Learners can have the option to select their choice of subjects, Medium and attend classes only during Sundays and Holidays without any hindrance to their Professions. Fee concession is also offered to SCs, STs, OBCs, Minorities and all Women to encourage them to join in Open Schooling Programmes. The new State of Telangana aims to empower all providing equal opportunities without any discrimination. The Telangana State Open School shall provide ample opportunities to all especially those who dropped out from School and Junior College Education above 14/15 years of age for different Socio, economic or other reasons. It enrolled 2,38,788 learners in its SSC course out of which 1,51,505 were passed and 1,82,829 in mediate course out of which 1,03,105 were passed till 2014 in Telangana. The Government aims to provide more quality services through Open Schooling from this academic year onwards and I wish more learners shall make use of Open Schooling to elevate their knowledge and living standards. 7 Reasons to Make Open Schooling Your Choice 1. Freedom To Learn With a motto to reach out and reach all, Open School follows the principle of freedom to learn i.e., what to learn, when to learn, how to learn, learning to learn, relearn, and when to appear for the examination is decided by you. There is no restriction of time, place and pace of learning. 2. Flexibility The Open School provides flexibility with respect to: Choice of Subject: You can choose subject of your choice from the given list keeping in view the criteria. The Govt. has vested authority with Open School to conduct SSC/ mediate Public Examinations and issue pass certificate which is equivalent to the SSC/ mediate of Formal Boards vide G.O. Rt. No. 723, School Education (Budget-SSA) Dept., dt: (SSC Course) and G.O. Ms. No. 170, Higher Education (I.E-II) Dept., dt: (mediate Course). Open School Society, Andhra Pradesh, Hyderabad has reported that the A.P. Open School Society was established as a Registered Society on under the A.P. (Telangana Region) Public Registration Act, 1950 Fasli (Act I of 1350 F) vide G.O. Ms. No. 50, Education (SSE-2) Dept., dated with an objective to provide a highly flexible non-formal type of education to the Upper Primary Level to the drop-outs, especially girl children, who are 12 years and above. In the reference 3 rd above, Government have ordered that APOSS shall introduce Stage IV, V and VI education equivalent to classes in formal school viz., VIII, IX and X respectively. But due to certain administrative reasons Stage VI equivalent to Class X (SSC) was not started. 2. Due to such inadequacies of the existing Open Schooling System in the State and recommendations of National Institute of Open Schooling ( NIOS), and with an objective to universalize school education and improve developmental strategies amongst various groups in society, especially disadvantaged groups, the Director, APOSS, has proposed to revamp the Open School System in the State duly incorporating the missing links to make it more flexible, foolproof, vibrant and learner friendly by following the National Institute of Open Schooling (NIOS), modules for the Secondary course of A.P. Open School Society. 3. The Open Schooling System, after proposed revamping on the lines of National Institute of Open Schooling will have the following components:- 1. Open Basic Education (OBE) to be provided at the following three levels. A level Equivalent to class III of formal system B level Equivalent to class V of formal system C level Equivalent to class VII of formal system

16 2. Secondary (SSC) level Equivalent to class X of formal system 4. The features of the Open Schooling system are as below:- a) In respect of Open Basic Education level courses, the learner will study 4 subjects at A level, 5 subjects at B level and 5 subjects at C level. The details of course structure is given in the Annexure to this order. b) In respect of SSC Programme, the learner will study 5 subjects for purpose of Certification. However a learner is permitted to study one more subject (6 th subject). The details of Scheme of studies is given in Annexure to this order. c) The National Institute of Open Schooling norms, that course curriculum in each subject will be planned for 100 hours of study / time, and out of this 40 hours is to be at study centers / personal contact classes and 60 hours as self-study will be adopted. d) The entry requirements at SSC Level as followed by National Institute of Open Schooling which is annexed to this G.O. e) In respect of Open Basic Education Courses, the study material and course curriculum will be developed at the state level and the examinations will be conducted by the Zilla Saksharatha samithis (ZSS) and the certificates will be issued on the emblem of Z.S.S. to be signed jointly by District Educational Officer and Deputy Director, Adult Education. f) In respect of SSC Programme, A.P. Open School Society will conduct Public Examinations twice a year. A candidate will get nine chances to appear in the Public Examinations over a period of 5 years from the date of registration to complete the SSC Course. g) Director, A.P. Open School Society shall issue SSC Pass certificates under the emblem of A.P. Open School Society to all those who pass the SSC course (5 subjects). These certificates are equivalent to SSC of formal system of A.P. SSC Board and they are valid for purpose of higher education and employment. However, If a candidate proposes to enter into I year course on passing SSC (APOSS), he would have chosen, studied and passed the Formal school subjects viz., One Indian Language, English, Mathematics, Science, and Social Sciences. h) A candidate can choose to appear in any one or more subjects in any examination and earn credits, which will be accumulated till all 5 subjects required for certification are successfully completed within a period of 5 years from the date of registration. i) Candidates who have appeared in SSC Examination in any other Board recognized by COBSE and have passed in certain subjects can get their credits transferred up to a maximum of two subjects while appearing for SSC in the Open Schooling System.

17 j) No admission or examination fee will be charged for the OBE level courses. k) In respect of SSC Programme, a candidate will be charged an admission fee of Rs.1000/- for study of five subjects and Rs.150/- extra if he opts for additional subject of study. This will be one time fee and will include the charges for registration, cost of running accredited institution (AI), personnel contact programmes, (SSC and OBE C Level) Orientation / Training to all personnel concerned, ID Card and evaluation of assignments as well as administrative charges. However in respect of SC / ST / BC / Women / Minorities and differently Abled persons a Fee of Rs.600/- will be charged instead of Rs.1000/-. Further an examination fee of Rs.100/- per subject for theory and Rs.50/- additionally per each practical will be charged. Rs.100/- per subject will also be charged for transfer of credits. l) A minimum of one institution in each Mandal will be nominated as Accredited Institution (Study Centre) for academic subjects. There may be separate or more study centers for OBE / SSC, as per demand. m) At OBE Level the education will be offered in Telugu and Urdu media and at SSC Level it will be offered in Telugu, English and Urdu media. n) NIOS study material, including Telugu and Urdu translations, wherever available will be adopted, the remaining course material will be developed by the AP Open School Society. o) In respect of Vocational Courses, various reputed Vocational Educational Institutions will be approved and made partners in the programme. The candidates on choosing to study vocational subject will have to undergo the vocational programme in approved vocational institutions and will have to separately pay the approved vocational course fee to the concerned vocational institution. To start with, maximum vocational courses will be started in partnership with National Academy of Construction, Hyderabad, Jana Sikshana Samsthans (JSSs) which are functioning under the control of MHRD. Many more academic subjects and vocational courses, district specific, on the basis of modern and current trends, industries and vocational agencies available in the district will be considered for implementation in future. p) The Director, School Education and the Director, Text Book Press shall print and supply study material (modules free of cost to the learners under the scheme of free supply of text books). q) To operationalize the new scheme on the lines of NIOS, Director A.P. Open School Society may take necessary steps to strengthen the structures and constitute committees as indicated in the annexure with in the budget.

18 5. The Government after careful consideration of the proposal of the Director, APOSS, Hyderabad hereby permitted the Director, A.P. Open School Society for restructuring of Open Schooling Programmes in the State as mentioned above with immediate effect subject to the condition that there will be no additional financial support from the Government over and above the existing Budget provision of Rs.5.00 Crores for the year. 6. The APOSS has adopted NIOS New Delhi modules, in exercise of the powers of the Board conferred with Act 2 of 1971 under 9 (i), ii, xii, xviii and as per the recommendation of 52 nd Board meeting of the Board of mediate Education, it is feasible to recognize the SSC of the APOSS as equivalent to SSC of Board of Secondary Education, A.P. Hyderabad and requested to accord recognition to SSC(APOSS) as equivalent to SSC of Board of Secondary Education, A.P. with effect from the academic year onwards, so as to enable the Board of mediate Education to issue eligibility certificates in this regard. 3 Government after careful consideration of the matter, hereby accord permission to the Secretary, Board of mediate Education to recognize the SSC(APOSS) as equivalent to SSC of Board of Secondary Education, A.P. with effect from the academic year onwards. 4 The Secretary, Board of mediate Education A.P., Hyderabad shall take further action in the matter accordingly. No. 1315/B1/APOSS/2010, dated: and even No. dated O R D E R:- In the circumstances stated by the Director, APOSS, Hyderabad in his letter read above and after careful consideration, the Government hereby accord permission for starting of mediate courses under Open School System to the Andhra Pradesh Open School Society, Hyderabad, subject to the condition that there will not be any financial commitment to the State Government now or in future, as the proposal is in self finance mode and also approve the following proposals pertaining to starting of +2 level course (mediate) for all subject combinations under APOSS in the State. 1. (a) to start mediate (+2) level course through Open and Distance Learning (ODL) mode in the State from the year , which is broadly based on the NIOS pattern. (b) to adopt / adapt / add / translate the study material already developed by NIOS according to the needs of APOSS or to prepare Self Instructional Material (SIM) on the state specific syllabus designed and prescribed for Secondary and mediate (APOSS) course in Andhra Pradesh and also to develop study material additionally, wherever required. 2. to conduct Personal Contact Programme (PCP) classes, practical Classes and examinations with the help of Field functionaries of School Education Department and of mediate Education available at various levels in Secondary Schools and Junior Colleges for this +2 course. 3. The admission criteria, subject group combinations of languages

21 (Group A ) Main subjects, (Group B ) and Vocational Subjects (Group C ) to be chosen by candidates, as per the guidelines given in the annexure appended. 4. Study Centres (Accredited Institutions) (AIs) for non-science group subjects may be High Schools and Junior Colleges and Science group combinations shall be Junior Colleges only. 5. Qualifications for resource teachers at PCPs shall be the same as the qualification of the Jr. Lecturers in those subjects. 6. Powers are vested with the Director, APOSS for conducting examinations, evaluation and certification for its mediate (APOSS) learners, as in the case of SSC (APOSS) course. The Director, APOSS shall issue mediate (APOSS) pass certificates under the emblem of APOSS to all those who pass the course with 5 subjects as per the criteria prescribed in the annexure appended. These certificates shall be equivalent to mediate Pass Certificates issued by the Board of mediate Education. Government of Andhra Pradesh and they are valid for purpose of higher education and employment. 7. Printing of Text books / Study material, Examination material etc. shall be entrusted to the Government Text Book Press or APOSS to print the material by engaging private printers or to procure study material from NIOS wherever required. 8. The Executive Board of APOSS is empowered to: a) Add new subjects/courses including vocational courses in the list of courses to be offered at +2 level. b) Approve the study centres & vocational study centres and enter into suitable agreements with such centres to implement the Open learning Programmes of the Society. c) To constitute any sub-committees, as and when felt necessary to deal with the academic matters vocational education & evaluation / examination system. No.723 School Education dated issued orders revamping the Open School System in the State on the lines of National Institute of Open Schooling. Accordingly, the Andhra Pradesh Open School Society, Hyderabad offering highly flexible type of non formal education to the school drop outs and girl children, is having the following scheme of studies after revamping. 1. Open Basic Education (OBE) to be provided at the following three levels. A level - Equivalent to Class III of formal system B level - Equivalent to Class V of formal system C level - Equivalent to Class VII of formal system 2. The Director, Andhra Pradesh Open School Society, Hyderabad has further reported that prior to revamping orders the Andhra Pradesh Open School Society, Hyderabad was permitted to start Secondary Level Courses at Stage IV, Stage V and Stage VI equivalent to Class VIII, IX and X formal school respectively from the academic year and to conduct examination, and issue certificates under the emblem of Andhra Pradesh Open School Society. 4. He has also stated that the National Literacy Mission Authority, Ministry of Human Resource Development, Department of School Education & Literacy, Government of India has designed Basic Education Programme to achieve the second objective of Saakshar Bharat Scheme, i.e., Enable the neo-literates to continue their learning beyond basic literacy and acquire equivalency to formal educational system and brought out Guidelines for Basic Education Programme (Equivalency Programme) of Saakshar Bharat. The Open Basic Education (OBE) Programme initiate by the National Institute of Open Schooling (NIOS) and other Open School shall be the starting point for achieving the objective of Basic Education (Equivalency) Programme. 5. He has also reported that, accordingly, the National Institute of Open Schooling (NIOS), Noida (U.P), Ministry of Human Resources Development, Department of School Education and Literacy, Government of India has brought out guidelines for implementation of Open Basic Education Programme in collaboration with the Saakshar Bharat Mission of National Literacy Mission Authority in certain identified areas and enumerating the flexibility offered under Open Basic Education Programme, target and age Group, levels offered under the programme, scheme of studies, curriculum, duration of the course, conduct of examination etc. (PTO)
