3 ABOUT THE UNIVERSITY Early Years The history of the University of Madras is inextricably linked to the history of our great nation and particularly to the development of the city of Madras, now called Chennai. A land grant in 1639 to the East India Company led to the establishment of the first major British settlement in Asia, Fort St George around which developed Madras. Bombay (now Mumbai) and Calcutta (now Kolkata) that also developed from British settlements along with Madras came to be known as the port cities and were the premier cities of the British overseas territories, until the British made Delhi the capital of British India. It was in these cities, particularly in Madras, that the British established the modern institutions of governance, scholarship, exploration and trade, which are a part and parcel of today s India. Perhaps, the most important of these was the British style educational system that first put down its norms in the schools in Madras. Crowning the edifice that rose on these foundations were the three universities established in 1857 in Calcutta, Bombay and Madras. Under the Act of 1857 the three universities were primarily established for purposes of ascertaining by means of examinations the persons who have obtained proficiency in the different branches of literature, science and art and of rewarding them with academic degrees as evidence of their respective attainments and marks of honour. The University of Madras was formally established on September 5, 1857 and undertook as its motto Doctrina Vim Promovet Insitam (Learning promotes [one s] innate talent). Originally housed in the buildings of the Presidency College, the offices of the University of Madras later moved into the University s first building designed by the renowned architect Robert Chisholm, now a magnificent renovated heritage monument the Senate House. The first Vice Chancellor of the University was Sir Christopher Rawlinson, the Chief Justice of Madras. This practice of part time Vice Chancellors (majority from the High Court bench) was to continue until The University at its inception comprised four faculties Arts, Law, Medicine and Engineering, and examined candidates for degrees in all these disciplines. However, consequent to amendments to the Madras University Act, the Law, Medical and Engineering colleges earlier affiliated to this University have been since shifted to the newly created Dr. Ambedkar Law University, Dr. MGR Medical University and the Anna University respectively.

4 Major Milestones 1857: Incorporated by the Legislative Council of India. 1912: Began with 17 departments, 30 teachers and 69 research scholars. 1979: Became the first University to introduce autonomous colleges within the University system. 1981: The Institute of Correspondence Education, now called the Institute of Distance Education, was established. 2000: The National Assessment Council (NAAC) accredited the University at five star level. 2000: The UGC accorded the special status of University with Potential for Excellence (UPE) with a grant of Rs. 30 crores. 2005: Government of Tamil Nadu granted Rs. 5 Crores for establishing Centre for Nanoscience. 2006: National recognition by Government of India with a special grant of Rs.100 crores. 2006: MHRD & Planning Commission grant Rs. 25 crores. 2007: Government of Tamil Nadu announced the establishment of Centre for Dravidian Studies. 2007: Reaccredited by NAAC at Grade A Level : Based on Science & Technology outputs, the University has been ranked 6th among the Universities in India and ranked 15th among the top 35 national institutions. Department of Science and Technology has sanctioned Rs. 9 crores for 3 years under Promotion of Universities in Research & Scientific Excellence (PURSE initiative). UPE Phase II scheme accepted with an outlay of around Rs.25 crores. Government of Tamil Nadu has granted Rs. 1 crore to establish the Centre for Cyber Forensics and Information Security.

5 The Mother University of 18 Daughter Universities The University has signed MoUs with 85 foreign Universities 18 Indian Universities and 21 Industry / Service Organisations. Nearly 95 sponsored research projects funded by various agencies are being carried out in the University departments. The Madras University Library system has nearly 7, 16,400 books and more than 2000 periodicals. All campus libraries have Automated Document Management System and provide on-line public access catalogue. Chairs Instituted: The Periyar EVR Chair on Rationalism and Gender justice. Arignar Anna Chair on Development of Tamil Language and Socio political thoughts. Chair on Social Economic and Equal Justice. Chair on Federalism at the Centre and Autonomy for the States. Recent Developments under the aegis of our Vice Chancellor Col. Dr. G. Thiruvasagam 1.The establishment of the Dr. A. L. Mudaliar Centre for Basic Science Development which was inaugurated on by the Nobel Laureate, Dr. Venkatraman Ramakrishnan. 2. Introduced the Reservation Policy for admission to the Ph.D. Programme. 3. Introduced Free Education Scheme for at least one student in every department of the University of Madras and at least 10 students in every college. 4. The Full Fee Concession Scheme for the physically challenged students admitted to the P.G., M.Phil and Ph. D. Programmes has been extended to all the University departments of study and research.

6 5. Introduced of the scheme of One college-one school adoption has been introduced under the auspices of the N.S.S programme of the University of Madras. 6. Initiating action to establish a corpus fund in order help the poor and meritorious students to travel abroad for completing their research work. 7. Introduced the Compulsory Orientation Programme for teachers through the UGC Academic Staff College. 8. Making provisions to ensure that all teachers in the affiliated colleges become e-literate. 9. Introduced a Grievance Redressal Day on the first Monday of every month and the students, particularly from distance education mode have greatly benefited and the establishment of the green box to redress the various types of grievances from the students, parents, teachers and general public. 10. In order to provide education to the wards of Sri Lankan Tamil refugees in Tamil Nadu and Sri Lanka, the University of Madras introduced the Free education programme for them also. Classes under the Distance Education mode is to be commenced with the help from the State Government of Tamil Nadu and the Sri Lankan Government. 11. Establishing the ambitious Pan African project which intends to provide education under the Distance mode to over 52 African nations is actively underway. 12. With a view to providing anytime anywhere learning the Centre for E-learning has been set up. The Centre coordinates the activities of Virtual University Programme and the Pan African E-Network Programme.

7 FROM THE DESK OF THE VICE CHANCELLOR Greetings from the University of Madras! I am happy to welcome one and all into the portals of our institution. The University of Madras was formally established in 1857 and is one of the first three universities in India. Its motto translates as Learning promotes one s innate talent and this has been successfully imparted to several generations of students. The University of Madras is rightly called the Mother of all universities in South India, because it has nurtured 17 universities and 139 affiliated colleges in this region. At present, the University has 72 departments in Languages, Humanities, Social Sciences, Pure and Applied Sciences and Basic Medical Sciences. These departments function from six campuses and offer Masters and Research Programmes. Realizing the need to provide educational empowerment to larger sections of society, our University started the Institute of Distance Education (IDE) in At present, the IDE offers nearly 85 Programmes at the Postgraduate, Graduate, Diploma and Certificate levels. The IDE has over 1, 60,000 students in India and abroad. Keeping with the advances in technology, our University has taken the initial steps towards anytime anywhere learning by starting a Centre for E-Learning. In addition, the University is one of the partners in the Virtual University Programme connecting the three oldest Indian Universities. We consider the Pan African E-Network project an important assignment in establishing our potential in the area of Online Education. The University of Madras has been allotted four programmes under the Pan African Project- Master of Science in Information Technology (M.Sc IT), Bachelor of Business Administration (BBA), Certificate in German and Certificate in Arabic. All the four programmes have already been offered by us to our Distance Learners. The M.Sc. IT and BBA programmes, in particular are in good demand. Very soon, all of you can access our programme details through our brochure. The University of Madras has successfully combined tradition and modernity over the last 150 years. Providing quality education through excellent study material, faculty guidance and student support are our benchmarks of success. We hope to achieve the same benchmarks for the programmes we will offer under the Pan African Project. Any successful teaching-learning activity is a cooperative work of devotion.
