4 Supplementary Report on the Selection of 80 NGCS Service Charge 1. Explanatory Note The NGCS Focus Group appointed InterConnect Communications Ltd (InterConnect) as an independent, third party facilitator to conduct an evaluation and arbitration exercise for the purpose of identifying eighty service charge price points which would meet the obligations imposed upon CPs by GC17.31 and GC Following submissions by CPs, the exercise was completed and a Final Report published on 1 st September In this report, the five price points reserved for Directory Enquiries (DQ) utilisation were confidential, pending future decisions on publication. On 16 th October 2014, Ofcom published revised guidance confirming that InterConnect s approach was consistent with Ofcom guidance and that the adoption of any of the eighty service charge price points by CPs would be expected to be compliant with the provisions of GC17.31 and GC Ofcom stated this view without prejudice to any future judgment it may be required to make on compliance with these General Conditions and acknowledged that CPs may wish to introduce alternative price points if appropriate and depending on demand and volume requirements in future. InterConnect has established a separate and chargeable arbitration service to cater for any CPs wishing to dispute any of the determined price points. This supplement to the Final Report previously published is to re-confirm the seventy-five price points already identified and publish details of pricing for the five DQ price points that have so far been confidential. This publication also serves to clarify an issue arising due to an error made in a CP submission concerning the description of DQ price points requested, which meant that the five points were designated as pence per call and pence per minute from the start of the call. Of the five DQ price points detailed here, two are of this type and three are pence per call and pence per minute after sixty seconds. A further exercise to identify another twenty service charge price points is envisaged by the industry group. 1
