3 introduction Emergency Doctors Medical Service is an organisation regulated by the Care Quality Commission as an independent healthcare provider. It is managed by experienced doctors and paramedics from anaesthetic, intensive care emergency medicine and prehosptial critical care backgrounds. We have an outstanding history of providing the highest level of on-site emergency care and medical support at public and other events. Organising an event can be a complex and lengthy process, but it is vitally important that you ensure the right resources are in place and that those resources are provided by a fully trained, experienced, insured and regulated organisation. Emergency Doctors can offer you the very best in event medical planning, liaison with NHS medical and ambulance services, medical resources for your event including first aid, medical centres, command and control units, field medical centres, cycle response units, quad bike and difficult access units and where indicated on site medical helicopter services. We also provide fully written medical plans and risk assessments, casualty data, medical planning exercises, strategic medical services and debriefing. 5 Having the right team of people at your event makes all the difference. At EDMS we always provide the right type of medical and paramedical staff. Our staff have been chosen for their particular expertise in pre-hospital critical care. This means that our teams are prepared to deliver the highest level of care to resuscitate and stabilise casualties if needed and to provide A&E level care for minor injuries. One of the advantages of having this level of care is that hospital transfer and treatment is avoided in many cases. This is important for the people attending your event but also for the local NHS resources. Although we provide specialist medical teams we apply the same high standards to our first aid and ambulance teams. Not all casualties are serious and thus our field hospital team of nurses, emergency care practitioners and doctors can assess, treat and either refer or discharge patients on site. This is particularly useful for larger events and events over a few days. Our critical care teams are led by doctors that come from anaesthetic, intensive care and emergency medicine backgrounds. We often have these on site in a standby role for high risk events.

6 2 Regulation Our clients must know that the organisation they are booking to provide medical cover are properly trained, regulated, insured and experienced. 7 Under the Health and Social Care Act 2008, those organisations and individuals providing a regulated activity must be registered with the Care Quality Commission (CQC). Providing a regulated activity without such registration is against the law. Even individual doctors and paramedics offering cover must be registered if they provide a regulated activity. EDMS is fully registered with the CQC as a provider of: Treatment of disease, disorder and injury Diagnostic and screening procedures Transport services (i.e. ambulance services), triage and medical advice provided remotely You should ensure the organisation you choose is registered with the CQC In addition, EDMS is registered with or licenced by Medical Indemnity Register (full public and employer liability and medical indemnity insurance) Information Commissioners Office (data protection act) OFCOM EDMS has its own radio operators licence Initial Services for management and disposal of all clinical waste BOC For the supply and management of medical gasses All of our staff have full enhanced CRB and ISA checks, have photographic ID cards have a comprehensive induction and core training programme and a system of clinical supervision in place. Our doctors are also fully trained and qualified by the Resuscitation Council (UK) in Advanced Life Support and are also qualified by the Advanced Life Support Group in Advanced Paediatric Life Support, Major Incident Medical Management and Support and all critical care doctors and paramedics have undergone the Anaesthesia, Trauma and Critical Care (ATACC) Course. Doctors, paramedics and nurses have also undergone specific pre-hospital care training.

8 3 Medical Plans EDMS are exceptionally experienced at providing site surveys and writing medical plans and medical major incident plans. It is vitally important to get this right from the start to avoid un-assessed risks and potential last minute additional fees. We work closely with other key providers including the ambulance service, Local Authority, Emergency Planning Officers and local hospitals. 9 Planning your event can be complex. There are various regulations to meet as well as local licencing processes. Very often, event organisers are working within tight budget constraints and require expert assistance in medical planning to ensure costs are kept to a minimum but within the knowledge that medical cover is adequate. There are various guides for different types of event and making sure that you meet the requirements of these guidelines can be challenging, especially as the medical plan can mitigate some risks. Not all events require high intensity medical support and many events are safely covered with adequate first aiders, an ambulance and a designated medical area. There are however advantages of having additional medical resources on site and these are outlined on the next page. Whatever your need, our teams can meet it and ensure you have the right type of cover from the right type of personnel

11 Wherever there are large groups of public gathered, spectators, concerts, sporting activities, events that carry high risks of accidents and shows and exhibitions, adequate medical cover is vitally important. Many events will also require local authority licencing and in some cases there are other regulations that must be considered before permission is granted to run your event. The provision of adequate first aid, ambulance and medical cover will form part of those arrangements and these must be from a credible supplier. It is important that from the outset you have the right advice regarding medical cover including: The development and writing of a medical plan this needs to be specific to your event Selection and provision of the right type of personnel, equipment, emergency medical vehicles etc Proper regulation and insurance of your selected medical provider The need for special resources on site Contingency plans for escalation and major incidents inter agency liaison and debriefing

13 First Aiders We have many HSE qualified first aiders who have undergone additional training in public first aid, use of medical gasses and using an AED. They are versatile and provide immediate response to medical emergencies. Cycle Response The cycle response unit is an excellent resource at events to reach emergencies quickly. The cycle responders are either EMT s or paramedics and the cycle carries a range of emergency equipment. Paramedic Ambulance / RRV We can provide paramedic ambulances equipped to NHS standards for your event. We can also provide rapid response vehicles and Quad Bike responders for difficult terrain and access. Emergency Nurses / Practitioners Our Emergency nurse practitioners and emergency care practitioners work at events in the medical centre to see, treat and discharge minor injuries. They are an excellent resource and prevent unnecessary hospital referrals. Medical Centre For larger events and events over a longer period we can set up a field medical centre. This large tent is self sufficient with resuscitation, major and minor bays and is staffed by doctors, nurses and paramedics. We can normally assess, treat and discharge on site. Medical Rescue We have specialist teams to retrieve casualties from difficult conditions such as in off road settings, from entrapment and from water. These teams are highly trained and carry the latest equipment where necessary on a quad-bike or 4X4 vehicle These are just some of our most used services, there are many more!

14 6 Event Medical Control Medium to large events will usually require a dedicated control unit The EDMS mobile medical control unit is equipped with radio communications computing, printing, telephone and CCTV resources. It is completely self sufficient and brings the medical management of an event to a single point. it also acts as a staff briefing area and can work in conjunction with any police, ambulance and fire control units.

15 For moderate to large events, or for events lasting more than 24 hours, our mobile medical command and control unit is an excellent addition to the medical resources on site. It forms the focus of medical command and has state of the art communications, computing, copying and printing and landline telephone systems built in. It is entirely self sufficient with electricity and water supplies and also houses a range of equipment for major incident management. Our radio communications systems on board mean that all medical staff can be managed and deployed quickly and without any fuss. All calls for medical assistance are logged on our system so event organisers and other emergency services can have up to date information on casualty numbers and emergency calls. This can also be vital for any post incident investigation. The unit is staffed by trained control assistants who can handle calls and dispatch resources. The command and control unit is also high visibility making it a focal point at any large event for medical help. It is also equipped with a public address system, floodlighting, external briefing area, CCTV, searchlights and staff refreshment facilities. For large events, having a medical command and control unit is essential to ensure proper and effective management of medical resources and continuous recording of incidents and outcomes. With EDMS, our medical control unit can handle several simultaneous calls and with the latest event management software can ensure that your event medical needs are managed as smoothly as possible.

16 7 Critical Care Team Although EDMS cover all types of event, we specialise in providing critical care trained doctors, paramedics and nurses for high risk activities and needs. Often we are brought in to supplement other medical providers as our skills and expertise can greatly enhance the care of patients on site. Our team is fully trained by the Faculty of Anaesthesia, Trauma And Critical Care (ATACC)

17 Of all our event medical services, EDMS stands out from all of the rest because of our ability to provide a critical care team to deliver intensive care level treatment for seriously ill and injured patients at the scene. Although many providers offer a doctor for an event, this may not necessarily be a critical care trained doctor from an intensive care, anaesthetic or emergency medicine background. Our doctors, specialist nurses and paramedics are all practicing NHS specialists in this field and regularly deal with the most seriously injured patients. This means that we can bring those skills to you and to patients. The advantage of having a critical care facility on site is: Rapid access to life saving interventions including anaesthesia, surgical and screening interventions such as FAST scan ultrasound and skilled transfer to an appropriate hospital Offers significant reassurance to competitors of high risk sports and events There is no delay to quality interventions that have been shown to improve outcome from major trauma and reduce morbidity and mortality. 20 9 Frequently Asked Questions Many of our clients and potential clients have asked the following questions regarding event medical cover. We will be very happy to answer any questions you may have but we hope our selection here will cover some main types of enquiry These 4 questions are the most Commonly asked. 21 EDMS sounds like an excellent organisation but we probably don t require such a high level of cover for our event? Indeed, EDMS does specialise in expert medical cover, especially for high risk events and work. However, EDMS provides all types and levels of cover to the same standard, including first aiders and first aid points and ambulance cover. We do not try and sell you cover over and above what you would normally require We can see the need and benefit for this level of medical cover, but it sounds expensive? The quality of healthcare provision is our highest priority, but we do acknowledge the financial constraints of event companies. As such we work hard with our clients to provide a solution which is financially acceptable to them whilst maintaining our standards. By providing a cost effective solution based upon a sound medical plan we have recently and consistently been able to demonstrate the provision of a clinically superior team at a lower premium than the client was previously paying. You mentioned CQC registration, we have some paramedics / doctor that cover our events voluntarily / as a paid individual but they are not CQC registered. Where does this leave us? First Aid provided by a First Aid organisation is exempt from being registered with the CQC. However this is for FIRST AID only. If you employ the services of a health care professional, whether voluntarily or paid and they are providing a regulated activity (that would generally include all event type cover, ambulance cover and any assessment or treatment) then they must be registered with the CQC. This is your assurance that they have met the standards to provide that type of care to the public. If they are not registered with the CQC they could be committing a criminal offence under the Health and Social Care Act. Who do you employ to provide event cover? All of our event staff are fully registered health care professionals or have recognised first aid and ambulance qualifications. all of our staff have enhanced CRB and ISA checks and have undergone specific prehosptial care training. We do not allow any staff to provide patient care unless fully trained and qualified to do so.

22 We have had another organisation quoting us to provide medics for an event. They can also provide trauma practitioners and medical technicians. Is this the same thing as you provide? No! We are aware that many other event medical providers use various titles for their staff. Many of these staff are trained only as first aiders, perhaps with some additional in house training. EDMS only used fully qualified and registered health care professionals. We do not use generic titles such as MEDIC or TRAUMA TECHNICIAN. We only use accepted titles such as doctor, nurse, paramedic, or Emergency Care Practitioner. This is to ensure the public know who is treating them and what level of training and qualification they have. Please do not be fooled by fancy made up titles. Check what you are getting and that they are a registered health professional. There is no protection on the title MEDIC and as such we do not allow our staff to use that title. We have been told the NHS ambulance service should provide the ambulance cover and write the medical plan? There is no requirement for the ambulance service to provide this and you are under no obligation to employ their services. however, the NHS ambulance service does have a statutory responsibility for major incident planning and it would be necessary to involve them for large event work for purposes of major incident planning. EDMS has extensive experience in liaising with the NHS services and normally undertake this and medical planning on your behalf. We already have a medical plan / event plan do you need to write another one? No. If you have already completed this work then we would not normally need to write another one. However we normally look through your medical plan and will advise you of any concerns or suggestions we may have. EDMS will hold full responsibility for any plans it produces. You as the event organiser similarly take full responsibility for any plans you have written. We are very happy to advise and guide you through this process. Medical plans do need to be written in a specific way and cover several areas and contingencies. It is wise to have an expert advise on this!

23 We have booked a voluntary aid service to provide first aid cover. Can you provide the paramedic / doctor for our event? Yes of course. We are often asked to supplement first aid societies with health care professionals. We have very good working relationships with such organisations and liaise closely with them on many events. What uniforms do you wear? All EDMS staff wear dark navy blue trousers and a Navy polo shirt marked with their designation on the front, back and arms (i.e. DOCTOR etc). All EDMS staff have a photo ID card. In certain situations we also wear high visibility jackets / waistcoats. For medical rescue and some outdoor activities we also wear high visibility personal protective clothing. We do not have rank structures although there will always be a duty manager present if more than 2 personnel are present. We can also wear a suit for more covert or corporate medical cover. Our medical event provider has let us down at the last minute. Can you provide cover at short notice? Yes. We always have someone on standby who is able to cover. We can normally utilise resources quickly and efficiently if you require cover at very short notice. Are you fully insured and can you supply copies of your insurance certificate? Yes. EDMS has full public liability, employer liability and personal accident insurance for up to 10, We also hold medical indemnity insurance for up to 5, All EDMS doctors hold their own medical negligence insurance for up to We also have full equipment and vehicle insurance. We can supply all insurance documents if required for inspection along with our CQC, data protection and any other certification you may require.
