1 York University Health Policy and Management and Graduate Program in Critical Disability Studies HH/HLST and GS/CDIS Public Policy and Disabilities Winter 2015 Thursdays from 11:30-2:30 pm in VH 1156 from January 8 to April 2, except February 19 Instructor: Prof. Rachel Gorman Office: HNES 407 Hours: Thursdays from 2:30-4:30pm Phone: (416) ext during office hours gorman@yorku.ca COURSE INTRODUCTION This course examines the ways in which policy at the international, federal, provincial, and municipal levels organize and/or impede social life and participation for people with disabilities in Canada. We will pay attention to ways in which disability is defined through law and policy, and ways in which the enactment of policy excludes some and leads to surveillance for others. We will emphasis the role of disability advocacy in the development of disability policy. For our major project, we will follow a process similar to disability advocacy and alternative policy organizations. Based on principles of action research, and guided through weekly seminars and guest lectures, students will investigate ways in which textual and enacted policies shape access and inequality. Working as a group will allow us to collect more information from a wider range of sources, and to evaluate specific policy documents in their political economic contexts. Through investigating policy issues identified by class participants, we will learn about a range of current issues and challenges in disability policy. Most importantly, through a seminar format will provide a space to develop a Critical Disability Studies approach to policy. Course readings will provide students with a solid grounding in disability policy literature. Guest speakers will recommend research strategies and will highlight the contradictions between written, enacted, and de facto policy; and between formal rights and lived reality for disabled people. Final report, paper, or article (UG=15 p; G=20 p) Due Apr. 6 40% SEMINAR PARTICIPATION Full attendance at all scheduled seminars, for the duration of the class, is required. If you have schedule conflicts, or if you have planned an absence for any of the classes, you should find a different course to fulfill your program requirement. The 20% participation mark will be based on your work in the context of the seminar. This work includes: Coming to class with thoughtful questions about the assigned readings Updating the class on each stage of your research process Offering resources and ideas related to your colleagues research projects Making a short presentation on your research during the last three weeks of class For people who are uncomfortable with, or disadvantaged by, presenting your ideas in a group, I am happy to accept short written reflections based on in-class discussions and guest lectures. READING NOTEBOOK This notebook is intended to help you efficiently reflect on large quantities of literature that you are responsible for reviewing as a policy analyst. The purpose will be to reduce note taking to a minimum, to identify the type of document you are dealing with (academic article, policy report, community intervention, graduate research), and to grasp the questions and issues it raises. You are encouraged to do this task collectively, by dividing the readings producing shared notebooks. SHORT PAPER & READING This paper ( words, APA format) will serve as a research proposal for your final paper. It will include a succinct background of the topic, preliminary literature review, statement of the research question or problem, the sources you intend to look at, and your preliminary observations or hypotheses. You will have been discussing your proposal in the weekly seminars, and therefore I will be looking for evidence that your project has developed and grown through considering your colleagues (and my) suggestions. In addition to the paper, you must also submit one or two suggestions for readings that are directly related to your project. You are encouraged to do this project in pairs or teams, based on shared interests. 3

4 FINAL PAPER This paper may be written in the format of a research paper; an academic article (if you are contributing a new way of problematizing or framing your topic); or a report with recommendations (if you are contributing to disability rights advocacy). Standards for 4000-level and 5000-level papers will be discussed in class. In the process of doing your research for this paper, you will 1) identify and review international, federal, provincial, and municipal laws and policies related to this issue; 2) identify the political and economic entities organizing (around) this issue; 3) collect related policy critiques and recommendations prepared by disability advocacy groups; 4) identify potential ways to track how these laws and policies are actualized in people s lives from the perspective of service providers, regulators, and consumers; 5) Identify policy gaps, contradictions, and inequities related to this issue; and 6) review recent and relevant academic publications which focus on the policy questions and social relations your are studying. I encourage you to produce this paper or report jointly in research pairs or teams. COURSE POLICIES 1. I am happy to work with you to develop alternate formats for participation.
