources for admissions and financial aid decisions An updated and relevant assessment o Redesigned SAT beginning in 2016 o Aligned to Michigan content standards, evidence- based design o Additional item types beyond multiple choice o New forms developed each year o Reports available online Simplification and reduction of school staff effort to request testing accommodations o No need to reapply for testing accommodations if already approved for the Advanced Placement Program, or the PSAT testing for National Merit Scholarship Qualification Test The college entrance exam and work skills assessment are given free to approximately 115,000 Michigan high school students each year. ACT WorkKeys is a job skills assessment system that helps employers select, hire, train, develop, and retain a high- performance workforce. This series of tests measures foundational and soft skills and offers specialized assessments to target institutional needs. As part of ACT's Work Readiness System, ACT WorkKeys has helped millions of people in high schools, colleges, professional associations, businesses, and government agencies build their skills to increase global competitiveness and develop successful career pathways. Successful completion of ACT WorkKeys assessments in Applied Mathematics, Locating Information, and Reading for Information can lead to earning ACT's National Career Readiness Certificate (ACT NCRC), a portable credential earned by more than 2.3 million people across the United States. 6
7 Michigan high school students have taken the WorkKeys assessment since Over 413,000 Michigan students have received an NCRC credential. Although the contracts await final completion and approval of the State Administrative Board, the three- year contract for the college entrance assessment will cost approximately $17.1 million, and the three- year work skills assessment will cost approximately $12.2 million. UPDATE ON SENIOR OFFICER 360s Surveys for the third and final 360 cohort will be sent in February. Once complete in late spring, the 360 process will result in an aggregate report showing senior leader attributes. This data will be used to identify leadership development priorities that strengthen CMU s culture in line with its values and strategic plan. The 360s are one step in the process of gathering feedback, building culture and working effectively together as One CMU. The president and I, for example, also use insight gathered during meetings with deans, department chairs and faculty and staff to assess where we are as a leadership team and as a university. The Shared Governance and Communications Committee is reviewing additional opportunities to round out the evaluation process. We anticipate the committee may do some beta testing on additional evaluation formats near the end of the fiscal year. 7
