2 Paperless Trading In China In 1990 s, China began to plan and construct the Golden Gate Project, which is the informationizational systems engineering with computer network technology and related areas of international trade, standardization, scientific, network management.

3 Golden Gate Project The goal of Project is to build system contains engineering applications such as quota license management, electronic customs clearance, import and export statistics, export tax rebates, export volume and import verification to achieve the international e-commerce and facilitate the cross-border trade.

4 Brief Introduction of CIECC China International Electronic Commerce Center (CIECC) is the executive organization and technical support entity for the informationalization construction of Ministry of Commerce of P. R. China. CIECC shoulders the mission to construct, operate and maintain the backbone website (China international electronic commerce website) of the Golden Gate project of the country s key informationalization construction projects, and undertakes the mission of international cooperation and foreign exchanges of state-level electronic commerce.
