1 LIST OF AUTHORS Mohamad G. Alkadry, Ph.D., is an Assistant Professor of Public Administration, West Virginia University. His teaching and research interests are organization theory and behavior and citizen participation. Patricia I. Baquero is a Senior Procurement Specialist at the World Bank, Procurement Policy and Services Group. Her responsibilities include procurement policy development and advice in the fields of concessions, lease agreements, BOT, management contracts, and output-based aid schemes. Alexander Batran is a Scientific Assistant to the Chair of Materials Management and Distribution, University of German Federal Armed Forces. His research interests include supply management, financial supply chain management and public procurement. N. Bhargava is a Masters of Public Administration Student at West Virginia University. Her research interests include public policy analysis, economic development, and public administration research methods. Dan E. Bowman, M.A., U.S. Air Force Procurement Transformation Division Chief, The Pentagon, Washington D.C. Research interests include strategic purchasing and organizational transformation. Kenneth J. Buck, M.S., and a Ph.D. student, is the Director for the Share in Savings Program Office at the General Services Administration. Nigel Caldwell, Ph.D., is a Research Officer, Centre for Research in Strategic Purchasing and Supply (CRiSPS), University of Bath. His research interests include strategic relationship management, power and risk in inter organizational contexts. Guy Callender is Foundation Chair and Professor of Strategic Procurement at Curtin University of Technology, Perth Australia. His research interests are in strategic procurement, public sector reform and business intelligence. Federico Dini, M.A., and Ph.D. student, is a researcher, Research Unit of the Italian Public Procurement Agency (Consip S.p.A.). His research interests are in procurement strategies and systems, auction theory and industrial organization. Andrew Erridge, B.A. Hons, M.S., is Professor of Public Policy and Management, School of Policy Studies, University of Ulster. His teaching and research interests are in public procurement and public policy.

2 vi Michael Essig, Ph.D., is a Professor and Chair of Materials Management and Distribution, and a Co-Founder of the Institute for Law and Management of Public Procurement, University of German Federal Armed Forces. His teaching and research interests include public procurement, supply chain management as an intersection of logistics management, supply management, production management, and network management. Ruth Fee is a Senior Lecturer in the School of Policy Studies, The University of Ulster. Her main teaching and research interests are European procurement law and policy, commercial law and equality law and policy for procurement managers. Kadir Akin Gözel, M.A., is Head of Department for International Relations and European Uinon Coordination at Public Procurement Authority of Turkey. His research interests are public procurement, e-procurement and contemprary policing. Christine Harland, Ph.D., is a Professor, University of Bath School of Management, and Director of the Centre for Research in Strategic Purchasing and Supply, University of Bath. Her research interest is supply strategy, and how public procurement can be used as a lever for government reform. Habib A. O. Jeng, M.S., MEM, Director General, Gambia Public Procurement Authority (GPPA). Prior to joining GPPA, Mr. Jeng worked for over 10 years as Estate Manager in charge of development and maintenance of Civil Works at the Port of Banjul, The Gambia. Within this period, he was part of the Project Management Team in charge of the implementation of the Donor, funded Banjul Second and Third Port projects were he first encountered and started developing interest in Public Procurement. Timo Kivistö, M.S., is an independent consultant working with public procurement. He is also a PhD student in Lappeenranta University of Technology. His research interests are public procurement and quantitative methods.

3 vii Louise Knight, Ph.D., is a Research Fellow and Deputy Director, Research in Strategic Purchasing and Supply, University of Bath. Her research interests include the development of supply strategy within public service networks and network learning. Michael E. Knipper, M.S., is Chief, Contracting Division, Air Force Logistics Management Agency, Maxwell Air Force Base, Montgomery, Alabama. He is a Major in the United States Air Force. His research interests include entrepreneurship, public procurement, public policy, and non-profit business organizations. Wendell C. Lawther, Ph.D., is an Associate Professor, Department of Public Administration, University of Central Florida. His teaching and research interests include public private partnerships, public procurement, transportation policy and human resource management. Patricia G. Luna, Ed. D., is a Program Manager and Senior Research Analyst, Air Force Small Business Office at the Pentagon, Washington, D.C. Her research interests include education, public policy, and public procurement. Jill Mairs, Ph.D., is the Regional Procurement Pharmacist in the Regional Pharmaceutical Procurement Centre, Whiteabbey Hospital, Northern Ireland. Her main research interests are pharmaceutical policy and law. Lawrence L. Martin, Ph.D., is Professor of Public Affairs and Director, Center for Community Partnerships, University of Central Florida. His teaching and research interests include performance-based service contracting, management of social services, and financial management in human service organizations. Jim McGuire is the Director Contract Services, Department for Administrative and Information Services, Adelaide, Australia. His research interests are in public procurement reform, supplier development and professionalism. William C. Pike, M.S., is Chief, Contract Programs Branch, Air Force Logistics Management Agency, Maxwell Air Force Base, Montgomery, Alabama. He is a Captain in the United States Air Force. His research interests include entrepreneurship, public procurement, and non-profit organizational strategy.

4 viii Gustavo Piga, Ph. D., is the chairman of Consip S.p.A. and full professor, Faculty of Economics, University of Rome Tor Vergata. His teaching and research interests are public procurement, public debt management and monetary policy. Maria Kristina Villanueva Pimentel is the Program Director for Advocacy of Procurement Watch Inc., Philippines. She is currently taking up a Masters Degree in Public Management. Her interests are in public procurement and policy reform. Timothy S. Reed, Ph. D. is the Air Force Procurement Transformation Team Lead at the Pentagon, Washington, D.C. His research interests include entrepreneurial thinking, strategic purchasing, and public procurement policy. Berthold Schaefer is Director of Purchasing, Procurement Division of the German Aerospace Centre with its headquarters in Cologne. Giancarlo Spagnolo, Ph.D., is Head of Research Unit of the Italian Public Procurement Agency (Consip); he also teaches Industrial Organization at the University of Mannheim and is affiliated to the Centre of Economic Policy Research, London. His teaching and research interests are in procurement strategies, contracting, game and auction theory, industrial organization, and competition policy. Khi V. Thai, Ph.D., is a Professor in the School of Public Administration, and the Director of the Public Procurement Research Center, Florida Atlantic University. His current research interests include public budgeting, accounting and public procurement. Veli-Matti Virolainen, PhD, is a Professor of Purchasing and Supply Management in Lappeenranta University of Technology. His teaching and research interests are in the areas of purchasing and supply management and in particular strategic partnership. Helen Walker, Ph.D., is a Research Officer on the NHS Programme, Research in Strategic Purchasing and Supply, University of Bath. She is currently researching how public procurement can contribute to the sustainable development agenda. Wayne A. Wittig, MB.A., is the former Senior Adviser on Public Sector Procurement, International Trade Centre UNCTAD/WTO and now an international consultant with Jefferson Solutions, Washington, DC. His interests continue to be in encouraging the wider acceptance of public
