3 Executive Summary A cornerstone of the NN/LM SCR program is the Resource Library Outreach Subcontract program, designed to promote outreach on a local level. Although the program has been in existence for years, there was no systematic analysis of its effectiveness until this year. Two of the most common activities undertaken by the Resource Libraries were examined: Training and Exhibiting. Among the results: Ninety-six of participants were unaware of the specific resources taught in their sessions prior to the training and 95% of participants felt that their skills improved as a result of the workshop. Sixty-seven percent said they were somewhat or very likely to use MedinePlus and 57% were somewhat or very likely to use NIHSeniorHealth. For the evaluation of the exhibits, outreach librarians reported making significant contact with potential partnering organizations in 11 of the 12 exhibits and averaged two contacts per exhibit. These results indicate the strength and continued value of the Resource Library Outreach Subcontract program. Funding was provided for 56 projects. There were several challenges relating to the provision of funding. First and foremost, with new regulations stating that the project start and end dates need to conform to the RML Contract Year, Network members found it difficult to complete their projects in the shortened period of performance. In addition, the quality of the proposals submitted to the NN/LM SCR has increased substantially since the last contract. It was difficult to determine which projects should receive funding as review scores were often as close as a few points. Funding for an e-science symposium was provided to the Texas Medical Center Library. This represented the NN/LM SCR's first foray into data management and curration issues. The symposium was attended by Network members throughout the Region and as a result of the event, several libraries have begun their own e-science initiatives. This year marked the beginning of the NN/LM SCR's new Regional Advisory Committee structure which involves a series of yearly committees and councils that meet on a less frequent basis. Two new groups met for the first time: the Hospital Library Advisory Committee and the Public Library Advisory Council. Both groups provided excellent feedback on meeting the needs of their respective constituents. These ideas will be folded into NN/LM SCR programming in the years to come. Cheryl Rowan, the Public Health Coordinator, was named one of Library Journal's 2012 Movers and Shakers due, in part, to her work in health information literacy and outreach to refugee health organizations.
4 Network Infrastructure TABLE 1: Annual infrastructure data: Current Year Previous Year Network members - full: Network members - affiliate: MedPrint - Medical Serials Print Preservation Program: The MedPrint Program was promoted to Resource Libraries in the SCR during a teleconference in January and an in-person meeting in March. Libraries were reluctant to participate in the program for a number of reasons. At least two libraries were in the midst of major weeding projects due to space limitations. Their respective universities are taking away library square footage to be used for university offices and other purposes. Neither library has any off-site storage and based on budget cuts, there are no plans in the future for additional space. In addition, several directors noted that their library did not bind with covers and advertisements. There were quite a few dittos from the group on this comment. One director commented that the temperature conditions listed in the agreement (ideally, 65 F-72 F and 30-50% RH) were an issue in her building. We have heard this comment on multiple occasions. Since two of the SCR's states are on the gulf coast, this comment is not surprising. Subsequent follow-up with these libraries has indicated that several of the directors are looking at the collections to determine which journals they could commit to retaining. The NN/LM SCR will continue to follow-up with libraries in the Region. Regional Emergency Preparedness and Response Plan: Michelle Malizia met with Renae Barger from the NN/LM MAR on several occasions to discuss issues related to the NN/LM buddy system. The SCR and MAR exchanged the sections of their proposal related to Emergency Preparedness in order for each Region to understand their buddy library's plans in the event of an emergency. Ms. Malizia also explained the SCR's disaster related experiences including Tropical Storm Allison and Hurricanes Katrina, Rita, Gustav and Ike. E-licensing: The Texas State Library and Archives Commission (TSLAC) coordinates a program called TexShare. TexShare is a consortium of Texas libraries joining together to share print and electronic materials, purchase online resources, and combine staff expertise. Previously, membership in this consortium was only available to academic and public libraries. The NN/LM SCR conducted a pilot project with hospital libraries who were interested in joining the program. Based on this project, TSLAC agreed to extend membership in the consortium to hospital libraries throughout the state of Texas. Information on TexShare is available at: Identifying unique and historical collections: The Digital Preservation and Access (DiPA) Award, was offered in the Contract year. This award is designed to increase accessibility to historically significant and unique items in the SCR by providing funding for Network members to digitize portions of their collections. The recipient, the University of Arkansas for Medical Sciences Library in Little Rock will be digitizing Arkansas Medical Society publications. There will be a link to the collection from NLM's Directory of History of Medicine Collections database. Previous years' recipients were contacted to ensure links to their collection were also
5 included in the database. Cross-regional Collaborative Efforts: Ms. Malizia and Renae Barger of the NN/LM MAR began work on the Cross-Regional K-12 Outreach voluntary initiative. They met via conference call to identify potential task force members as well as to outline plans for the first task force meeting.

MedlinePlus Connect was the sole databases promoted at the conference. Promotional handouts for the database were printed out and distributed in the booth. Emily Hurst made contacts with several RECs in the state of Texas and Ms. Malizia spoke with representatives from two HIT programs.
