He was also part of the litigation team that successfully represented a major U.S.-based financial institution at the Seoul Administrative Court, the Seoul High Court and the Supreme Court in its appeal of the Securities Transaction Tax imposed on its purchase of depository receipts over shares issued by a Korean financial institution. In addition to advising on tax structuring of investment into Korea, Joseph also works on tax structuring of outbound investment by Korean multinational companies. From 2005 to 2006, Joseph taught U.S. corporate and international tax law as an adjunct professor at Transnational Law and Business University in Korea. 37 DONALD PEARCE Donald Pearce is the Regional Export Control Officer (ECO) attached to the Commercial Section of the U.S. Embassy in Singapore. Mr. Pearce serves as the principal Embassy advisor on dual-use export control issues, interfacing with regional governments and industry and conducting pre-license and post shipment verifications of U.S. goods and technology. This is Mr. Pearce s second overseas tour, having served previously as the ECO in Moscow, Russia from 2004 to Mr. Pearce began his career with the Bureau of Industry and Security (BIS) in 1997, where he served as a Special Agent with the BIS Office of Export Enforcement - New York Field Office. From September 2001 to May 2004 Mr. Pearce served on the FBI- Joint Terrorism Task Force, where he led a criminal intelligence team investigating the 9/11 attacks, as well as contributing to several high-profile counterterrorism cases. In 2010 Mr. Pearce was awarded the Commerce Department Silver Medal for investigative excellence in the PPG Industries case, which uncovered a conspiracy to supply specialty coatings for an unauthorized nuclear end-use in Pakistan. The resulting $3.75 million in criminal and administrative fines represent one of the largest monetary penalties for export violations in the history of BIS. Mr. Pearce has also been awarded the Commerce Department Gold Medal for his participation in protection operations for the Secretary of Commerce during his 2003 visits to Baghdad, Iraq and Kabul, Afghanistan, and a Bronze Medal for his contributions to the Export Control Officer program. Mr. Pearce holds a Bachelor of Science degree, cum laude, from John Jay College of Criminal Justice, City University of New York.
