3 Pending STTC Action Staff Recommendation 1. Recommend RTC approval of template Clean Fleet Vehicle Policy (Section ). 2. Recommend RTC reserve future Clean Vehicle funding and support for third party funding sources for local governments adopting and complying with template Clean Fleet Vehicle Policy. 3. Recommend NCTCOG investigate development of cooperative purchase systems and, as applicable, reserve participation to local governments adopting and complying with template Clean Fleet Vehicle Policy. Additional Item for RTC Consideration 4. RTC reserves the right to assess local government compliance with Clean Fleet Vehicle Policy when considering other RTC funding actions.

5 1.0 Acquisitions Policies 1.1 Vehicle acquisitions for fleet expansion or replacement of model year 2004 or newer, shall be newest model year or engine standard only. 1.2 Vehicle acquisitions to replace model year 2003 or older, must show at least a 25% reduction in NOx emissions rate compared to the vehicle being replaced. 1.3 Aftermarket technologies and conversions are acceptable for fleet expansions and fleet replacements Aftermarket technologies and conversions must be EPA and/or CARB verified or certified or technology equivalent or better, as determined by NCTCOG staff Conversions must comply with the provisions of EPA Memorandum 1A and Addendum Revision (June 25, 1974 and June 1, 1998). Local Ordinance Required Elements
6 2.0 Operational Policies 2.1 Vehicle idling is allowed only for safety, emergency response, vehicle maintenance, equipment activity, warmup/ operations in cold temperatures, and manufacturer recommended minimum idle/warmup times. 2.2 Vehicles with the lowest NOx emissions that are capable of performing the required operational demands shall drive the most miles. 2.3 Abide by latest refueling time/season restrictions determined by NCTCOG Air Quality Planning. 2.4 Nonemergency vehicles shall drive no more than the posted speed limit and avoid rapid acceleration. 2.5 All drivers shall be trained on air quality appropriate operational requirements. Local Ordinance Required Elements
7 3.0 Maintenance Policies 3.1 Perform annual emission and safety inspections for all vehicles, even for vehicles with no state mandated inspection requirement. 3.2 All vehicles with over 100,000 miles must have emission inspections every 25,000 miles thereafter. 3.3 Perform manufacturer recommended maintenance. 3.4 Mandatory participation in any diesel or other Texas Commission on Environmental Quality or North Central Texas Council Of Governments inspection/maintenance program, including applicable test or pilot programs. 8 4.0 Compliance Verification 4.1 Public sector entity shall provide NCTCOG with an annual electronic update of fleet size and activity in a format established by NCTCOG.* 4.2 Entities not adopting and complying with Clean Fleet Vehicle Policies and or reporting requirements will not be eligible for future clean vehicle funding. Local Ordinance Required Elements *NCTCOG staff will report participation and success of ordinance annually to the Regional Transportation Council
