1 REPORT ON PROGRAMME REVIEW/ VALIDATION Q 3 Part 1 Programme details Originally proposed title Postgraduate Diploma in Technology and Innovation Management Proposing Schools Nature and duration of programme DIT awards sought School of Retail and Services Management and Graduate School of Business, College of Business This programme will run over a 12 month period, over three academic terms in locations throughout Egypt. Postgraduate Diploma in Information Technology Management and Innovation, with classifications of Distinction; Merit, Upper Division; Merit, Lower Division; and Pass Parallel award sought from other award body Professional/external accrediting body None None **Derogations from the DIT assessment regulations are required** Background This programme seeks to provide a progression route for students who successfully complete the ITI diploma programme know as the 9-month programme and who are seeking to develop a broader IT management purview at the enterprise, corporate or policy level. The proposed programme provides coverage of the functional knowledge and competency areas relevant to the discipline. The programme offers an integrated view of information technology management. It focuses on the growth oriented organisation and the practical problem-solving skills required for creative management practice and research. Stated aims and learning outcomes of the programme: The programme aims are as follows: To provide the basis for a managerial career in information technology business or government role where the impacts of technological change are critical to commercial sustainability. To develop knowledge and understanding of the generative nature of information technology business management To enhance effectiveness in the use of resources for technological research and development To develop the managerial and technological knowledge and skills needed for leading commercialisation projects and equip students with an understanding of the process of technological innovation. To enable graduates to facilitate organisational change and sustainable improvements at the enterprise level through competitive systems and effective knowledge management. Learning Outcomes as stated in the programme document: On successful completion of this programme, students will be expected to have developed significant learning outcomes in terms of knowledge, skill, know-how and competence. The specific learning outcomes associated with the Postgraduate Diploma award are as follows: Knowledge Breadth: 1

2 Be able to demonstrate that they have expert knowledge of one or more current, state-of-theart specialist computing areas; Be able to demonstrate that they have a knowledge and understanding of advanced concepts in some of the following areas: o Computer systems; o Information systems, o Mathematical foundations and techniques; o Computing techniques; o Computer networks; Demonstrate an in-depth understanding of the theories, concepts and methods pertaining to the field of information and communication systems. Knowledge - Kind Demonstrate an awareness and critical understanding of developments in a number of specialist areas in computing; Discuss current challenges and research literature in one of the specialist areas in computing; Explain concepts and theories of one or more specialist computing area, including state-ofthe-art technology; Explain how academic and industrial research leads to new computing and business knowledge and technologies; Demonstrate an awareness of some seminal original work in innovation and/or technology and have read and appraised same; Know-How and Skill - Range Be able to demonstrate an ability to select and apply standard and customised research tools and techniques of enquiry forming a solid foundation for pursuing further research; Critically evaluate design and implementation issues in particular application areas depending on information arising from undertaking some problem solving activities; Demonstrate and ability to communicate to a range of audiences in both written and verbal media about new and emerging theories and technologies in an articulate and convincing fashion; Demonstrate an ability to use to source and evaluate multiple sources of business data and realise the limits of such data. 2

Evaluate the way that computing technology is currently affecting society and reflect on its potential future effect. Maintain integrity and independence in professional judgement. Programme structure: The postgraduate diploma comprises two main elements: The ITI 9-month Diploma Programme, which culminates in 50 ECTS credits of learning; and College of Business modules, which culminate in a further 10 ECTS. Entry Requirements: All entrants to this DIT Postgraduate Diploma will be honours degree graduates who have been making satisfactory progress on ITI 9 month diploma. Normal DIT requirements in relation to English proficiency will apply. Student assessment In accordance with the Institute s Regulations. Derogation from the regulations will be sought as indicated in the conditions. DIT will comply with ITI Assessment regulations in particular to the marking scheme, attendance and continuous assessment settings (as per attached schedule A). Part 4 Findings of the Panel The panel would like to thank Dr Mohamed Salem, Ms Samia Moussa and Dr Mohamed Ghareeb and staff for the excellence of their presentations and description of the ITI 9 month diploma. The panel would also like to thank the College of Business, DIT for facilitating in-house and remote meetings with ITI during the validation. The panel was impressed by the quality of personnel and professional dedication of ITI staff. The programme is highly innovative, combining and building upon the successful information technology professional training programme run by the Information Technology Institute and the innovation and entrepreneurship programmes offered by DIT. The panel recommends to Academic Council approval for 2 years of the Postgraduate Diploma in Information Technology Management and Innovation commencing July 2011 at level 9 in the National Framework of Qualifications subject to the following conditions and recommendations: Conditions The programme title should be amended across all documentation to match the proposed award title: Postgraduate Diploma in Information Technology Management and Innovation ITI and GAR Regulations should be reviewed and the panel should be provided with: A list of derogations from the GAR to be requested from Academic Council. 5

6 Clarity on the rules applicable to students registered on the programme, e.g. the disciplinary procedures applicable to the programme. Clarity on the calculation of the final award classification. Recommendations The programme documents should be reviewed to provide consolidated information on the partnership arrangements and to include further details on and reference to the curriculum of the 9 month diploma. The programme committee should consider the development of progression opportunities at masters level with DIT. The learning outcomes should be included in the programme document in tabular format indicating in which module each learning outcome is achieved. A programme liaison manager should be appointed in each Institution with defined roles and responsibilities. 6

7 Schedule A Attendance ITI Regulations for Assessment Certificate Awarding ITI diploma/m.sc. Certificate will be awarded to students who meet the following requirements: Preliminary and Technical Modules: Achieve at least 60% of each subject s designated mark. Performance Module: Achieve at least 75% of the project designated mark. Students are required to fulfil at least 60% out of 600 degree (200 degree per each module of the 9-month Program) during the program duration according to the following rules: Grades Case (per time) Late/Absent First time 0 Late/Absent with accepted permission Next 3 times -5 Next 3 times -10 Next time -25 Absent without permission -25 Attending lectures is an integral part of student s course; students are expected to be present for all classes in which they are enrolled. However; in case of illness, accidents, or emergencies, when circumstances permit, the student should make direct contact with his/her Intake Supervisor, preferably before a class or an exam takes place. Upon acceptance, Intake Supervisor will manage how to make up for any missed work. Exams Attendance Attendance for all students is mandatory for announced exams or other grading procedures. Up to 20% of the exam time delay is permitted and is deducted from the allowed time of the exam. Any student who arrives later is not 7

8 Coursework Assessment allowed to take the exam and is subject to taking the corrective exam, which means that he/she only has one chance of taking the exam. The student is responsible for providing satisfactory evidence to the Intake Supervisor within one week of his/her absence to substantiate the reason for their absence. If the Intake Supervisor excused the absence, they must either provide the student with an opportunity to make up for the exam or any other work missed or provide a satisfactory alternative that should be completed within 10 calendar days starting the date of absence. The Intake supervisor is under no obligation to provide an opportunity for the student to make up for any work missed because of an unexcused absence. Coursework includes continuous assessment for each module. Information concerning the assessment method is normally provided to the students by the instructors. Assignments, Projects, and practical work are usually the methods selected to assess the learning outcomes. Late submission will encounter penalty in marking. All projects and work submitted will have to fulfil ITI ethic requirements (no coping or duplications, plagiarism allowed and disciplinary actions in accordance with the Institute s Disciplinary procedure) At the beginning of each course, you will be provided with the following information by the module lecturer: An overview of the course content as well as lecturer office hours. Course Assessment. Whether the course has to be passed individually or collectively. The available set of references and tutorials. The available certificates that can be achieved after attending the course. Deadline for delivering the required Assignments/Exams. At the end of the each module, students are asked to deliver their course and instructor evaluation not later than 2 calendar days after the end of the course otherwise 5 marks will be deducted for every day after the due date. Setting and Marking of Course Assignments The lecturer of each course is responsible for adhering to the schedule and carrying out the following tasks: Define the assignments to be completed (may be delivered by mail) and clearly define how and when to deliver the assignments. Provide the required guidelines for completing the assignments. State the availability of books, journals, or computer software necessary for its completion. 8

9 Provide the required feedback, if necessary, to the students concerning their inquiries about their assignments grades. Coursework should be delivered not later than 2 calendar weeks after the course is over (except for courses that are assessed collectively) otherwise 5 grades will be deducted per each 1 day delayed after the due date. Results will be announced either on the group or on the white board not later than 1 week after submitting exams/assignments. Coursework that is not submitted will be recorded as not submitted and awarded 0%. Penalties Compensation Regulations Re-admission They may vary or totally cancelled only if satisfactory evidence is provided that the lateness was beyond the control of the student. Students who fail to pass the first exam will be eligible to sit for a corrective exam that is conducted in two days time after the announcement of the first exam s result. The Technical Supervisor of the subject arranges this corrective exam. If the student fails again in achieving the required passing level, the course will be graded as Fail. The student can sit for a second corrective exam, If he/she fails to pass that exam the course will be dropped from the graduation certificate. If the student is applying for M.Sc. Program, he/she will not be eligible to continue their postgraduate studies. Students are always encouraged to sit for certificate exams that are issued by recognised software houses. Financial support might be offered to students who pass those exams depending on the price and market value of the certificate. Compensation is not applied for this programme. Appeals Procedure The student may present a written appeal against penalties or concerning the quality of the programme. In the first instance, the appeal is directed to the lecturer or to the Intake Supervisor. The student must provide sound evidence as to how the penalty is allegedly unjustified. If the matter is still unresolved the student is required to present a written appeal to the Scientific Departments Head who should respond to the appeal as a matter of priority. Students dropped for academic deficiencies or misconduct can be considered for re-admission following the next procedures: 9

10 A request for re-admission should be sent by to not later than 3 weeks from the new intake announcement. Student Affairs Bureau will coordinate with the Scientific Departments Head for conducting an interview with the applicant. The committee will determine whether to accept or refuse the readmission request for each applicant. Decision will be final and not subject for appeal. You will be notified with the result of the re-admission request prior to the start date at least by one calendar week. In case of request acceptance, the applicant might be asked to pay certain fees that are determined individually for each case. Students applying for re-admission will be enrolled again in the screening procedure with the results of the written exams they achieved in the previous intake screening procedure. If the student requires to be re-admitted to the Technical module directly, he/she ll go through whichever selection means run by the department head. Withdrawal Process Registered students, who find it necessary to cancel their registration prior to the beginning of the program, will need only to inform the Student Affairs Bureau. Students who wish to cancel their registration at any time after the beginning of the program, are asked to pay LE 16,000. Circumstances reasonably beyond the control of students which caused them to be unable to attend classes, or become delinquent academically may be considered. However, documentation to substantiate students claims is required. Withdrawal is recorded on the transcript within 1 calendar year from the date of withdrawal. Withdrawal from the Programme The Intake Supervisor must inform the Student Affairs Bureau about any student who failed to comply with the following: Fails to successfully pass second attempt of any single module. Fails to adhere to ITI regulations. Deems improper or prejudicial conduct. Other Procedures and Regulations a) Computer Lab Rules: Food and Beverages in labs are absolutely forbidden. Offenders will have their internet privileges withdrawn from them for at least one week and 5 grades will be deducted. Keep lab doors closed to allow for the air conditioning to function correctly. 10

11 All Notebooks should have anti-virus software installed that scans all potentially dangerous files. However; this may not stop new viruses so use common sense when receiving attachments or downloading files. If you don t know the source of the data, be very suspicious! If you have any reason to doubt, contact your lab leader which will contact any member of the Technical Support Unit (TSU). Check your frequently and delete unwanted messages. There is a maximum size for your Inbox; when it is reached, you will not be able to receive any more mail. Please show some consideration for others and keep noise to a minimum. Keep the lab as tidy as possible. b) Student Conduct: Late arrival to lectures and classes: - If you arrive to a lecture or class late, make every effort to ensure that your entrance doesn t interrupt the lecturer or distract the class. - The lecturer has the right to refuse your admission if you arrive late. Breaks: - Three-hour lectures will normally include a 20 minutes break. Please make sure you return to the lecture room by the stated time. - Attendance may be checked after breaks upon the request of the lecturer with the same rules and penalties of day attendance. - Lectures are carefully prepared and timed any delay to the resumption of a lecture will either cause it to over-run or impair the effectiveness of its delivery. - The lecturer has the right to refuse re-admission to those who return late. Mobile Phones: Remember to turn off your mobile phone during lectures otherwise the lecturer has the right to prohibit you from attending one or more lectures. c) Audio-recording of Lectures: Some students may wish to take audio-recordings of lectures. This may be permitted at the lecture s discretion but the following points should be considered: Audio recording is not considered to be a good method of absorbing material from teaching sessions and writing notes is strongly recommended. Students who wish to record lectures should always ask permission of the lecturer who has the right to refuse if he or she considers that it will disrupt the teaching process. For students with disabilities who would benefit from audiorecordings of teaching sessions, he/she should ask the program supervisor and he will make the appropriate arrangements, in 11

12 advance of the lecture or lecture series, with the lecturer concerned. d) Copying and Plagiarism: Submitted materials that show very close likeness to each other will be treated as copying and awarded 0% of the designated mark. Plagiarism will be treated as cheating and awarded 0% of the designated mark. Any student who will be caught cheating, (either verbally or in any other manner) will be dismissed from the exam. He/She will be eligible to sit for the corrective exam e) Library: ITI is equipped with a library that has the latest in the field of information technology. It is constantly updated with the newest books, magazines and journals. Students have access to the library according to the Library rules. 12
