1 Economic Cooperation Organization Tender Notice Name of Project: Web Database of Traders and Manufacturers for ECO Region Background The Economic Cooperation Organization (ECO) is an intergovernmental regional organization comprising 10 member states, namely, Afghanistan, Republic of Azerbaijan, Iran, Kazakhstan, Kyrgyz Republic, Pakistan, Tajikistan, Turkey, Turkmenistan and Uzbekistan. The overall objective of the Organization is to promote sustainable economic development and to upgrade the standards of living in its Member States and the Region as a whole. Expansion of intra-regional trade ties and trade facilitation is among the top priority areas of the Organization. The "Web Database of Traders and Manufacturers Project" is aimed to assist business community in the Region to further enhance their intra-regional relations. The ECO Secretariat in Tehran now invites eligible consulting companies ( Consultants ) to quote their interest in providing the services as contained in the following Terms of Reference and submit their technical and financial proposals. Interested companies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Qualifications of IT Firms The successful IT company who will be contracted to serve the need of creation of Web Database integrated with ECO Trade Portal of Traders and Manufacturers shall have the following minimum qualifications: Shall have relevant experience of 5 years in developing at least three web databases applications for National, Multinational and International Organizations; 1 P age

2 Shall have in its current office all the necessary equipment and facilities as well as experienced and professionally trained staff to handle requirements of the above application; Shall maintain a good track record in serving national and international organizations and multinational corporations. List of corporate clients should be provided; Shall have competence of existing and proposed personnel this shall require submission of comprehensives Curriculum Vitae (CVs) of the personnel who will be assigned to conduct the assignment. The firm should have at least following professionals on board: 1. Research /IT Expert University degree in Information Technology and Software Applications and having at least experience of five years in relevant fields 2. Business Marketing Expert. University degree in MBA or relevant field and having an experience of marketing in similar fields. The selected Company will provide one year service after the development of web database. 3 TERMS OF REFERENCE CONSULTANCY SERVICE FOR ESTABLISHMENT OF ECO DATABASE OF TRADERS AND MANUFACTURERS A. Objectives, Outputs and Activities i. During the past decade, digital connectivity and e-commerce flourished around the globe. Electronic trade made it possible to link companies with their suppliers, customers and other trading partners. Thus business communication can occur at almost zero cost. There is a great potential for ECO Member States to benefit from cooperation in Electronic Trade. ii. ECOPAGES will bring together buyers and sellers, and simplify contacts between professionals of the ECO region. By actively promoting B2B (business to business) exchange, ECOPAGES will contribute to the growth of ECO region businesses. With its database of ECO region suppliers, ECOPAGES will be a precious sourcing tool (search, location and evaluation of suppliers), covering a whole range of products. It will also serve as an online community for publishing and exchanging industry news, information, and events. iii. ECOPAGES will represent a powerful online showcase for companies looking to enhance their national and international visibility. ECOPAGES will enable businesses to highlight their products and know-how with a view to capturing new markets and reaching out to new customers all over the world. Businesses will register for free on the site for unlimited period (only from ECO region), however they will display their products for limited time period. iv. To generate targeted contacts, ECOPAGES will use a qualified database and cutting-edge technology: a multilingual search engine, sophisticated indexing techniques, and a classification system comprising different industry sectors and keywords. v. Among ECOPAGES s users will be businessmen, Chambers of Commerce and Industry, Ministry of Commerce and Industries and Trade Promotion Agencies of the Member States B. 4 1- Architecture: Tiers 3 Presentation tier (User Interface) Application tier (Web service layer to do function and handle events coming from interfaces) Data tier (Data access layer to retrieve data from databases) 2- Modules Company Registration Add/View/Edit Module Company Products Add/View/Edit Module Search on Companies Products Module/Companies Name Virtual Exhibition Business Enquiry Board 3- Company/Supplier Registration Modules Suppliers from the ECO region including manufacturer cum exporters or distributers will be registered. Based on these information, companies, governments, consumers and all economic enterprises can identify the appropriate suppliers and fulfill their requirements in an appropriate way. By registration in ECOPAGES, the master data of suppliers and their products will be published through web pages and other enterprises will be able to exploit the information to meet their needs. ECOPAGES will provide an open metadata structure besides pre-defined data fields so that any supplier can create its own information fields if it is necessary. This will give added advantage to the suppliers to display the important information which is necessary to highlight the specific characteristic of the product. These metadata fields will store in the existing tables of ECOPAGES databases for retrieval on later stage. As per international standards, three level products will be provided for the registered companies. The top level should be the major commodity. The 2 nd level should be more targets oriented. The 3 rd level should clearly mention the end product. In each level, list of values should be provided and user or company will select the appropriate commodity. Then on the basis of initial selection, subsequent list of products should be displayed. At the final or 3 rd stage the companies should be able to select the exact product. 5- Search the Company on the basis of Products or Name On the basis of information entered in the above modules i.e. company registration modules and company products module, visitor should be able to search the company on the basis of 3-level products fed by the companies. So search should be flexible. It means that user can search the companies falling in first level product category or 2 nd level or 3 rd and final level. On the basis of product selection, when list of companies is displayed, the first company should be on the basis of number of hits or volume of business or any other criterion approved by the ECO Secretariat. Search on the basis of ECO Members States, on product or company name should also be provided. 6- Virtual Exhibition There will be virtual Exhibition modules for the companies registered with the trade web portal. The ECO Secretariat will select companies for limited time period from each member state and these companies would be able to display their products on ECO Trade web portal. Each company will be issued a username and password to enter their products, product details, technical specification and price of the product. The role of the Secretariat will be only to verify the information fed by the business organizations with the help of the National Chambers of Commerce. The ECO Secretariat will also promote virtual exhibition to other world prominent importers, leading chambers, business

6 communities and link with other leading world virtual exhibition websites for business promotion. 7- Business Enquiry Board ECO Secretariat receives business enquiries from ECO Member States. So there should be some display board on the Trade web portal, where these inquiries are posted for viewing of all website visitors. If any business concerns who is registered user of this website, wanted to buy or sell any things then he can send message to all concerned. For bulk promotion, the ECO portal should be sent the s to all registered companies in this category automatically on the basis of provided during their profile registration. The Secretariat activities can also be transmitted via s to the registered companies. Any other business marketing proposal for better connectivity between B2B may be considered. 6 P age
