1 Erie County Medical Center Corporation RFP # Addendum Number 1 Erie County Medical Center Corporation Addendum Number 1 to RFP # Department of Health Delivery System Reform Incentive Payment ( DSRIP ) PROJECT MANAGEMENT SERVICES The deadline for submission of proposals still remains: Friday, November 14, 2014 at 11:00 AM EST The following questions were submitted to the Designated Contact: 1. It is extremely difficult to determine the amount of work required to support the 18 Required Deliverables without knowing what frameworks ECMC has already laid. Please respond with ECMC s expectation of the amount of support required for the minimum of two months (8 weeks) in terms of hours of support. Please respond by specifying from the list below the approximate range of time. Approximately 20 hours per week for eight weeks. Between 20 and 40 hours per week for eight weeks. Between 40 and 80 hours per week for eight weeks. Greater than 80 hours per week for eight weeks. ECMCC expectations would be Between 40 and 80 hours per week for eight weeks. 2. Does ECMC have a budget for this engagement that you would be willing to share? ECMCC is not able to share this information at this time. 3. Would you be willing to share with us a more current project list than the one in the design grant application? ECMCC is not able to share this information at this time. 4. Does the project begin post-application deadline (Dec 16)? Will you need any assistance in the application phase of DSRIP? No additional resources are needed in the application phase at this time. 5. Can significant experience managing large, complex projects substitute for PMP certification?

2 Considerations will be taken based on the level and type of experience. 6. My company is MWBE certified. Should I send over all my information for your files now or when I submit the RFP? Please submit the appropriate MWBE paperwork with the RFP response. 7. The RFP requires three recommendations from other clients. We have developed our proprietary tools for DSRIP while working with other clients under stringent confidentiality agreements; we can't give away their contact info. What can we do about that? In lieu, provide details on deliverables and outcomes specific to prior similar engagements. However, references are preferable. 8. What is the anticipated start date of the requested services? Start date is anticipated to be ASAP upon contract award. 9. Is our understanding correct that we would only need to provide Project Management Professionals to complete this DSRIP project? Your assumptions are correct. Project Management Professionals must have knowledge of the topic. 10. Can you please share the complete Implementation/ Project Timelines with details along with the methodology used? ECMCC will not provide this information at this time. 11. If awarded the contract to the Vendor do the resources need to be same as mentioned in the proposal. Consistency in resources and detailed resources provided are required in the RFP response. 12. By how much duration can the project extend its estimated 8 weeks of timeline? The total time beyond the initial 8 weeks is unknown at this time. 13. For all the Exhibits is there a need for Signatures on all pages? A signature is necessary on all Exhibits where indicated. 14. Will you be specifying the nature of the ten initial projects that have been identified to start the DSRIP process? This information will be shared with the vendor selected. 15. Please confirm that the role that is expected from the Project Manager with regards to the third bullet under Required Deliverables paragraph (page 3): Provide data and resources as needed to support project development and implementation is to assist in identifying

3 the data that the PPS needs to produce to support project development and implementation? The assumption stated is correct. 16. When should we expect the results of the awarded contracts to be announced and the engagement to begin? The award and the start date of the project will be ASAP after the due date of the RFP. 17. Has ECMC formed a project plan for DSRIP project implementation? If so, can any details be shared to ensure appropriate resources are included in the proposal? The information will be shared with the firm awarded the contract. 18. Can ECMC provide the number of DSRIP projects/initiatives for which ECMC is applying for funding and the related domain under which each will be classified? ECMCC is in the process of applying for 11 DSRIP projects. These projects will fall within Domains 2, 3 and Based on the response to question #1 and #2 can ECMC provide its best estimate of the target DSRIP funding % and estimated internal man hours allocated to each individual DSRIP project/initiative? ECMCC is currently in the process of identifying target DSRIP funding percentage and internal resource hours allocated to each individual DSRIP project. This information is not available at this time. 20. Has ECMC identified the number of internal teams and team leaders for each of the individual DSRIP projects/initiatives? If so, how many teams and team leaders have been identified? The initiatives are managed by one management team. 21. Are any of the individual team leaders responsible for multiple DSRIP projects and what percentage of each member s work hours will be devoted specifically to the DSRIP project for which they are responsible? See previous answer. 22. Will ECMC be responsible for the identification and procurement of all human and technological resources required for internal project management or will the consultant be required to advise and assist in the identification, recruitment and procurement as part of the project management engagement? Advice and assistance in the identification and recruitment will be required from the consultant.

4 23. Based on ECMC s proposed projects and each project s respective goals and objectives, does ECMC have all necessary subject matter experts available to successfully implement each project? ECMCC will provide subject matter experts throughout this project. 24. Does ECMC have a project management governance structure in place and have all stakeholders and decision makers associated with each project and sub-project been identified, or will this be a task of the successful project management consultant? Decision makers have been identified internally. There is a governance structure established for this project. 25. Will any of the ECMC DSRIP projects be implemented in coordination with the Niagara Falls Memorial Medical DSRIP which targets partnering with ECMC? If so, has a single team leader or liaison been identified internally who will be responsible for this project? ECMC will be working collaboratively with Niagara Falls on DSRIP projects. There is a designate team lead for this project. 26. Has ECMC developed each proposed project in sufficient detail to enable delineation of the required Work Breakdown Structure and Task Assignments? Similarly, have the proposed projects been developed in sufficient detail to identify project milestones? This work is part of the deliverables. 27. Does ECMC have a target date for project management implementation? The project start date will be ASAP after the due date of the RFP. 28. Given the size and scope of the DSRIP program what is the desired expected deliverable at the end of the eight week engagement? That is, what are the measurable criteria that will define whether the project consultant has achieved ECMC s expectations at the end of the eight week period? Expected deliverables are outlined in the RFP documents. The goal for the initial phase is to complete all DSRIP application requirements by the state mandated due date. 29. As part of this engagement, would ECMC need help with the governance and flow of funds for the PPS? Are the ECMC PPS projects the same as those listed in the ECMC DSRIP Design Grant Application submitted to NYS DOH? ECMC has its own governance team and will manage the flow of funds for the PPS. The ECMC PPS projects are similar to those in the application. 30. Is the ECMC PPS planning to do the 11th project (2.d.i)? ECMC is planning on participating in the 11 th project.

Has ECMC and its PPS partners created near final drafts of their work force plan, flow of funds design, and governance model, or will completion of these represent a significant effort during the implementation plan phase? Completion of referenced documents will be a part of the project. 32. Will the ECMC PPS provide a listing of current work streams? This information will not be provided at this time. 33. Has ECMC created a budget for each project that reconciles with potential incentive-based revenues? ECMC is currently in the process of developing a budget for each project. 34. Will the project plan created during the design phase be provided to the consultant in Microsoft Project, or will conversion of the plan to project management software be part of the consultant s work? The format of the implementation plan is to be determined based on the firm selected. 35. Can you describe the governance model for the executive committee and committee work streams? In general terms, will consultant receive direction from multiple committee members, from designated executive(s), or from a combination of both? This is a single governance committee for this initiative. 36. RFP page 3, Section IV: How many consultants are desired for this engagement? Total resources for this project are flexible. Consultants needed could range from RFP page 5, Section V: Given the limited scope of this engagement and the highly specific skills requested, would ECMCC consider waiving the Minority/Women-Owned Business (M/WBE) utilization requirement for this response, instead accepting details concerning a vendor s commitment to diversity practices? Due to New York State regulations, M/WBE goals cannot be waived for this contract. 38. Is there a preference for locally based resources that have experience with multiple levels of healthcare stakeholders in Western New York? ECMCC is looking for the most qualified resources to complete this project. Any knowledge specific to this area will be an advantage. 39. Is there a preference for consultants with relevant and recent healthcare experience? If so, how many years? Healthcare experience is a plus and an advantage. The number of years is relevant if the experience is there. 40. Is there a preference for consultants with local/state community grant experience?

6 Additional experience with local and state will be a plus. 41. Do you prefer consultants with population health data analytics experience and have analysis experience across the Western New York community? Any additional experience provided will be a plus.
