Appoints the suppliers listed in Attachment A ( Monash City Council List of Preferred Panel for the Provision of Executive Recruitment Services- Contract CF ) to this report to a panel for the Provision of Executive Recruitment Services for a period of three (3) years for the schedule of rates submitted with their respective tenders. 2. Authorises the Chief Executive Officer to execute the contract agreement. 3. Authorises the Chief Executive Officer at his discretion to approve the extension options of two (2) x one (1) year options in the contract subject to satisfactory performance. BACKGROUND In June 2010, MAV Procurement (MAVP) was appointed as Agent of the Monash City Council (MCC), in accordance with guidelines established by the Minister for Local Government and in accordance with Section 186 of the Local Government Act for the purpose of calling and evaluating public tenders for the Provision of Executive Recruitment Services. MCC committed only to the Executive recruitment component of the wider tender due to Council s prior commitment to Procurement Australia who acted on Council s behalf in 2009 to tender for the Provision of Recruitment, Temporary Staff, Consultancy and Associated HR Services. An invitation to tender for the Provision of Executive Recruitment Services was advertised in The Age Newspaper and Tenderlink on Saturday 3 July 2010 for a contract term of three (3) years with two (2) x one (1) year options to extend. A total of sixty six (66) tender submissions were received from a range of suppliers, listed in Attachment B ( MAVP List of Tender Submissions Received for Provision of Recruitment Services) to this report. TENDER EVALUATION MAVP acting as Council s agent conducted the tender evaluation process based on the following criteria: Corporate Social Responsibility; Experience & Previous Performance; Services Offered; Contract management; and Pricing;

2 Council Meeting, 7 December 2010 Section 3.6- Page 19 This criteria is broadly in keeping with Council s preferred qualitative criteria. A copy of the MAVP Report and Council s confidential tender evaluation has been circulated separately. Council s evaluation panel, consisting of Marilyn Kearney (Director Corporate Finance & Planning), and Leigh Harder (Director Human Resources & Administration), considered the recommendation of MAVP s appointed tender evaluation panel made up of HR specialists from several Councils and MAV representation. Whilst accepting of the qualitative assessment of MAVP, the recommendation was reassessed using 60% for price in keeping with Council s endorsed tender evaluation policy. This change resulted in the assessment of preferred suppliers being reordered and recommended for appointment to Council s panel of preferred suppliers using price as the dominant criteria as listed in Attachment A. The panel, although extensive will provide for future selection to consider further the qualitative aspects of each provider when assessing needs for appointment for each recruitment exercise. MAVP have provided a comprehensive catalogue which outlines the strengths and experience of each company for reference as required. FINANCIAL IMPLICATIONS Council s expenditure for the Provision of Executive Recruitment Services is dependent on need, and turnover at an Executive level. Management of the costs associated with Executive recruitment is provided for within the HR budget. Quotes can be sourced from the preferred suppliers list as documented to ensure value for money and appointment of a Consultant to meet the needs of the executive recruitment process as the requirement arises. RECOMMENDATION That Council adopts the recommendation to appoint the preferred panel of suppliers as listed in Attachment A to this report, for the Provision of Executive Recruitment Services for a three (3) year term with the option to extend the contract term for two (2) x one (1) year terms at the discretion of the Chief Executive Officer subject to satisfactory performance.
