3 The beginning August 1st, EKU received AC New restricted ATP application Part 121 pilots need ATP certificate for either seat Significant change to conduct of flight training Necessitates a paradigm shift! EKU Aviation Program
4 What is a paradigm? Webster says, A set of assumptions, concepts, values, and practices that constitutes a way of viewing reality for the community that shares them, especially in an intellectual discipline. Steven Covey, author Seven Habits of Highly Effective People if your organization is failing, the paradigm used to get you in that predicament, must be changed to get you out from under its negative influence. Must choose another winning/more appropriate paradigm to bring about organizational transformation. EKU Aviation Program
5 Driving the paradigm shift Congressional mandate- response to 2009 Colgan Air Buffalo Mishap FAA directs all Part 121 air carrier pilots must possess an ATP certificate 250-hour Commercial pilots can no longer sit in the right seat of regional or major carriers EKU Aviation Program
6 Industry expresses worries about a pilot shortage FAA creates three restricted-atp tiers 1. Military-trained pilots total hours 2. BS degree graduates with 60 + aviation credits -1,000 total hours Credits must fall inside 8 academic categories EKU Aviation Program
7 3. AS/AAS degree, with 30+ aviation credits - 1,250 total hours. ALL restricted ATP candidates Part 141 Rules for Commercial certificate Instrument rating Other commercially certificated pilots- 1,500 total hours (traditional ATP) All ATP candidates -50 hours of MEL training EKU Aviation Program
8 Anticipating restrictive FAA requirements, EKU began aviation program overhaul summer Pro flight curriculum changed to include 100 MEL hours. Commercial curriculum now includes 50 SEL private hours 50 SEL instrument hours 20 Private MEL add-on hours 80 MEL commercial hours 50 AATD simulators hours EKU s 100 MEL hours compares to others at MEL hours EKU Aviation Program
9 EKU added aviation courses by making changes in math and physics, Freeing 7 credits to add Turbine engine course Cockpit Resource Management (CRM) course Glass Cockpit technologies course EKU aviation increased Aviation credits - 48 to 58 to 71 hours- over last 2 years. EKU Aviation Program
10 Why Cockpit Resource Management (CRM)? FAA/NTSB Accident investigations reflect cockpit communication failures cause fatal accidents runway excursions runway incursions So, EKU has added a 3-credit CRM course to build student CRM habits EKU Aviation Program
11 Specifically, because the EKU 100-hour MEL commercial flight curriculum involves Two student pilots, Flying together after completing 140-hours aircraft hours and 50-hours AATD time (190 total hours), This CRM course is a prerequisite for such flights. EKU Aviation Program
12 CRM course introduces communication skills, conflict resolution skills, cockpit division of labor around duties for the pilotat-the-controls (PAC) and the safety pilot responsible for communication and navigation. Both earning PIC time Of special importance Topic added by FAA to 8 required academic topics Necessary for 1000-hour and 1250-hour ATP pathways. EKU Aviation Program
13 Glass Cockpit Technologies Airlines have all Glass technology cockpits EKU procuring G-1000 cockpit AATD flight simulators and Adding a Glass Technologies course to AY 2013/2014 curriculum. Chosen Glass sims versus procuring Glass aircraft to keep training costs down, Ensuring EKU students graduate with prerequisite Glass skill sets to land 1 st Glass flying job. Procuring newer Glass aircraft equates to increased flight fees. EKU Aviation Program
14 Standardized flight instruction EKU Aviation believes, Why re-invent a wheel already perfected by.. EKU Aviation paradigm shift centers on departure from traditional Jeppesen Part 141 syllabus. Jeppesen syllabus is an imperfect fit to university flight training requirements, i.e., Syncing flight training with a university academic model. EKU Aviation Program
15 Specifically Increased Private and Instrument hours from 35 to 50 hours each MEL training now precedes commercial training, to accommodate adding 100 hours of MEL time Moved away from part 61/141 model and replaced with EKU maneuver description guides CFIs do not have the latitude to create lesson plans to teach all maneuvers their way as long as their student can meet FAA PTS! EKU Aviation Program
16 Private-MEI, follows FSDO-approved syllabi, supported by detailed maneuver description guide (MDG) that meets or exceeds FAA PTS. Provides all power settings, airspeeds, and nose attitudes for every aircraft configuration and phase of flight operations. Not a substitution for Aeronautical Decision Making (ADM). Just provides starting points from which to adjust, up or down, for DA, weight, and/or wind. EKU Aviation Program
17 Mandatory quarterly safety stand downs (SSD) Following military, airline, and truck transportation models, EKU aviation conducts a safety stand down every 3 months. This mandatory training session recognizes the power of complacency to cause accidents and incidents. Thus, to fight complacency, as part of this recurring safety training, all aircrew will be given an open book and closed book exams. EKU Aviation Program
18 Additionally, each SSD will provide a safety related lecture on topics such as CRM and NTSB trend analysis. Primary message - it can happen to you Guard against complacency with a thorough review of Aircraft EPs, Operational procedures, System limitations. EKU Aviation Program
19 Mandatory Crew Rest Policy Following military, airline, and truck transportation models, EKU observes a well-defined crew rest policy. To fly, all fliers must schedule work, flight, and academic activities within 6-day workweek. One day in seven to decompress Operational day limited to 12 hours maximum. Finally, all EKU aircrew must observe 9 hours of uninterrupted crew rest between crew days. EKU Aviation Program
20 Aircraft Maintenance Following military/airline maintenance models, EKU aviation uses triple redundant maintenance actions. Pilot enters an aircraft discrepancy/squawk, 1. FAA A&P completes the aircraft manufacturerguided trouble shooting and repair procedures. 2. Once corrected, second Quality Assurance (QA) A&P verifies maintenance action correctly completed 3. Third set of eyes is EKU designated post maintenance check flight (PMCF) pilot who flies test flight EKU Aviation Program
21 All completed before any EKU aircraft is released to an EKU flight student. Final maintenance note: RJ Corman is now providing all aircraft maintenance for EKU Aviation Ready for the aviation super bowl, I believe! EKU Aviation Program
22 Planting Seeds Early EKU has partnered with The Institute for Aerospace Education (IAE), formerly known as KIAE, Premier consortium of Kentucky high schools Bordering state schools Offering students seven different aerospace courses of study. EKU Aviation Program
23 From Murray to Middlesboro, the IAE program provides students courses in Aircraft maintenance, Aeronautical engineering, Space systems engineering, Flight/aeronautics, Air traffic control, Aviation management/operations, Aerospace computer engineering. EKU Aviation Program
24 Through an articulation agreement, EKU extends university credits to IAE graduates, if they choose EKU. Including: AVN 192 Private Pilot (4-cr ground) AVN 192A and 193A-Private Pilot (2X1 cr flight) AVN 150-Introduction to Aviation (3-cr ) Total Credits = 9* EKU Aviation Program
25 Thus, as the only professional flight university program in Kentucky, EKU is working hard to make sure that all IAE high school students complete their aviation education and earn the remainder of their FAA certificates at EKU. As IAE grows, creating even more aviation feeder schools, EKU Aviation will grow exponentially. EKU Aviation Program
26 A glimpse into the future- EKU Aviation 5-year plan ( ) No later than August 2014 Grow traditional EKU aviation student enrollment from 140 to 200. Use 1 CFI & 1 airplane for every 10 students Thus, will need 10 SEL and 10 MEL airplanes to accommodate Currently, have all 10 SELs and 3 of 10 MELs Next MEL delivery scheduled for January 2014 EKU Aviation Program
27 No later than August 2015, Add 100 R/W students and 10 RW trainers Add 100 international students with 5 SEL and 5 MEL airplanes Need more ramp space to accommodate!!!!!!!!!!!! EKU Aviation Program
28 Based on an online version of new Aerospace Technology (AT) degree-completion concentration, Add 2+2 partnerships with Kentucky community colleges collocated with a regional community airport. All flight training conducted by local flight schools Credits for FAA certificates awarded by EKU as aviation technical elective credits, possibly through the creditby-examination process. EKU Aviation Program
29 All gen ed lower division requirements will be taken at the local community college All EKU upper division AT courses will be completed online, on campus at Richmond, and eventually on campus at the regional community college. EKU Aviation Program
30 Market online 2+2 partnerships to ALL US aviation community colleges, Especially with A&P and helicopter or airplane AAS/AS degree programs, To triple or quadruple EKU aviation enrollments. EKU Aviation Program
31 Add UAV concentration to BS Aviation, that includes private pilot certificate instrument pilot rating. Add aviation concentration to EKU Applied Engineering Management Master s degree, online and/or on campus to offer alternative graduate aviation degree to ERAU MBA/A and MAS graduate degrees. 32 Note: I forgot to mention, in early August 2013, EKU applied to FAA Code AFS-810 to be designated as one of the first US universities authorized by the FAA to designate their graduates as being candidates for the 1000-hour or 1250-hour restricted ATP. 34 On August 23 rd, FAA code AFS 810 designated EKU Aviation as one of three universities in US Authorized to certify their graduates as candidates for new restricted 1000-hour ATP. However, other two do not have 100 hours of MEL time. Thus, EKU aviation, is not only number one, we are the only one offering 100-hours of MEL time as part of a commercial pilot certificate with a pathway to the 1000-hour ATP.
