2 Executive Summary Mainstreaming ICT innovation is important for the majority of government departments, as ICT is an enabler in multiple areas and levels of government business Understanding the contribution of ICTs to service delivery and the risk/benefit ratio arising from implementation needs a holistic approach We see four enablers: Research capacity Human resource capacity Advancement of ICT usage Appropriate legislation and regulation

3 Objectives of the study To prepare an initial review of the enablers, constraints and other factors that influence the adoption of hosted and managed ICT resources and service by government departments, agencies and institutions in South Africa. In particular, to review the current state of policy, legislation and regulation with respect to cloud computing, noting which prescripts encourage, prohibit or are neutral to cloud computing

Research will inform the planning, budgeting and procurement of future-oriented ICT solutions Sources are available to guide the provision of innovative environments to advance service delivery The application of ICTs is essential to grow the economy, accelerate social development and ensure South Africa s competitiveness
