1 Commuter Rail Vehicle Cleaning Services Question/Answer Pre-Bid Session Dec. 4, 2015 How long are the vehicles? Each vehicle is 85 feet long. Each married pair (two trains connected) is 170 feet long. How many seats are in each vehicle/married pair? Each vehicle has 92 total seats. A married pair has 184 total seats. What is the total maximum passenger capacity of each rail car/married pair? The total capacity of each car is 191 people. Per married pair, that equates to 382 people. Is a diagram of the interior of the vehicle available? Please see addendum. How will the firm be selected? All firms that submit bids will be judged based upon best value solution, price, firm capacity, firm experience, Regional Transportation District (RTD) Small Business Enterprise certification (SBE) etc. Please refer to the RFP Instruction to Bidders. Will the awarded firm be required to be an RTD SBE? Yes Can any RTD SBE bid on this project? Any RTD SBE that is certified to perform this type of work can bid on this project. What is the expected contract length? The length of the contract will be one year. If the selected firm successfully performs the work, DTO would potentially renegotiate a contract extension. What is the covering on the seats? The seats are a typical vinyl covering. Will the winning RTD SBE firm have to provide all materials? The successful bidder will have to provide all materials and safety data sheets. Please see RFP for details. Will the vehicles that need to be cleaned always be on the same tracks? We have three service tracks within the Commuter Rail Maintenance Facility (CRMF). The vehicles will be located on shop tracks 6, 7 or 8. How long will it take to clean each married pair? DTO provided baseline estimates. However each bidder has the opportunity to present their own approach for cleaning. That been said, the daily cleaning should be no longer than one hour, the 30 day cleaning should be no longer than 4 hours and the 92 day cleaning should be no longer than 6 hours.

2 What are the shift times/when will the work be performed? 1 st Shift hours 2 nd Shift hours 3 rd Shift hours But please remember that daily and monthly will be performed from 1900 to 0500 hours. Where will the vehicle that needs monthly/92 day cleaning be staged? The vehicle will be staged on track 6. Is there a requirement for the number of teams the selected contractor will provide? We are providing a guideline of what we anticipate will be needed. We are hopeful that the qualified firms will provide the most efficient process to perform the work. Will DTO provide the schedule of what type of cleaning will need to be done? Yes. DTO has a management system that will provide information on what type of cleaning will be needed for each vehicle. How far out will the selected firm have prior to knowing what type of cleaning (daily, 30 day, 92 day) each vehicle needs? We can provide that to the selected firm up to a week in advance. Will the vehicles always be the same? The 32 vehicles will not always be the same due to the vehicles in service at any point. Do we have an exterior train car wash, and what will the requirements of the selected RTD SBE in terms of exterior? Trains will go through the train wash once every 5 days. We will have the trains run through the exterior car wash first. The expectation for the 92 day cleaning on the exterior are detailed on the cleaning scope. Is there an expectation for rooftop cleaning from the selected firm? The selected firm will not need to clean the rooftop. The vehicles are powered by 25,000 volts of overhead electrical power, and, as a result, the selected contractor will need to stay away from the rooftop of the commuter rail vehicles. What type of cleaning is considered a hand wash type operation? A hand wash type cleaning is a bucket and rag/towel cleaning operation. Do the light covers on the interior of the train pop out? Is there an expectation for the selected firm to clean the inside of the light covers? They do not pop out. The selected firm will only need to clean the exterior of the lighting panels. Is there training that will be required? There is safety training that will have to occur with all employees working on the trains for the selected firm. DTO will provide the requirements for PPE. What is the interval safety training offered?

3 It is offered on an as-needed basis, and DTO can accommodate with advanced notice. Is personal protective equipment (PPE) required? Will DTO provide? DTO requires all employees and contractors working on the shop floor to have the appropriate PPE. DTO will not provide PPE. This will be the responsibility of the selected firm. Will the selected firm be required to provide uniforms? Yes. The selected firm will be required to provide uniforms to their staff. Will the selected firm need to be certified in the handling of biohazards and bodily fluids? Yes. The selected firm must be fully trained in the proper handling and disposal of biohazards and bodily fluids. Will every shift require biohazard cleanup? This is considered on-call work and is scheduled on an as-needed basis. What is the expectation for graffiti removal? If graffiti is found on the train interior, it is expected to be removed when it is found. For the train exterior, graffiti removal will occur on an as-needed basis. Will a pressure washer be provided for exterior graffiti removal? All materials must be provided by the successful bidder. Are there certain standards for the cleaning products that will be utilized? Products would have to meet Environmental Protection Agency, Regional Transportation District and Denver Transit Operators standards. Should cleaning products be sustainable or environmentally friendly? To the extent possible, cleaning products should be sustainable or environmentally friendly. Will on-site storage for cleaning materials be provided? Yes. There are unlocked cages for storage next to Track 6. Although the cages are unlocked, the area is under 24-hour surveillance. How large are the storage cages? How many storage cages are there? There are two storage cages available. Each one measures approximately 5 feet wide by 12 feet long with a sink. Will DTO have areas to store flammable products? DTO will have a flammable supply cabinet available for the selected company. If more space is required, the selected firm will have to provide its own storage. Will bonding be required for the job? It is included in the RFP, but final criteria has yet to be determined. Who is currently performing the work? This is the first-time this work will be performed on a subcontracted basis.

4 Will the awarded firm be required to provide general liability insurance? The awarded firm will be required to provide general liability insurance. The insurance requirements are outlined in the issued RFP. When is the intended start date for the actual cleaning of the trains? It is yet to be determined but it will be between the end of February and beginning of March. It was mentioned at the walk through that this project does not require OCIP or Davis-Bacon Act wage requirements for work completed once revenue service begins on 4/22/15, if the work begins prior to that date is it still considered revenue service and not require the two above requirements? The OCIP is not available for this contract. Bidders should provide their bid assuming Davis Bacon is not required. If our legal team, which is examining the pre revenue aspect of the contract, changes this parameter, we will notify the successful bidder. Can you provide us with a list of recommended cleaning agents to accurately price? We are currently waiting on the recommendation by the manufacturers. Please quote using the products your company thinks is best and are environmental friendly. What time period is the 92 day cleaning to be performed? The RFP states 1st shift, however trains are only listed in the bays from 7pm-5am (10hours). Is it permissible for all three classes of cleaning (A, B, and C) to be performed in the 10 hour window given? For the 92 days the cleaning will be performed on the 1 st Shift ( hours). The trains listed are for daily cleaning. It will not be possible to clean the 92 days train on the other shifts because of availability of trains and pits. In regards to the On call BBP Clean-ups, are you expecting the contractor to have an onsite attendant at the maintenance facility during the day, or would there be a set response time to the facility? All work considered on-call work, will be scheduled on an as-needed basis. We will not require an onsite attendant for this services. I understood from the walkthrough that track 8 is dedicated to the 92 day clean. Is this true or did I misunderstand? If it is true the schedule you provided does not reflect it. There is no time for that 92 clean according to the pull in time and pull out time. The 92 days cleaning will be coordinated with the Vehicle Department and will be performed on the 1 st Shift ( hours). Can you confirm that all train cleaning shall be 7 days per week, 365 days per year? Yes cleaning will be performed 7 days a week, 365 days per year (or 366 on leap years). May we install a timeclock in our designated area/cage? The equipment will need to be approved by the Engineering Department but it could be installed. Is there Wi-Fi internet available to the contractor for use with a timeclock? There is a guest Wi-Fi service that you will be able to connect.

5 Are there electrical outlets available to us in the cages for charging/ plugging in equipment? The equipment will need to be approved by the Engineering Department but it could be installed. The contract states that employee parking is not allowed, and then states employees may park with prior arrangements. Will there be available parking for employees? There will be parking spaces available for the contractor s personnel.
