2 PREFACE Soucieuse de faire évoluer votre discipline sportive, la Commité Sportive du CISM Triathlon (CSCT), composée de : Major Olivier PENIN (FRA) Président Adjudant-chef Johan DRUWE (BEL) Secrétaire général Major Dan MAINGUY (CAN) Membre Major Jan-Henrick BACK (SWE) Membre Mr Kent BLANKENSHIP (USA) Membre a réalisé pour vous, organisateurs, athlètes, entraineurs, Chef de Missions, la première édition 2006 d un manuel en vue de l organisation d un championnat du monde de triathlon militaire. Ce manuel fruit de l expérience et du vécu sportif, technique, et compétiteurs des uns et des autres, est une base de travail intéressante, non exhaustive mais recommandée, qui devrait vous permettre de réaliser cette difficile mais passionnante mission d organisateur de grand évènement sportif international. Bon courage à vous, nous restons à votre disposition, à votre écoute, avec en toile de fond cette volonté de promouvoir cette discipline spectaculaire qu est le triathlon. 6 INTRODUCTION 1.1 INTRODUCTION a) Organizing Committees are expected to comply with the provisions outlined, relative to safety, quality, and fairness of the competition. b) The CISM Sports Committee Triathlon (CSCT) will collaborate closely with the Local Organizing Committee to ensure that the CISM rules, the ITU Competition rules and this Event Manual are fully complied with. c) This Event Manual has been developed to ensure the implementation of consistently high global event management and marketing standards. 1.2 CONTRACT: a) This Event Manual applies to all Military Triathlon World Championships and all provisions of the Event Manual are legally binding upon all Organizing Committees that have been awarded Triathlon World Championships. b) CSCT has authority for determining what constitutes the correct implementation and interpretation of the Event Manual. 1.3 OFFICIAL LANGUAGE: The Official working language is English. However, other languages also may be used from time to time to improve communication. The following will apply: a) The Organizing Committee will communicate to others in the official language. b) The Competition Jury will be addressed in English. c) The pre-race briefing will be conducted in English and afterwards, if necessary, in the host language. d) Communication between officials and competitors regarding penalties will be in English and if appropriate, in their own language. e) It is the responsibility of the competitor, or their Delegation, to provide for translation if needed. f) Race announcers will provide at least 50% of information in English and the local language. 1.4 CSCT APPOINTMENTS: a) President of the CISM Sports Committee Triathlon (PCSCT): will represent CSCT at all VIP functions and attend all meetings. Will also be responsible to ensure that the requirements of this Event Manual are implemented to the fullest possible degree. b) CISM Sports Committee Triathlon (CSCT): ensure, together with the Technical Delegate (TD), the implementation of the rules and regulations governing the competition. 7 c) Chief Technical Official (CTO): the CTO is appointed by the CSCT and will, under supervision of the CSCT & TD, ensure the implementation of the rules and regulations governing the competition. 1.5 EVENT ORGANISER S STRUCTURE: The CSCT will approve the Event Organizational Plan which will include: Organizing Committee operational and mailing address, Organizing Committee structure, including names, responsibilities and points of contact, Telephone and fax numbers and address, Event details, Intended legacy. 1.6 PERMITS AND APPROVALS: a) Course Approval: obtain approval for course and location, including swim, bike, run, transition and all jurisdictions (municipal & city police, etc.). The organizing committee must have CSCT s approval for all segments of the course. b) Water Quality Tests: submit to the ITU: One year prior during the month of the event, Two months before the competition, 14 days before the competition. a) Water Quality Tolerance Limits: samples is a mixture of water collected from three different locations on the swim course. Limits are: ph between 6 and 9, Fecal coliform (ocean) not more that 200 per 100mls, E coli (fresh water) not more than 200 per 100 mils, Entero-cocci 35 per 100 mils. 1.7 REPORTING SCHEDULE AND CHECKLISTS: a) One year prior to the event, b) 3 months prior to event, c) 24 hours prior to event, d) Survey: complete by athletes (elite and age group), media, VIPS who attended, e) 30 days after event: PCSCT. Event Management and Administration 2.1 OVERVIEW AND ORGANISATION CHART General descriptive of set up, staffing and operations of a World Championship office complete with Organization Chart that defines key personnel and their roles. No one may be recalled to active duty in the Armed Forces for the purpose of participating in a CISM competition. c) Competitor s ID: CSCT will control Mil ID d) Eligibility: The entry list will be based on CISM-triathlon regulations. e) Entry Deadlines: all entries must be received by the LOC 30 days prior to the event. Changes may be made till the start of the preliminary meeting. f) Entry List: must be posted on event website at least 14 days prior to the event. Event Manuel CISM Triathlon Edition

10 2.3 VIP: a) Services: The VIP will meet the following minimum requirements: Appoint a Liaison Officer Information pack Arrange VIP Transportation to any other special events as required b) Packages: to include: VIP (and guest) Accreditation for the event Event Information and watching schedules Invitations and RSVP instructions for all special functions Transportation instructions for all events 2.4 VOLUNTEER SERVICES a) Volunteer Coordinator Responsible for maintaining the overall volunteer database, names, volunteer area, address, phone number and ; Responsible for planning volunteer training; Responsible for distributing volunteer uniform and accreditation; Responsible for distribution and collection and post-event survey. b) Volunteer Recruitment Plan c) Training It is beneficial to first recruit personal contacts of committee members as they often provide the most reliable source; Online Volunteer application form. All field of play volunteers should receive Level 1 training; All volunteers to receive event and course overview, and general understanding and awareness information; Specialized training required for; athlete services, spectator services, motorcycle drivers, communications and security; All volunteers should receive an information package; All volunteers encouraged to promote the event. 11 d) Volunteer Appreciation Volunteer Uniform provided by the LOC; Volunteer food provided on event day; A volunteer appreciation event is recommended. 2.5 SPECTATOR SERVICES a) Access to Venue Information Road closures schedules; Bus Schedules; Bridges over field of play; Best viewing points; Warning of potential dangers to athletes. b) Communication Sources Road closures will often result in extra considerations for getting spectators on site, it is essential that event access information is well communicated to spectators. Communication sources to be used include: City Road Closure Signage and alternative routes; Event created access signage for placement on City Streets (must be approved by City); Local newspapers; Local radio stations; Website; Spectator access information should be incorporated into the overall event promotions plan; Flyers. c) On-site Spectator Services Spectator service volunteers should be located at all major site access points and in the central hub area of the Event Site; Spectator service volunteers should be easy to locate on site; Volunteers should be well versed in site and course information; An information sheet on What is triathlon? and Who to watch? 12 2.6 ATHLETE SERVICES a) Overview Athletes are the most important element of the event. Their overall view of the event will be reflected not just in the race but in the consideration that has gone into anticipating what their needs will be: Basic Athlete Services to be provided by the LOC include; Airport Transportation, including provisions for bike transport; Access to the swim, bike and run courses for pre-event training; Escorted tours of the bike course; Athlete Services Information Booths; An athlete handbook; Lost & Found; Massage and spa; Access to Physiotherapists and Physicians, translators; Provision of City Maps, specific to the event; Internet booths; Sunscreen and bug spray. b) Athlete/team Services Booth A team services booth should be set up at the airport to greet and assist arriving athletes, coaches and other personnel especially if equipment is lost translator needed; An athlete services booth should be available during athlete registration at the registration venue and on site; An athlete services booth should be available on site at pre-event training sessions and on event days; Athlete services should be well versed in course & local city information; Athlete information board at all athletes accommodation facilities and airport; A provision for non-english speaking competitors needs to be made. 13 c) Athlete Handbook Information: The minimum athlete handbook requirements are: Course Maps and descriptions; Accurate Event Schedule and Event Locations (please ensure that this is accurate); Athlete transportation details, times and contacts; Pools, tracks and weight rooms for training: telephone, address, hours available; City Information i.e. emergency numbers, phone information; Public Transit Information ; Restaurant Information ; Tourist attractions; Medical clinics and local hospitals; Local entertainment; Airlines telephone numbers; Train and bus schedules: telephone, location of schedules. d) Airport Transportation An athlete s first and last impression of an event is their ease of getting to and from the airport. Special travel considerations involve bike transportation. e) Event Information for General Public Signage should be placed on the roadways where athletes are training the week prior to the event to communicate to local drivers that there will be athletes on the road and they should exercise caution. Local websites, radio and free event publications 2.9 ACCREDITATION PROTOCOL: a) Accreditation Material Construction CSCT Triathlon has developed the following protocol for event accreditation: Ideally athletes will receive hospital style wrist bands as their accreditation. Elite athletes should have a different color of accreditation from Senior athletes. Wrist bands should stick together, the style of bands with a plastic clasp bother athletes. All other categories should be identified with a card (preferably plastic, laminated will also work) and lanyard that hangs around the neck. Assigning a color to each category assists security personnel in quickly identifying areas of access. Event Manuel CISM Triathlon Edition

14 b) Accreditation Categories: Athlete: Colored wrist bands as outlined above. Colors: Elite-Red, Senior-Yellow. All Access: Color - Black: reserved for: PCSCT; CSCT; Race Referee; Team Leader; LOC-Event Director; Race Director and Site Director; Security Manager; Construction Manager; Medical Director; Protocol Manager. List to be approved by CSC: VIP: Color - White Confined to VIP areas and VIP functions Media: Color - Blue: The complete media list must be approved by the CSCT. Media will also wear Media Vests. Coach: Team Captain: Color - Yellow Color - Brown At the discretion of the event organizer a second level of team support accreditation may be handed out to allow access to the athlete village, pasta party or other venues as determined by the LOC. However, this team support category will not have any field of play access. Volunteer: Field of Play: Color: Green. Swim, Bike, Run, Aid Station and Medical volunteers (Field of Play) who require access to their respective area of work should have different color of accreditation cards than non-field of play volunteers. Field of Play volunteers have course access only to their specific area. Non Field of Play: Color: Red. All volunteers not associated with the course should receive non- field of play accreditation Additional categories require the approval of CSCT; Event Manuel CISM Triathlon Edition

15 c) Determining Areas of Access The LOC, in consultation with the chief of security for the event, will provide to CSCT a site map indicating the areas of access available to each of the above categories for review by the event TD. It is essential that event security is able to control access. When an individual receives an event accreditation card they must also receive instructions regarding the areas of the course available to them. Each access area on site should clearly post the acceptable accreditation categories on a LARGE sign at the entrances. Event Manuel CISM Triathlon Edition

18 3. VENUE MANAGEMENT 3.1 COURSE DESIGN a) The ideal triathlon course design: Will maximize spectator friendly element without compromising the safety and fairness of the competition. (Hard) fencing, at least one meter in height, is required in the following key areas: 1. Swim start and assemble area 2. Exit from swim to transition 3. Transition 4. Finish chute 5. Finish area 6. Medical area 7. Athletes Village and Recovery Area 8. Live Coverage, Timing and Results Area 9. 19 3.2 SWIM COURSE DESIGN SPECIFICATIONS a. Swim start: The design of the swim start line will provide an equal start position for all competitors; Markings and numbering: There will be a solid line and placed 5m from the front edge called pre-start line. Each Team will be allowed 2 m and each start position will be marked by lines; The swim starting area will be defined by (hard) fencing (minimum 1 meter tall) providing the competitors with a buffer from media and spectators. The media allowed inside the swim start area. If the TD feels either of these media is compromising the safety or fairness of the competition, they will be removed from the swim start area. Swim course A laser transit will be used to measure the swim course, which must be exact with no current adjustment.; The swim will be in a clockwise; There will be 2 laps; The turns should be curved and with the angle of the turn never more than 90 ; Turn buoys: The turn buoy must be either yellow or orange, 2 meters in diameter and not less than 2.5m in height.; The first turn buoy will be no less than 300 meters from the start; Sight Buoys: The number and placement of sight buoys will vary, but never less than every 50 meters. 23 Swim Exit Graphic: 3.3 TRANSITION DESIGN SPECIFICATIONS a) General Standard transition requirements; Minimum width: 9 meters; Minimum length: 30 meters; Flow, entry and exit angles: there should be no sharp angles and the flow should be in one direction; It should be on a level, firm surface; If on grass, it must be without holes or hazards and closely cropped; The racks must be secure with a minimum of 3 meters between the rows; The exit and entry should be marked with 3 to 4 meter high branded towers; Each athlete must be provided with 60 cm in rack space; Each athlete must have 1 meter of transition space; Mount and Dismount standard requirement: o o o Racks: The preferred racks are the Sydney style. (diagram); If standard metal tube bike racks are used, they must be firm and stable approved by the TD; Spacing:.75 per athlete. Event Manuel CISM Triathlon Edition

24 Numbering: o o Each bike rack must have a laminated Name card, including: Athlete s Last Name, competition number, 3-letter country code or flag; Carpeting: (completely) carpeted. Mount and Dismount line: 30 cm wide; Equipment Boxes for each athlete with dimensions: 45cm x 30cm, and at least 25cm in height. 30 c) Run Course and Grandstands: 3.6 FINISH AREA DESIGN SPECIFICATIONS a) General Requirements Finish Gantry width: See diagram for exact dimension; Finish Chute length: no less than 100metres in length and 3metres in width; Mixed zone ; Public Address System: A high quality PA; Medical: The medical area should be easily accessible from the finish line, with adequate security provisions. 32 d) Finish Area with Mixed Zone: 3.7 PUBLIC ADDRESS SYSTEM a) High quality public address system that will provide clear sound to: Swim start; Stadium area; Extend minimum of 100 meters outside of the stadium area; A separate system may be required at the swim start area to ensure full coverage for the swim starter. 33 b) Announcer s Stand: c) Event Announcers: criteria Knowledge about the sport, the athletes, the CISM and ITU; Works with a team of announcers who are stationed on various locations around the course providing live updates, i.e., swim course, top of hill on bike, turn-around. 3.8 MEDAL PRESENTATION AREA SPECIFICATIONS a) General Requirements Podium Placement: placed in full view of VIP and spectator area and off the field of play; The podium will not be placed in the finish gantry; Podium Specifications: see diagram for exact dimensions; Flag positioning and standards: see diagram. 37 Section 4: COMPETITION MANAGEMENT 4.1 SWIM a) General: Course Measurement must be provided. Water temperature must be taken and posted day prior to the competition. Water temperature must be taken and posted one hour prior to the start of the event on race morning. Temperature readings must be taken in the middle of the course, and at two other points throughout the course that are a minimum depth of 60 cm. The average temperature is the official temperature. The decision regarding wetsuit usage will be determined one hour prior to the competition according to the Competition Rules. b) Warm up and Pre-Swim Area: c) Swim Start: A secured area for athletes belongings should be provided as per Venue Technical. A pre-start zone (staging area) must be provided to control athletes access to the start. The teams/athletes will be announced according to the Announcer's Protocol. Warm-up times for all athletes must be included on athlete s information booklet and posted at the race site. The 45minute warm up swim for the athletes should end no more than 10 minutes prior to the start. The warm up area for must be separate from the swim start and racecourse. The women and men's races for Elite and Senior athletes will be completely separate. The TD will determinate the time difference between the start of one and the start of Swim start times will be determined by the TD based on the swim course layout and the number of athletes entered. All waves will be given the final swim instructions by the Chief Swim Official prior to the. There will be a presentation & control of the athletes par nation lead by their coach. d) Athletes Start: The dive start will be from a permanent solid structure as outlined in the Venue/Technical section. In no instance will a running start from dry land be permitted. Deep water starts are acceptable. The competitor's race number will be marked on both sides of the cap. 38 e) Managing the Swim Course: Lifeguards: Minimum of 15 certified lifeguards (on surfboards, kayaks, or canoes) staggered throughout the course. Medical: A minimum of medical personnel. Officials: Technical officials will be placed at each turn buoy. Technical officials should be placed on a boat on the Field of Play to ensure the safety and the fairness of the competition. f) Water Safety (Boats on the course): g) Swim Exit: There will be a minimum of 2 motorized safety boats positioned throughout the course. Each boat must be equipped with communication to the Venue Communication Centre (VCC). Watercraft must be prevented from crossing any section of the swim course. Provision must be made for a beaching point for powerboats to drop off any injured athletes or members of the media without crossing the swim course. Exhaust fumes must not affect air quality around competitors. Wakes must not affect the athletes. Recreational watercraft must be prevented from coming within 50 meters of the course. The swim exit should be clearly marked by 3.5 meter high branded pillars/ columns The swim exit should be a minimum of 5 meters wide. The swim exit should be (carpeted) free of debris. An aid station is required at the swim exit. Medical personnel will be stationed at the swim exit 4.2 TRANSITION AREAS a) Transition Layout: Layout as described in Venue Technical Section. Minimum of 75 cm for each competitor s area. The position of the teams will be determent by draw. Number 1 will be closest to Bike Exit. The bike racks should be placed on either side of the transition area. The numbering will be by nation as drawn by the CSCTP. The transition area will have a sign indicating the country flag or code and a race number of each athlete. The identification should be placed in such a manner that is visible to spectators and unobtrusive to the athletes. Bike boxes must be provided. Weather conditions must be considered in the management of the athlete s equipment. (For example, box covers in case of rain.) The design of the transition area will ensure that all competitors run an equal distance without their bikes. The design of the transition should be set up so that there are no crossovers of athletes. 39 The surface of the transition should be smooth, level and be clear of debris or other obstacles. The Transition area must be carpeted. There should be an Aid Station at the Run Exit. The entrance and exit of transition should be clearly visible and marked by event branded pillars or gantries 3.5Metres high. b) Managing the Transition for competitors c) Officials: d) Media: Security: personnel. Two officials will be assigned to the Transition Area. Two officials will be assigned to the Mount and Dismount Line. No other personnel are required in the transition for competitions. The TD has the authority to remove these members of the media if, in his/her opinion, they are compromising the safety or fairness of the competition. e) Coaches and Managers: Coaches and managers are not allowed in the Transition Area. f) VIPS and Other Dignitaries: VIPs and other dignitaries are not allowed in the Transition Area. 4.3 BIKE COURSE a) General: Measurement of the course must be provided to the TD. All roads will be closed to vehicular traffic. The road surface must be hard, smooth and without debris or other hazard. All roads must be swept prior to competition. b) Elite Bike Course: The Bike Course should have a minimum of 4 laps and a maximum of 8 laps. The Bike Course should be technically challenging with hills and corners. One hundred and eighty degree turns are not acceptable. Out and back courses will not be allowed unless there is at least a one (1) meter buffer lane, or a grass or concrete meridian, separating the out-going and in-coming cyclists. Crossovers during the bike segment are not allowed. The Bike Course should be a minimum of 5 meters wide. The road leading in and out of transition will be secured with at least 200 meters of (hard) fencing. The course should avoid railroad tracks, bridges with gates, drawbridges etc. c) Managing the Bike Course: All corners and areas of high spectator involvement must be completely secured with (hard) fencing Fencing should extend for 200 meters at both the exit and entrance of transition Event Manuel CISM Triathlon Edition

40 Encased or covered in plastic straw bales, or similar safety devices, must be used to protect athletes on sharp corners and around dangerous objects If speed bumps or other anti-speeding devices exist on the course, they must be covered with matting, ramps or other smoothing devices. d) Wheel Stops: e) Personnel: f) Volunteers: The LOC will foresee two wheel stops in coordination with the TD & the CSCT. Police: Police and security personnel must be present at every access road, intersection and turn onto the course. A minimum of trained volunteers (the number of volunteers is determined by the course layout) should be assigned to the Bike Course. g) Officials Bike Course: h) Media: i) Medical: One official on a motorcycle will patrol the Bike Course. A vehicle control official will determine the number of motorcycles during the race. A Lap Auditor official will be assigned to monitor and control the bike laps. All motorcycle drivers on the Field of Play must meet with the TD the day before the event. Everyone on a motorcycle must wear a helmet while on the motorcycle. Laminated signage should be provided for the motorcycles (Official Vehicle). The number of media motorcycles on the course will be determined by the TD and monitored by the vehicle control official. Medical personnel should be equipped with radios or cell phones. An ambulance should be placed at key access points along the course. Provisions should be made to get slightly injured athletes and their bikes back to the Transition Area without interfering with the Field of Play. j) Spectators, Coaches and Managers: Spectators should be prevented from entering the course and/or interfering with the competition. 4.4 RUN COURSE a) General Measurement must be provided to the TD. The course will be closed to vehicular traffic. The road surface must be hard, smooth and without hazards. Turns should be wide and sweeping and well branded. There will be no crossovers. Where there are laps they must be of equal distance. The course must be sufficiently marked so that there can be no doubt as to the correct course. Event Manuel CISM Triathlon Edition

41 There will be distance markers 1km from start and 1km from finish. Steep curb drops or other such hazards should be altered for safety purposes. Steps up or down are potentially dangerous for competitors. b) Run Course c) Personnel: Police: d) Volunteers: e) Officials: All turns will be marked with arrows leading into and out of the turns. There will be a minimum of three laps for the elite run. Police and security personnel must be present at every access road, intersection and turn on the course. A minimum of trained volunteers (the number of volunteers is determined by the course layout) should be assigned to the Run Course. One official will patrol the Run Course. A Lap Auditor will be assigned. This board will indicate the number of laps remaining for the race leader. The race leader will receive a bell notification with one lap to go. The lap counting board should be visible to the announcer A spotter in constant radio communication with the announcer will be stationed at the lap counting board. 42 f) Media: g) Medical: The number of media motorcycles on the course will be determined by the TD and monitored by the vehicle control official. Medical personnel should be equipped with radios or cell phones. Provisions should be made to get injured athletes back to the Transition Area without interfering with the Field of Play. h) Aid Station: Aid stations should be a maximum of 2 km apart throughout the run. Aid stations should be linear and easily accessible to the athletes. Aid stations should have trained volunteers. Sealed water at aid stations i) Spectators, Coaches and Managers: Spectators should be prevented from entering the course and/or interfering with the competition. 4.5 THE FINISH a) Layout: b) Personnel: c) Officials: d) Volunteers: As defined in the Venue Technical section of this Manual. Security: Security must be assigned to all access points. There will be one official assigned to the Finish Area. A limited number of finish line volunteers will be assigned under the direction of the TD. Six trained volunteers will be assigned to the role of Athlete Chaperone. These people will be responsible for ensuring that the medalists will be available at the assigned time and location for the official medal ceremony. e) Managing the Finish Area: The Finish Area must be completely secured with a solid fence (minimum 1-metre tall) and security personnel to ensure a controlled finish for the competitors. Medical personnel and race Officials will only enter the Finish Area in the event of an emergency. Doping control chaperones will approach their assigned competitors only as they exit the secured finish Area. Timing bands must be removed at the exit from the Finish Area (not inside the finish area). The Finish Line will be clearly marked on the ground which is at least 50 millimeters in width, continuing on the interior vertical surface of the Finish Gantry 2 meters above the ground (in a contrasting color to the Finish Gantry). 43 There will be award ceremony just after the race for the first three athletes of each competition. 4.6 LIVE COVERAGE, TIMING AND RESULTS a) During the Elite Event: b) Results: The LOC is responsible for provision of results for all competition categories Results must be displayed separately for men and women - (with links to each in the electronic version) Results should be displayed immediately outside the finish area, in athlete s village, media areas. host hotel, and at post race functions. The results should be clearly sorted into the appropriate group and gender categories for Age Group competition before posting. Results should be announced (as unofficial) in part or in full during the competition - and will remain unofficial until the CSCTP Official officially signs off on the results. c) Results Distribution: The responsibility for distribution of race results will be as follows: The Organizing Committee will distribute official results immediately to the media, ITU designated PR person and the TD in both adjustable electronic form (word or excel doc) and paper form and by to ITU HQ. The Organizing Committee will post one complete set of race results on the event website, not later than 2 hours after the end of the competition The final results must include the following for each competitor: o o o o o o o Finish Place Race Number Last name First name Category Gender Event Manuel CISM Triathlon Edition

44 4.7 MEDICAL MANAGEMENT a) General: b) Personnel: The LOC will appoint a LOC Medical Director to oversee the medical operations of the event. The CSCTP will liaise with the LOC Medical Director all the information relating to medical and doping control requirements for the event. The Local Organizing Committee will appoint a Race Medical Director (RMD). The Race Medical Director is responsible for the overall medical operations of the venue, and should preferably have experience in major sport/endurance events. The Race Medical Director is responsible for informing CSCT and/or TD about the medical organization of the competition. Two paramedics per 100 competitors is the minimum suggested. There should be one (1) physician per 200 athletes, with a minimum of one (1) physician. One doctor must be present and on duty for the entire event. One doctor should be located within the medical facility and the other doctor must be mobile. Physicians have the authority to withdraw a competitor at any point for safety or health reasons. Doctors, nurses and paramedics must be clearly identifiable and have the authority to enter the Field of Play in the event of medical emergencies. Medical Spotters will be placed along the swim course. Medical Spotters will be placed on the bike course and will be supplied with radios and cell phones. The spotters will not be in the Field of Play, but will have access in the case of an emergency. Medical Spotters will be placed on the run course (numbers will be determined based on the course design). Paramedics and stretchers must be in attendance adjacent to the swim exit, transition area and at the finish area. The Competition Manager must ensure that all marshals and other race officials are aware of all medical facilities and their locations. c) Ambulances and Access: A minimum of 1 ambulance will be required per 100 athletes: 1 ambulance will be stationed near the Finish Area. Ambulances will be equipped with the following: direct communication with medical headquarters and direct communication with all necessary cardiopulmonary resuscitation supplies and trained personnel. 45 d) Hospitals: Nearest hospital must be informed of the event well in advance and advised of the possible emergency that may arise. 4.8 DOPING CONTROL a) General: b) Personnel: Provision should be made to accommodate Doping Control at the event. (See Venue/Technical). Should a Doping Agency be present they will require six doping control personnel. ITU complies with WADA on all Doping Rules and Regulations. WADA communicates directly with CISM. In some countries the National Federation may have certain obligations to the National Doping Agency, please check with your NF on this issue.
