2 Activity Based Funding and Management Version 3.0 The implementation of Activity Based Funding and Management is a wide reaching reform which will take place over a number of years. Everyone in WA Health can play their role in delivering safe high quality care as cost effectively as possible. 133

4 Activity Based Funding and Management Version 3.0 High quality care High quality safe care is always better for the patient and usually cost less for the taxpayer. Do you know what adverse events occur in your area? You can find this out from the Safety and Quality staff at your site. Do you understand the length of stay for patients in your area? How does it compare with other similar sites in WA or across Australia? Finance and business staff can help you access the latest information at your site. Accurate and timely information Ensure everyone in your team understands the importance of legible, accurate and timely health information and medical records. This is important for clinical handover as well as for financial planning. Efficiency Do you have a culture of continuous improvement in your area? There are a wide range of tools available to help introduce improvements, including the Clinical Service Redesign approach, the SQuIRE materials and information on Lean methodology from the Institute of Health Leadership. 5 Year 3 implementation of Activity Based Funding and Management The changes associated with ABF/ABM are wide and significant and will affect the day to day working life of everyone who works in WA Health. These changes must stick and endure if we are to ensure a sustainable, resilient and highly performing health system in WA. We must understand our business if it s not captured, it may not be funded. The information gathered now will inform funding in To enable health system change we must work together with a focus on safety and quality to improve efficiency. 136

6 Activity Based Funding and Management Version 3.0 In recent years the WA Health System has learned to work in new ways. These new ways are two fold. The first key change relates to a modern approach to understanding health and hospital clinical activity. The second key change relates to a system-wide commitment to work cooperatively and responsibly to deliver quality care outcomes and patient experiences. Long-term sustainable change requires engagement. Thousands of people have attended training and education programs on the ABF/M framework and operating model, and change management and communications in relation to the ABF/ABM reforms, including clinicians, corporate and management staff, and consumers, to ensure they can prepare to work in the new environment. This engagement will result in change through ongoing collaboration and consultation with others and improved clinical and corporate partnerships. The 99 National ABF Projects includes projects that have commenced, been completed, and/or combined. The work plans that contain these projects are currently under review by the Independent Hospital Pricing Authority. 137

7 Implementing Activity Based Funding and Management is a major shift in how we fund and manage the health system. However, many of the required changes are already underway in parts of WA Health. There are considerable numbers of staff who have been trained in quality improvement skills over the past few years please contact us if you do not know who can help you at your site. We have also developed a range of materials to help these can be accessed from the ABF/ABM intranet site at: 138
